To the departments in charge of commerce, financial departments and development and reform departments of all the provinces, autonomous regions, municipalities directly under the Central Government, specially designated cities in the State plan, the Xinjiang Production and Construction Corps and provincial capitals at sub-provincial level, and all central enterprises:

In accordance with the relevant provisions of the Foreign Trade Law of People's Republic of China, for the purposes of changing the growth rate of foreign trade, optimizing the structure of import commodities and promoting the balanced development of foreign trade, we hereby notify the relevant matters as follows with respect to the credit supports to encourage the import of energy, resources and advanced technology equipment:

    各省、自治区、直辖市、计划单列市、新疆生产建设兵团、副省级省会城市商务主管部门、财政主管部门、发展改革部门,各中央企业:

    为转变外贸增长方式,优化进口商品结构,促进对外贸易平衡发展,根据《外贸法》有关规定,现将鼓励能源、资源和先进技术设备进口的信贷支持有关事项通知如下:

1. China Exim Bank shall, in its annual credit plan, specifically arrange for a certain level of credit funds for encouraging and supporting the imports of commodities such as energy, resources, advanced technology and equipment, and apply preferential interest rates to such credit funds.

       一、中国进出口银行在每年的信贷计划中,专门安排一定规模的信贷资金用于鼓励和支持能源、资源和先进技术设备等商品的进口,并执行优惠利率。

2. The scope of import commodities encouraged and supported shall cover:

(1) Specific imports such as national strategic material reserves;

(2) Advanced technology, major equipment technology, key components and important energy resources among other commodities conducive to energy conservation and environmental protection encouraged to be imported by the State.

The National Development and Reform Commission shall formulate, promulgate and regularly adjust the Catalogue of Import Commodities Encouraged and Supported (see Appendix for details) with the Ministry of Commerce, the Ministry of Finance and other departments. 

       二、鼓励和支持进口的商品范围包括:

    (一)国家战略物资储备等专项进口;

    (二)包括节能、环保在内的国家鼓励进口的先进技术、重大装备技术、关键零部件和重要能源资源等。

    发展改革委会同商务部、财政部等部门制订、公布并适时调整《鼓励和支持进口的商品目录》(详见附件)。

3. With respect to import credit projects that apply for preferential interest rates, China Exim Bank shall examine and grant loans to such projects according to the principle of independent examination for the grant of loans, and report such projects to the Ministry of Finance, the Ministry of Commerce and the National Development and Reform Commmission for filing purposes.

       三、申请使用执行优惠利率的进口信贷项目,由中国进出口银行遵循独立审贷的原则对贷款项目进行审查和发放贷款,并报财政部、商务部、发展改革魏备案。

4. The specific application procedures for implementing the preferential rate for import credit are as follows:

(1) Enterprises registered within the territory of the People's Republic of China (hereinafter referred to as "borrower") shall submit a proposal or feasibility study report of the projects to China Exim Bank; and thereafter China Exim Bank shall file such proposal or report with the Ministry of Finance, the Ministry of Commerce and the National Development and Reform Commission . In the meantime, the borrower may submit the loan applications China Exim Bank.

(2) China Exim Bank shall examine and approve the loan projects according to the Catalogue of Import Commodities Encouraged and Supported.

       四、执行优惠利率进口信贷的具体申请程序如下:

    (一)在中华人民共和国境内注册的企业(以下称借款人)向中国进出口银行报送项目建议书或项目可行性研究报告,并由中国进出口银行分报财政部、商务部、发展改革委备案。同时,借款人向中国进出口银行提出贷款申请。

    (二)中国进出口银行根据《鼓励和支持进口的商品目录》,对贷款项目进行审查和批准。

5. Construction projects involving the encouraged and supported import commodities shall conform to the relevant provisions of the State on investment management. 

       五、鼓励和支持进口商品涉及的建设项目应符合国家投资管理有关规定。

6. The Ministry of Commerce, the Ministry of Finance and the National Development and Reform Commission shall strengthen policy guidance on, and conduct necessary coordination for import credit projects with respect to which the preferential interest rate is applied.

       六、商务部、财政部、发展改革委对执行优惠利率的进口信贷项目,加强政策指导,并进行必要协调。

7. China Exim Bank shall offer financial services, such as settlement, in relation to projects with respect to which the preferential interest rate is to be applied.

       七、中国进出口银行对拟执行优惠利率的饿进口信贷项目,提供与项目相关的结算等方面的金融服务。

8. Import loans subject to the preferential interest rate shall be raised independently by China Exim Bank.

       八、执行优惠利率的进口信贷资金由中国进出口银行自筹解决。

9. The Ministry of Commerce and the Ministry of Finance shall be responsible for the interpretation of this Notice.

       九、本通知由商务部、财政部负责解释。

10. Import loans subject to the preferential rate shall become effective from the promulgation date.

 

       十、执行优惠利率的进口信贷自发布之日起执行。

3. Critical design and manufacturing technology of integrated circuit device.

4. The design and manufacturing technology and key parts of high performance computers.

5. The design and manufacturing technology and key parts of special production equipment for manufacturing advanced integrated circuit and production equipment for manufacturing all kinds of panel display devices.

6. Key technology of up-to-date material, key equipment technology permits and technological material in fields such as electronic information, aviation and energy.

7. Aviation equipment, including the design and manufacturing technology of planes, satellites and other aviation products, satellites and parts.

8. Technology permit and technological material of high-speed railway, inter-city railway as well as UMT equipment.

9. Power-propelled system, including the design and manufacturing technology permits and technological material of all kinds of engines, power equipment, etc.

10. Design and manufacturing technology permit and technological material of high-speed communications test systems and other advanced test equipment.

11. Design and manufacturing technology permit and technological material of advanced digit control machine.

12. Design and manufacturing technology, equipment and key parts of nuclear material and equipment.

13. Critical technology permit and technological material in new energy domains such as renewable resources, new-generation nuclear energy, hydrogen energy.

14. Technology permit and technological material of key equipment for large-scale, immensely efficient coal mine extraction.

15. Technology permit and technological material of key equipment for large-scale, most-effcient coal preparation plants.

16. Technology permit and technological material of equipment facilitating the improvement of the extraction rate.

17. Technology permit and technological material of key equipment in the exploration, exploitation and utilization of coalbed methane (gas).
