To the Ministry of Industry and Information Technology, and the finance departments (bureaus), development and reform commissions, and price bureaus of all provinces, autonomous regions and municipalities directly under the Central Government,

We hereby acknowledge the receipt of the Letter on Application for the Collection of Examination and Administrative Fees for Assessment of the Skills for Occupations Unique to the Communications Industry and for Approval and Determination of the Charging Rates submitted by the Ministry of Industry and Information Technology (“MIIT”) (Gong Xin Bu Cai [2012] No. 122). Upon due deliberations, relevant issues are hereby notified as follows:

    工业和信息化部、各省、自治区、直辖市财政厅(局)、发展改革委、物价局:

    工业和信息化部《关于申请通信行业特有职业技能鉴定考试考务费立项并核定收费标准的函》(工信部财〔2012〕122号)收悉。经研究,现将有关事项通知如下:

1. Pursuant to the Letter on Approving the Printing and Distribution of the "Implementing Measures for Assessment of the Skills for Occupations (Types of Jobs) Unique to the Communications Industry (for Trial Implementation)" of the General Office of the former Ministry of Labor and Social Security (Lao She Ting Han [2007] No. 2), it is hereby approved that the communications administrations of all provinces (autonomous regions and municipalities directly under the Central Government) that are under the vertical management of the MIIT may charge examination fees (including administrative fees) from examinees when the MIIT organizes the examination and assessment of the skills for occupations (types of jobs) unique to the communications industry.

       一、根据原劳动和社会保障部办公厅《关于同意印发〈通信行业特有职业(工种)技能鉴定实施办法(试行)〉的函》(劳社厅函〔2007〕2号)的有关规定,同意工业和信息化部在组织通信行业特有职业(工种)技能鉴定考试时,由工业和信息化部垂直管理的各省(区、市)通信管理局向考生收取考试费(含考务费)。

2. With regard to the charging rates of the aforesaid examination and administrative fees, the Notice of the National Development and Reform Commission and the Ministry of Finance on Further Standardizing the Administration over the Fee-charging Rates for Vocational Qualification Examinations (Fa Gai Jia Ge [2012] No. 328) shall apply.

       二、上述考试考务费的收费标准按照《国家发展改革委财政部关于进一步规范职业资格类考试收费标准管理等有关问题的通知》(发改价格〔2012〕328号)规定执行。

3. Fee-charging entities shall obtain fee-charging permits from the designated competent price departments, and use fiscal bills uniformly printed and produced by the Ministry of Finance.

       三、收费单位应到指定的价格主管部门办理收费许可证,并使用财政部统一印制的财政票据。

4. The examination fees for assessment of the skills for occupations (types of jobs) unique to the communications industry that are charged by communications administrations of all provinces (autonomous regions and municipalities directly under the Central Government) shall be turned over to the State Treasury in full amount, and be managed according to the principle of “separating revenue from expenditure”. With regard to the specific measures to collect and turn over the revenue, the Notice of the Ministry of Finance on Confirming Issues concerning the Reform of the Management System of the Ministry of Industry and Information Industry for Collecting and Turning over Revenue to the State Treasury (Cai Ku [2007] No. 113) shall apply. Revenue from the aforesaid examination fees shall be listed under Sub-item 06 “examination and administrative fees” of Item 43 “revenue from administrative and institutional fees of industrial and information technology sectors” under Paragraph 04 “Revenue from administrative and institutional fees” of Category 103 “Non-tax revenue” prescribed in the Classified Items of Government Revenue and Expenditure.

       四、各省(区、市)通信管理局收取的通信行业特有职业(工种)技能鉴定考试费收入应全额上缴中央国库,实行“收支两条线”管理。具体收入收缴办法按照《财政部关于确认信息产业部收入收缴管理制度改革有关事宜的通知》(财库〔2007〕113号)有关规定执行。上述考试费收入列《政府收支分类科目》103类“非税收入”04款“行政事业性收费收入”43项“工业和信息产业行政事业性收费收入”06目“考试考务费”。

5. Fee-charging entities shall strictly comply with the foregoing provisions, refrain from adding new chargeable items, raising fee-charging rates or charging any other fees under the disguise of other items without authorization, and shall consciously accept the supervision and inspection by finance departments, price departments and audit offices.

       五、收费单位应严格执行上述规定,不得擅自增加收费项目、提高收费标准或另立名目收取其他任何费用,并自觉接受财政、价格、审计部门的监督检查。

6. This Notice shall come into effect on the date of promulgation.
