To the Ministry of Human Resources and Social Security, the finance departments (bureaus), development and reform commissions, and price bureaus of all provinces, autonomous regions, and municipalities directly under the Central Government:

This is to acknowledge our receipt of the Letter on Declaration of the Fee Charging Program and Charging Rates for the Professional Proficiency Exam for Advertising Assistant and Advertising Specialist (Ren She Bu Han [2010] No. 21) that was promulgated by the Ministry of Human Resources and Social Security. After our discussion, we hereby notify of the relevant issues as follows:

    人力资源社会保障部,各省、自治区、直辖市财政厅(局)、发展改革委、物价局:

    人力资源社会保障部《关于申报助理广告师和广告师职业水平考试收费项目及标准的函》(人社部函[2010]21号)收悉。经研究,现将有关事宜通知如下:

1. We approve that the human resource exam center subordinate to the Ministry of Human Resources and Social Security charges human resource and social security departments of all provinces, autonomous regions, and municipalities directly under the Central Government the exam fees when the human resource and social security departments at or above the provincial level organize the Professional Proficiency Exam for Advertising Assistant and Advertising Specialist in conjunction with the relevant departments; the human resource and social security departments of all provinces, autonomous regions, and municipalities directly under the Central Government charge examinees the exam fees.

The persons who pass the exam shall be awarded the professional proficiency certificate and shall not be charged a fee equivalent to the certificate production cost or any other fees.

       一、同意省级以上人力资源社会保障部门会同有关单位在组织助理广告师、广告师职业水平考试时,由人力资源社会保障部所属人事考试中心向各省、自治区、直辖市人力资源社会保障部门收取助理广告师、广告师职业水平考务费;由各省、自治区、直辖市人力资源社会保障部门向考生收取助理广告师、广告师职业水平考试费。

    对考试合格人员颁发职业水平证书,不得收取证书工本费等其他任何费用。

2. The charging rate for the said exam fees shall be formulated separately by the National Development and Reform Commission or the Ministry of Finance.

       二、上述考务、考试费的收费标准由国家发展改革委、财政部另行制定。

3. Charging entities shall obtain the fee charge permit with the relevant price departments and use bills uniformly printed by the Ministry of Finance and the finance departments at the provincial level according to financial subordination.

       三、收费单位应到指定的价格主管部门办理收费许可证,并按财务隶属关系分别使用财政部和省级财政部门统一印制的票据。

4. The fees of the Professional Proficiency Exam for Advertising Assistant and Advertising Specialist charged by the human resource exam center subordinate to the Ministry of Human Resources and Social Security shall be turned over to the central treasury in full amount and be incorporated into the central budget management. The specific measures for charging the fees shall be implemented in accordance with the Notice of the Ministry of Finance on Confirming Issues concerning Pilot Reform of Revenue Collection Management System of the Ministry of Personnel (Cai Ku [2003] No. 121). The fees of the Professional Proficiency Exam for Advertising Assistant and Advertising Specialist charged by the human resource and social security departments of all provinces, autonomous regions, and municipalities directly under the Central Government shall be turned over to the provincial treasury in full amount and incorporated into the provincial budget management. The specific measures for charging the fees shall be implemented in accordance with the provisions of the finance departments at the provincial level. The said exam fee income shall be listed under Subject 04 "Exam Fee", Item 50 "Human Resources and Social Security Administrative and Institutional Fee Income", Section 04, Category 103 of the governmental revenue and expenditure categories subject. The expenditures of relevant entities for organizing the exam shall be arranged by the finance departments at the same level with departmental budget.

       四、人力资源社会保障部所属人事考试中心收取的助理广告师、广告师职业水平考务费应全额上缴中央国库,纳入中央财政预算管理,具体收缴办法按照《财政部关于确认人事部收入收缴管理制度改革试点有关事宜的通知》(财库[2003]121号)的规定执行。各省、自治区、直辖市人力资源社会保障部门收取的助理广告师、广告师职业水平考试费,应全额上缴省级国库,纳入省级财政预算管理,具体收缴办法按照省级财政部门的规定执行。上述考务、考试费收入在政府收支分类科目中列103类04款50项“人力资源和社会保障行政事业性收费收入”04目“考试考务费”。相关单位组织考试的经费支出由同级财政部门通过部门预算安排。

5. Charging entities shall carry out work in strict accordance with the said provisions, shall not take the initiative to add charging items, expand charging scope, or raise charging rates, and shall consciously accept the supervision and inspection of finance, price, and audit departments.

       五、收费单位要严格按照上述规定执行，不得自行增加收费项目、扩大收费范围、提高收费标准，并自觉接受财政、价格、审计部门的监督检查。
