To the finance departments (bureaus) of all the provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the State plan and the finance bureau of Xinjiang Production and Construction Corps,
The policy of providing subsidies to rural residents for purchases of automobiles and motorcycles is one of the important measures adopted by the State to boost domestic demand and deal with the current global financial crisis, and has gradually been implemented nationwide from February 1, 2009. In order to cope with the work concerning the provision of subsidies to rural residents for purchases of automobiles and motorcycles, the Ministry of Finance has organized the development of the "Information System for Financial Subsidies provided to Rural Residents for Purchases of Automobiles and Motorcycles" (hereinafter referred to as the "Information System"), as the platform for the administrative work of finance departments at all levels, such as the audit of subsidy payment, the announcement of subsidy policy, the posting of subsidy list and the handling of complaints and recommendations from farmers. The development and trial run of the Information System have now been completed. The preparation work for online operation has been carried out and the Ministry of Finance decided to commence the nationwide operation of the Information System from September 15, 2009. In order to guarantee the smooth operation of the Information System and ensure that all the management work regarding the subsidies provided to rural residents for purchases of automobiles and motorcycles is undertaken smoothly and successfully, the relevant issues are hereby notified as follows:

汽车摩托车下乡补贴政策是国家出台扩大内需、应对当前国际金融危机的重要措施之一,从2009年2月1日起陆续在全国推开。为配合汽车摩托车下乡工作,财政部组织开发了“汽车摩托车下乡财政补贴信息系统”(以下简称“信息系统”),作为各级财政部门审核兑付补贴资金、公布补贴政策、公示补贴名单和处理农民投诉建议等管理工作的平台。目前,信息系统开发及试运行工作已经完成,上线运行各项准备工作已经就绪,财政部决定从2009年9月15日起在全国正式启用信息系统。为了保证信息系统顺利运行,确保汽车摩托车下乡补贴的各项管理工作平稳、顺利进行,现将有关事项通知如下:
1. Strengthen leadership and place strong emphasis on the implementation and operation of the Information System
The implementation and operation of the Information System is an important move to normalize and informatize the management of subsidies provided to rural residents for purchases of automobiles and motorcycles, and is conducive to improving working efficiency, reducing management cost, and strengthening the scientific supervision and administration of subsidies. The main operating users of the Information System are financial personnel in urban areas, and the operation of the system involves a large number of entities and a wide scope. The finance departments at the provincial level shall strengthen leadership, unify organization, designate specific contact persons, strictly manage the login accounts and passwords at all levels and place strong emphasis on the implementation and operation of the Information System. The persons in charge of and the information technology personnel handling the affairs relating to subsidies provided to rural residents for purchases of automobiles and motorcycles in the finance departments at the provincial level shall closely cooperate with each other, share the workload and be held responsible and accountable and shall ensure the successful completion of the implementation work of the Information System within the prescribed period.
The finance personnel at the provincial level are mainly responsible for the management of the permission of entities and personnel at the same or subordinate levels and the registration of funding allocation and business enquiries. The finance personnel at the city and county levels are mainly responsible for the registration of funding allocation and business enquiries at the same or subordinate levels. The finance personnel at the township level are mainly responsible for the data entry and review of declaration forms and confirmation of bank payment.
一、加强领导,切实重视信息系统的实施运行
信息系统的实施运行,是实现汽车摩托车下乡补贴资金管理常态化、信息化的重要举措,有利于提高工作效率、降低管理成本、加大补贴款项的科学监督管理力度。信息系统的主要操作用户是乡镇财政人员,涉及单位数量多、范围广,省级财政部门要加强领导,统一组织,明确具体联系人,严格管理各级登录账号和密码,切实重视信息系统的实施运行工作。省级财政的汽车摩托车下乡业务主管人员和信息技术人员,要密切配合,分工负责,责任到人,确保在规定时间内顺利完成信息系统的实施工作。
省级财政主要负责本级和下级单位及人员权限管理、下拨资金登记和业务查询;市、县级财政主要负责本级和下拨资金登记和业务查询;乡级财政主要负责申报表录入、审核及银行兑付确认。
2. Make preparations conscientiously and properly undertake the work relating to the implementation of the Information System
(1) The Information System is placed in the extranet of the Ministry of Finance (Internet) and may be used online directly by accessing the website http://qcxx.mof.gov.cn with a browser. For areas with poor network connection, user software may be downloaded from the website. Online or offline processing can be conducted on a local machine.
The Information System can be operated in two modes: online use or user side download based on the application object. Online use mode refers to the direct online processing of subsidy affairs and calculation and enquiry of subsidy information by financial users with access to the internet. The user side download mode refers to the download to offline user side by urban users with poor network connection or without access to internet, so that they can make subsidy declarations in offline status and then carry out the work such as online declaration review, confirmation of bank payment and upload of information of the Ministry of Finance when they have access to the internet.
The finance departments at all levels shall strengthen the technological guidance and administration for the implementation of the Information System, and designate specialized personnel to be in charge of the implementation and adopt the accountability system, properly undertake the preparation work to create the local extranet environment, and ensure the smooth operation of the Information System.
