The financial bureaus, the administrations on state-owned assets and the auditing bureaus of all districts and counties:

    各区县财政局、国有资产管理局、审计局:

In accordance with the Notice on Supporting the State-owned Large- and Medium-sized Enterprises to Optimize the Labor Combination and Arrange the Abundant Employees (Jing Zheng Fa (1992) No. 11) issued by the People's Government of Beijing Municipality, in order to support the optimization of labor combination in enterprises, to develop tertiary industry and to arrange the abundant employees, the enterprises are permitted to use some state-owned assets to establish collectively-owned enterprises or units; such state-owned assets shall be transferred or used with compensation, and the state-owned assets occupation fee thereof shall be verified and collected by the administrations on state-owned assets. Before the establishment of the operational budget of state-owned assets, in order to strengthen the supervision and management on the use of the occupation fee for such state-owned assets, we hereby make the following rules temporarily:

    根据北京市人民政府《关于支持国有大中型企业优化劳动组合安排富余人员的通知》(京政发〔1992〕第11号)精神,为支持企业优化劳动组合,发展第三产业,安置富余人员,允许企业用一部分国有资产开办集体企业或经营单位,对这部分国有资产实行有偿转让或有偿使用,并且由国有资产管理部门核定、收取国有资产占用费。在国有资产经营预算尚未建立的情况下,为了加强对这部分国有资产占用费使用的监督管理,暂作如下规定:

I. All the state-owned assets administrative bureaus of all districts and counties shall, upon the receipt of this Notice, immediately liquidate the collected state-owned assets occupation fee together with the financial and auditing agencies, including the collection, expenditure, balance, main usage, etc.

       一、各区县国有资产管理局在接到本通知后,立即会同财政、审计部门对已收取的国有资产占用费进行清理,包括收缴情况、支出情况、结余及主要用途等。

II. The state-owned assets occupation fee shall be timely handed into the special account for extra budgetary funds according to the relevant rules of the state and shall be under uniform management. The financial supervision thereon shall be strengthened.

       二、国有资产占用费应按照国家有关规定及时缴入财政预算外资金专户实行统一管理,加强财政监督。

III. The use of the state-owned assets occupation fee shall be subject to the relevant rules of the state; any illegal use shall be corrected immediately.

       三、国有资产占用费的使用必须符合国家有关规定,对不符合规定的使用,应立即予以纠正。

IV. The administration on state-owned assets of all districts and counties shall report the relevant information for this work to the municipal administration on State-owned assets before 31st December.

       四、各区县国有资产管理局应于12月31日前将此项工作的办理情况报市国有资产管理局。
