Departments (Bureaus) of Finance, commissions of development and reform, price bureaus of all the provinces, autonomous regions and municipalities directly under the Central Government and all entry-exit inspection and quarantine bureaus directly under the General Administration of Quality Supervision, Inspection and Quarantine:

According to the provisions of the Opinions of the General Office of the State Council on Maintaining the Stable Growth of Foreign Trade (Guo Ban Fa [2008] No.135), issues concerning reduction and exemption of entry-exit inspection and quarantine fees for the export of agricultural products and textile and clothing products are hereby notified as follows:

    各省、自治区、直辖市财政厅(局)、发展改革委、物价局、各直属出入境检验检疫局:

    根据《国务院办公厅关于保持对外贸易稳定增长的意见》(国办发[2008]135号)的规定,现就减免出口农产品和纺织服装产品的检验检疫费有关问题通知如下:

1. Reduction and exemption of entry-exit inspection and quarantine fees shall continuously apply to the export of agricultural products. The specific reduction and exemption policies shall still be implemented in accordance with the Notice of the Ministry of Finance, the National Development and Reform Commission, the General Administration of Quality Supervision, Inspection and Quarantine on Reduction and Exemption of Entry-Exit Inspection and Quarantine Fees for Export of Agricultural Products (Cai Zong [2007] No.54).

       一、继续对出口农产品减免出入境检验检疫费,具体减免政策仍按照《财政部国家发展改革委国家质检总局关于出口农产品减免出入境检验检疫费的通知》(财综[2007]54号)规定执行。

2. Entry-exit inspection and quarantine fees for the export of textile and clothing products shall be collected based on 70% of the fees under the current charging standards. See Appendix for the catalogue of export textile and clothing products qualified for reduction and exemption.

       二、对出口纺织服装产品按现行征收标准的70%收取出入境检验检疫费,具体实施减免的出口纺织服装产品目录见附件。

3.   The interim term for implementation of the aforesaid reduction and exemption provisions shall be one year, from January 1, 2009 to December 31, 2009

       三、上述减免规定执行期限暂定1年，自2009年1月1日起执行至2009年12月31日止。
