定义

Where the votes of a deliberative assembly or legislative bodyare equally divided on any question or motion, it is the privilege ofthe presiding officer to cast one vote (if otherwise he would not be entitledto any vote) on either side, or to cast one additional vote, if he has already voted as a member of the body. This is called the “casting vote.”
如果议会或立法机构的表决在任何问题或议案上形成票数均等的状态,则主持人有权在任何一方投一票(否则他将无权投票),或者如果他已经作为该机构的成员进行了投票,则他可以再投一票。这就是所谓的“一票通过的表决权”。
