To the competent authorities of finance, development and reform, industry and information technology, public security, commerce, industry and commerce and quality and technoical supervision of all provinces, autonomous regions, municipalities directly under the Central Government, cities specially designated in the State plan and the Xinjiang Production and Construction Corps: 

The "automobiles/motorcycles to the countryside" policy, since its implementation, has drawn attention from all sides, and the Ministry of Finance, along with relevant departments, has conducted research on the major problems and suggestions reflected by the media and other parties. In order to further improve upon and promote the implementation of the "automobiles to the rural areas" policy, and exert the potential function of automobiles in benefiting and enriching the farmers, spurring consumption and promoting production, upon approval of the State Council, relevant matters are hereby notified as follows:

    各省、自治区、直辖市、计划单列市及新疆生产建设兵团财政、发展改革、工业和信息化、公安、商务、工商、质量技术监督主管部门:

    汽车摩托车下乡政策实施以来,各方面高度关注,针对有关媒体及有关方面反映比较集中的问题和建议,财政部会同有关部门专门进行了研究。为进一步完善政策,加大汽车下乡实施力度,充分发挥汽车下乡惠农强农、拉动消费带动生产的作用,经国务院批准,现将有关事宜通知如下:

1. Direct purchase of light trucks shall be included in the scope of subsidies. 

In addition to the subsidies for scrapping old three-wheel vehicles or low-speed trucks and replacing them with new light trucks as prescribed by the original policy, subsidies are also granted to farmers for the direct purchase of light trucks. The subsidy shall be 10% of the sale price of the light truck, and for light trucks with a unit price of over RMB50,000, a fixed subsidy of RMB5,000 shall be granted.

       一、将直接购买轻型载货车纳入补贴范围。在执行原来三轮汽车或低速货车报废并换购轻型载货车补贴政策的同时,对农民直接购买轻型载货车的同样给予补贴,补贴标准为轻型载货车销售价格的10%,单价5万元以上的,定额补贴5000元。

2. The Minitruck with a total mass of less than 1.8 tons shall be included in the scope of subsidies, entitled to the subsidy policies for trade-in and purchase by reference to light trucks. Each household is allowed to purchase only one microvans or light vans entitled to subsidies.

       二、将总质量1.8吨以下的微型载货车纳入补贴范围,比照轻型载货车享受换购和新购的补贴政策。享受补贴的微型载货车或轻型载货车每户限购1辆。

3. All relevant departments shall strengthen coordination and cooperation in implementing and publicizing the policy of "automobiles/motorcycles to the countryside" to maximize the benefits of such policy.

       三、请各有关部门加强协调配合,把汽车摩托车下乡政策落实好、宣传好,切实把好事办好。

4. Matters not covered by this Notice shall be subject to the Implementing Plan of Automobiles/Motorcycles to the Countryside.
