    各政府采购代理机构:

In accordance with the Measures for the Qualification Recognition of Government Procurement Agencies (Decree No. 31 of the Ministry of Finance) and the Notice of the Ministry of Finance on Diligently and Properly Managing the Accreditation of the Qualifications of Government Procurement Agencies (Cai Ku [2006] No.13), specific matters concerning the activities whereby government procurement agencies conduct procurement on behalf of the Beijing Municipal People’s Government are hereby notified as follows in light of Beijing’s actual conditions:

    根据《政府采购代理机构资格认定办法》(财政部第31号令)和《财政部关于认真做好政府采购代理机构资格认定工作的通知》(财库[2006]13号)文件要求,结合北京市实际情况,现就政府采购代理机构代理北京市政府采购业务的具体事宜通知如下:

1. Government procurement agencies that conduct procurement on behalf of the Beijing Municipal People’s Government shall be qualified as the government procurement agencies accredited by the Ministry of Finance or the finance departments of provincial people’s governments in accordance with the law.

       一、代理北京市政府采购业务的政府采购代理机构必须依法取得财政部或者省级人民政府财政部门认定的政府采购代理机构资格。

2. As an online government procurement platform has been established in Beijing Municipality, government procurement agencies shall accept entrustment of government procurement projects online. In accordance with the Notice on Issues concerning CA Certification Application (Jing Cai Ban [2006] No.125, hereinafter referred to as the “CA Certification Notice” ) jointly released by the Beijing Municipal Bureau of Finance and the Beijing Municipal Office of Information Technology, users of the Beijing Government Procurement Platform shall uniformly log in the platform through using CA certification. Therefore, all government procurement agencies that have been lawfully accredited by the Ministry of Finance or the finance departments of provincial people’s governments and plan to conduct procurement on behalf of the Beijing Municipal People’s Government shall go through CA certification procedures.

(1). A government procurement agency that has gone through CA certification formalities with the Beijing Municipal Bureau of Finance shall, before June 9, bring the original and photocopy of the duplicate of its Qualification Certificate of a Government Procurement Agency to the government procurement office of the Beijing Municipal Bureau of Finance for CA confirmation formalities. The government procurement agency shall not accept new entrustment of government procurement projects for the time being if it fails to go through the foregoing formalities by the deadline, and shall be deemed as failing to go through CA certification formalities with the Beijing Municipal Bureau of Finance.

(2). A government procurement agency that has not gone through CA certification formalities with the Beijing Municipal Bureau of Finance shall bring the original and photocopy of the duplicate of its Qualification Certificate of a Government Procurement Agency and other materials required in the CA Certification Notice to the government procurement office of the Beijing Municipal Bureau of Finance for CA certification formalities.

(3). To help government procurement agencies to master the provisions on CA certification and online operations, the Beijing Municipal Bureau of Finance shall provide intensive training on a regular basis. Specific training arrangements will be posted on www.ccgp-beijing.gov.cn.

       二、因北京市已建立网上政府采购平台,政府采购代理机构接受政府采购项目委托必须在网上进行,根据北京市财政局和北京市信息化工作办公室联合下发的《关于办理CA认证证书有关事宜的通知》(京财办[2006]125号,以下简称《CA认证通知》)文件要求,北京政府采购平台用户一律使用CA认证证书登录。因此,凡依法取得财政部或者省级人民政府财政部门认定资格、拟代理北京市政府采购业务的代理机构需办理CA认证手续。

    1、原已在北京市财政局办理CA认证手续的政府采购代理机构,请于6月9日前携带《政府采购代理资格证书》副本原件及复印件,到北京市财政局政府采购办公室办理CA确认手续。逾期未办理的将暂不能接受新的政府采购项目委托,并视同未在北京市财政局办理CA认证手续。

    2、原未在北京市财政局办理CA认证手续的政府采购代理机构,请携带《政府采购代理资格证书》副本原件及复印件和《CA认证通知》要求的资料,到北京市财政局政府采购办公室办理CA认证手续。

    3、为帮助政府采购代理机构掌握CA认证及网络操作的相关规定,我们将定期集中举办培训,培训具体工作安排将通过“北京市政府采购网”(www.ccgp-beijing.gov.cn)发布。

3. All government procurement agencies shall strictly comply with laws, regulations and rules on government procurement, and conduct government procurement in strict accordance with their respective agency scope accredited.

       三、各政府采购代理机构应严格执行政府采购的法律、法规、规章制度,严格按照认定的代理业务范围承办政府采购事宜。
