1. 开标

开标是指在规定的时间内正式开启投标者提交的标书，以开始评审过程。

常见的英文表达是bid opening。

2. 评标

评标是指评标委员会和招标人依据招标文件规定的评标标准和方法对投标文件进行审查、评审和比较的行为。

3. 讲标

讲标就是投标人在评标工作正式开始前在评标现场或通过视频传送方式简要介绍投标人及投标文件要点，以方便评委对投标方案要点的把握，同时也可以比较项目经理（或总监理工程师，或其他项目负责人）的语言表达能力和快速反应能力。

常见的英文表达是bid presentation。

技术应答书中不能出现商务应答书中的内容，或技术标讲标过程中泄露商务应答书中的内容。

4. 围标

围标是指几个投标人之间相互约定，一致抬高或压低投标报价进行投标，通过限制竞争，排挤其他投标人，使某个利益相关者中标，从而谋取利益的手段和行为。

常见的英文表达是rig the bid。

投标人不得围标，如投标人存在关联关系的企业也参与本次投标的，投标人应在投标文件中明确说明与其他投标人的关联关系情况，如果未进行明确提示说明，一经发现视为围标，招标人有权将其废标，如果已经签订合同，招标人有权解除合同且不承担违约责任。

The bidders shall not rig bids. 5. 串标

串标是指投标人通过不正当手段，采取串通或勾结的方式互相配合，共同操作一场招标项目，以牟取不正当的利益。

6. 废标

对于投标报价不全，应当提交的报价而未按招标文件要求提交的投标方，招标人有权视其为非响应性投标而予以废标。

7. 中标
