To the Ministry of Human Resources and Social Security, finance departments (bureaus), development and reform commission, and price bureaus of each province, autonomous region, and municipality directly under the Central Government:

This is to acknowledge our receipt of the Letter on the Declaration of the Charging Rates for the Professional Tenderer Examination (Guo Ren Bu Han [2007] No. 272) by the original Ministry of Personnel. After discussion, we hereby announce the matters concerning fees for the professional tenderer examination as follows:

    人力资源社会保障部,各省、自治区、直辖市财政厅(局)、发展改革委、物价局:

    原人事部《关于申报招标师职业水平考试收费标准的函》(国人部函[2007]272号)收悉。经研究,现将招标师职业水平考试收费事项通知如下:

1. In order to ensure the professional tenderer examination is carried out smoothly, we approve that the personnel department of each province, autonomous region, and municipality directly under the Central Government collect fees from the examinees of the professional tenderer examination. The personnel examination center under the Ministry of Human Resources and Social Security shall then collect the examination fees from the aforesaid personnel departments.

       一、为保证招标师职业水平考试工作的顺利开展,同意各省、自治区、直辖市人事部门向考生收取招标师职业水平考试费,由人力资源社会保障部所属人事考试中心向各省、自治区、直辖市人事部门收取考务费。

2. The charging rates for the aforesaid examination and the examination-related affairs shall be separately formulated by the National Development and Reform Commission and the Ministry of Finance.

       二、上述考试、考务费的收费标准由国家发展改革委、财政部另行制定。

3. Fee collection entities shall go through the formalities for fee collection permits with the designated price authorities and shall, according to their financial affiliation relationship, use the financial vouchers that are uniformly printed by the Ministry of Finance and the provincial finance departments respectively.

       三、收费单位应到指定的价格主管部门办理收费许可证,并按财务隶属关系分别使用财政部和省级财政部门统一印制的财政票据。

4. The examination fees collected by the personnel exam center under the Ministry of Human Resources and Social Security shall be turned over to the Treasury in full amount and subject to the central financial budget administration. With regard to the specific measures for turning over such fees to the Treasury, the Notice of the Ministry of Finance on Determining the Matters Related to the Trial Reform of the Administration System for the Revenue Payment by the Ministry of Personnel (Cai Ku [2003] No. 121) shall apply. The fees collected for the professional tenderer examination by the personnel department of each province, autonomous region and municipality directly under the Central Government shall be turned over to the provincial level treasury and subject to the provincial financial budget administration. With regard to the specific measures for turning over such fees to the provincial treasury, the relevant provisions of the provincial finance department shall apply. The aforementioned examination fees shall be listed under Entry 04 (Examination Fees) of Item 50 (Administrative Revenue of the Human Resources and Social Security Departments) of Subcategory 04 (Administrative Revenue) of Category 103 (Non-tax Revenue) under the "Catalogue of Government Revenue". The spending of the proceeds shall be subject to the verification and approval of the finance department at the same level according to the requirement for fulfillment of certain functions.

       四、人力资源社会保障部所属人事考试中心收取的考务费,应全额上缴中央国库,纳入中央财政预算管理。具体缴库办法按照《财政部关于确认人事部收入收缴管理制度改革试点有关事宜的通知》(财库[2003]121号)有关规定执行。各省、自治区、直辖市人事部门收取的招标师职业水平考试费,应全额上缴省级国库,纳入省级财政预算管理,具体缴库办法按照省级财政部门的规定执行。上述考务、考试费收入在“政府收支分类科目”列第103类“非税收入”04款“行政事业性收费收入”50项“人力资源和社会保障行政事业性收费收入”04目“考试考务费”。支出由同级财政部门按照其履行职能的需要核定。

5. The fee collection entities shall strictly follow the approved charging items and charging rates and shall not discretionally add charging items or raise charging rates. They shall initiatively accept the supervision and examination of the departments in charge of finance, price, and audit.

       五、收费单位应严格按照批准的收费项目和标准执行，不得自行增设收费项目和提高收费标准，并自觉接受财政、价格、审计部门的监督检查。