(2) The initial permission of the Information System is delegated level by level. The permissions of users and institutions at all levels of the financial departments at all levels in the provinces, cities, counties and townships throughout the country have already been pre-set in the Information System. The Ministry of Finance shall, based on the list of administrators at the provincial level provided by the financial departments in all the provinces (regions, cities) (see appendix), send to all the financial administrators at the provincial level the permission of the administrators at the provincial level and the user names and passwords of the financial users at all levels in the provinces, cities, counties and townships as pre-set in the Information System by means of telephone, email or fax.
The financial departments at the provincial level shall, upon the receipt of the list of all the users, check the list and confirm that the entities pre-set in the Information System match completely with the actual conditions of the users. If omissions or errors in the information of users at all levels pre-set in the Information System are discovered, amendments and adjustments shall be made in a timely manner. After all the information are confirmed to be correct, the users' permission shall be organized in a uniform manner and be delegated level by level to the financial departments at the township level. It should be noted that information shall be kept confidential in the course of delegating users' permission and safe and reliable methods shall be adopted. The financial users at all level shall, upon receipt of the user list, immediately change the passwords. The passwords shall not be less than eight characters and the selection of a combination of letters, characters and numbers is recommended to ensure safety.
(3) The finance departments in all places shall collate the information concerning subsidies provided to rural residents for purchases of automobiles and motorcycles that is processed from March 1, 2009, input all the information into the Information System and check the accuracy and completeness of the information before September 30, 2009.
(4) In order to ensure the normal operation of the Information System and the accuracy and security of the information therein, the financial departments in all places shall formulate relevant rules and systems based on the actual local situations, including the accountability system for the posts of operators, administrative system for the allocation of permission, business processing regulations, and shall ensure that the information is accurate, timely, complete and safe by the establishment and effective implementation of the systems.
(5) All the places shall set up prompt and highly efficient response and processing mechanisms, handle problems discovered in a timely manner and submit summary reports to a higher authority where necessary. Upon occurrence of severe situations such as the discovery of unusual information or the loss of user passwords, the local administrators shall immediately cancel the access permission of the relevant personnel and assist the Ministry of Finance to check the historical information.
(6) All the places shall strengthen the training of urban financial personnel, improve the standard and safety awareness of the urban financial personnel in the operation of the Information System, ensure the orderly operation of the system and provide strong support to the work relating to subsidies provided to rural residents for the purchases of automobiles and motorcycles.

二、认真准备,扎实做好信息系统实施的相关工作
(一)信息系统集中部署在财政部外网(Internet互联网),通过浏览器访问http://qcxx.mof.gov.cn网站就可直接在线使用。网络条件不好的地区,可以下载网站上的客户端软件,在本地机器上进行在线或离线业务处理。
信息系统根据应用对象分为在线使用和下载客户端使用两种模式。在线使用模式是指具备上网条件的财政用户,直接在线办理补贴业务,统计查询补贴业务数据;下载客户端使用模式是指网络条件不好或不具备上网条件的乡镇用户,先下载离线客户端,在离线状态下进行补贴申报业务操作,在具备上网条件时再在线进行申报审核和银行支付确认及上传财政部数据等工作。
各级财政部门应当加强对信息系统实施的技术指导与管理,指定专人负责,落实责任制。做好本地外网环境的准备工作,保证信息系统运行顺畅。
(二)信息系统的初始权限采取逐级下发的方式。信息系统中已经预置了全国省、市、县、乡的各级财政的各级机构组织和用户权限,财政部将根据各省(区、市)财政提供的省级管理员名单(见附件),通过电话、电子邮件、传真等方式将省级管理员权限以及信息系统预置的省、市、县、乡各级财政用户的用户名、密码下发给各省级财政管理员。
省级财政部门拿到所有的用户列表后应先进行核对,确认信息系统预置的单位与用户实际情况完全相符,如发现信息系统预置的各级用户存在遗漏、有误等,应及时进行修改调整,确认无误后统一组织将用户权限逐级下发至乡级财政。用户权限下发过程中应注意信息的保密,采用安全可靠的手段。各级财政用户在拿到用户列表后,应立即修改密码,密码长度应不小于8位,建议采用字母、字符、数字相结合的方式,以确保安全。
(三)各地财政部门应对2009年3月1日至今已办理的汽车摩托车下乡补贴业务资料进行整理,在2009年9月30日前全部补录进信息系统,并核对数据的准确性和完整性。
(四)为确保信息系统正常运行,保证系统信息准确、安全,各地应根据本地实际情况制定相关规章制度,包括操作人员岗位责任制度、权限分配管理制度、业务处理规范等,通过制度的建立和有效执行,确保信息准确、及时、完整和安全。
(五)各地应建立迅捷高效的反应和处理机制,发现问题要及时处理,必要时汇总上报。若发现有数据异常或发生用户密码丢失等严重情况,本地管理员应立即取消相关人员的访问权限并协助财政部清查历史数据。
(六)各地应加强对乡镇财政人员的培训工作,提高乡镇财政人员的信息系统操作水平和安全意识,确保系统有序运转,为汽车摩托车下乡工作提供有力支持。
