The financial departments (bureaus) of Heilongjiang, Shandong, Henan, Hunan, Yunnan and Xinjiang provinces (autonomous regions),

   黑龙江、山东、河南、湖南、云南、新疆省（自治区）财政厅（局）：

We decide to develop the pilot work of awarding the growth of the agriculture-related loans of financial institutions at county level in Heilongjiang, Shandong, Henan, Hunan, Yunnan and Xinjiang provinces after discussion to promote financial institutions to support the reform and development of rural area with great effort according to the spirit of the Third Plenary Session of the 17th Central Committee of the Communist Party of China. The Notice is hereby issued as follows:

    根据党的十七届三中全会精神,为了促进金融机构大力支持农村改革发展,经研究,决定在黑龙江等6省区开展县域金融机构涉农贷款增量奖励试点工作。现通知如下:

Comparing to the corresponding period, as of 2009, if the growth amplitude of agriculture-related loan balance in the end of last year of various financial institutions with legal person status and branches of other financial institutions (not including the Agricultural Development Bank of China) established in the jurisdiction of Heilongjiang, Shandong, Henan, Hunan, Yunnan and Xinjiang provinces at county level (including city at county level, not including district at county level) exceeds 15%, the financial departments will give 2% award as for such exceeding part, which will be brought into income accounting of current year to these institutions so as to enhance the operation and development ability of institutions. The financial departments shall not award these institutions that the non-performing loan ratios thereof get increased comparing to the corresponding period of last year. The provisions of Notice of People’s Bank of China and China Banking Regulatory Commission on Establishing the Special Statistic System of Agriculture-related Loans (Yin Fa [2007] No. 246) shall prevail in the specification of agriculture-related loans. The award funds shall be taken by the central and local finance in proportion.

    对黑龙江等6省区所辖县域(包括县级市,不包括县级区)内设立的各类法人金融机构和其他金融机构(不包括中国农业发展银行)的分支机构,自2009年起,上年末涉农贷款余额同比增幅超过15%的,财政部门对机构上年末涉农贷款余额增量超过15%部分,按2%给予奖励,纳入机构当年收入核算,以增强机构经营发展能力。对上年末不良贷款率同比上升的,不予奖励。涉农贷款口径以《中国人民银行中国银行业监督管理委员会关于建立〈涉农贷款专项统计制度〉的通知》(银发[2007]246号)规定为准。奖励资金由中央和地方财政按照规定比例分担。
