Article 26 Parents have the obligation to raise, educate, and protect their minor children. Adult children have the obligation to support, help, and protect their parents.
Article 27 The parents of a minor are his guardians.
Where the parents of a minor are deceased or incompetent, from the following category and in the following order, a person who is competent to be a guardian shall be appointed as guardian:
1.paternal or maternal grandparents
2.older brothers or sisters; or
3.other individuals or organizations who are willing to act as a guardian, provided that consent must be obtained from the neighborhood committee, village committee, or the department of civil affairs in the place of such minor’s domicile.
