We hereby acknowledge receipt of your Letter Regarding Rendering Assistance as Early as Possible in Going Through Procedures Concerning Monetary Penalties and Confiscations (Guo Xin Ban Fa Han [2005] No. 89). After deliberation, we hereby reply as follows:

   你办《关于请尽快帮助办理罚没收入有关手续的函》（国新办发函[2005]89号）收悉。经研究，现函复如下：

In order to regulate Internet news information services and intensify the supervision and administration thereof, ensure a prompt payment of monetary penalties and confiscations into treasuries in full and, pursuant to the relevant provisions of the Provisions on Performing the "Separation of Non-Taxable Income from Occurred Expenditure" Administration on Administrative Charges and Monetary Penalties and Confiscations (Cai Zong Zi [1999] No. 87) jointly promulgated by the five ministries and commissions including the Ministry of Finance and the Ministry of Supervision, the State Council Information Office, when meting out administrative penalties according to the Provisions for the Administration of Internet News Information Services, shall employ consolidated instruments printed by the Ministry of Finance, include monetary penalties and confiscations in the scope of budget management and pay them on-site into the State Treasury in full under the payment item of "other incomes in the same nature". Monetary penalties and confiscations by news offices of provincial governments shall be paid into provincial treasuries pursuant to this Reply.

   为了规范和加强互联网新闻信息服务及监督管理，确保罚没收入及时、足额上缴国库，根据财政部、监察部等五部委《行政事业性收费和罚没收入实行“收支两条线”管理的若干规定》（财综字[1999]87号）的有关规定，你办依据《互联网新闻信息服务管理规定》做出行政处罚的罚款决定时，应使用财政部统一印制的罚没票据，将罚没收入纳入预算管理，就地全额缴人中央国库，缴款科目为“其他罚没收入”。省级政府新闻办的罚没收入缴库可比照执行，资金缴人省级国库。
