The finance departments (bureaus), departments in charge of commerce and departments in charge of environmental protection of all the provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the State plan, the finance bureau, the commerce bureau and the department in charge of environmental protection of Xinjiang Production and Construction Corps, 

The policy of the trading-in of old automobiles for new ones has played an active role in stimulating and promoting automobile consumption, expediting the phasing out of the yellow label automobiles and old and used cars with heavy emission and heavy pollution and promoting energy conservation and emission reduction since its implementation. According to the provisions of the Implementing Measures for the Trading-in of Old Automobiles for New Ones (Cai Jian [2009] No.333) and the Notice of the Ministry of Finance, the Ministry of Commerce and the Ministry of Environmental Protection on Extending the Implementation of the Policy of the Trading-in of Old Automobiles for New Ones (Cai Jian [2010] No.304), the policy of the trading-in of old automobiles for new ones will expire on December 31, 2010. In order to properly manage the follow-up work, the relevant issues are hereby notified as follows:

    各省、自治区、直辖市、计划单列市财政厅(局)、商务主管部门、环境保护主管部门,新疆生产建设兵团财务局、商务局、环境保护主管部门:

    汽车以旧换新政策实施以来,对拉动和促进汽车消费,加快淘汰高排放、高污染黄标车和老旧汽车,促进节能减排起到了积极作用。根据《汽车以旧换新实施办法》(财建[2009]333号)、《财政部商务部环境保护部关于延长实施汽车以旧换新政策的通知》(财建[2010]304号)的规定,汽车以旧换新政策将于2010年12月31日执行到期,为做好后续工作,现就有关事项通知如下:

1. The policy of the trading-in of old automobiles for new ones will expire as scheduled on December 31, 2010. The relevant departments of all the regions shall strengthen cooperation and properly manage the publicity work through numerous channels such as television, internet and newspapers, so that consumers will know accurately the policy of the trading-in of old automobiles for new ones and relevant provisions such as the expiry date of the policy in a timely manner.

       一、2010年12月31日汽车以旧换新政策实施将如期结束。各地有关部门要加强协作,通过电视、网络、报纸等多种途径做好宣传工作,使消费者及时准确了解到汽车以旧换新补贴政策及其截止日期等相关规定。

2. The deadline for the application for subsidy for the trading-in of old automobiles for new ones in Beijing municipality shall be February 28, 2011. The deadline for the application for subsidy for the trading-in of old automobiles for new ones in other regions shall be January 31, 2011. While strengthening publicity about the policy, the relevant departments such as the departments of finance, commerce and environmental protection of all the regions shall coordinate all the parties, examine and pay the subsidies in a timely manner, ensure the normal service of the joint service windows and guarantee that the subsidies are provided in full amount to those entitled.

       二、北京市申领汽车以旧换新补贴的截止日期为2011年2月28日,其他地区申领汽车以旧换新补贴的截止日期为2011年1月31日。各地财政、商务、环保等有关部门在加强政策宣传的同时,要统筹协调好各个环节,及时审核兑付补贴资金,确保联合服务窗口的正常运行,做到应补尽补。

3. The finance department of all the regions shall organize the work concerning the liquidation of the subsidy for the trading-in of old automobiles for new ones in a timely manner. The liquidation shall be organized diligently and strict control shall be imposed on each step. The liquidation result shall be consistent with the data in the information management system of the trading-in of old automobiles for new ones. The departments in charge of finance of all the provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the State plan and Xinjiang Production and Construction Corps shall, in conjunction with the departments in charge of commerce, diligently fill in the Form for the Liquidation of Subsidy Provided for the Trading-in of Old Automobiles for New Ones (Attached below) and submit the form to the Department of Economic Construction of the Ministry of Finance and the Department of Market System Development of the Ministry of Commerce before March 31, 2011.

       三、各地财政部门要及时组织开展汽车以旧换新补贴资金的清算工作。清算工作务必做到认真组织,层层把关,清算结果要与汽车以旧换新信息管理系统数据吻合。各省、自治区、直辖市、计划单列市、新疆生产建设兵团财政主管部门要会同商务主管部门认真填写《汽车以旧换新补贴资金清算表》(附后),并于2011年3月31日前报送财政部经济建设司、商务部市场体系建设司。

4. The departments in charge of finance, commerce and environmental protection at all levels in all the regions shall continue to properly manage the relevant follow-up work, such as supervision and administration of the recovery and disassembly of scraped automobiles, prevent scraped automobiles from flowing into the society and protect the lawful rights and interest of consumers according to the requirements of the Administrative Measures for the Trading-in of Old Automobiles for New Ones (Cai Jian [2009] No.333) and other provisions.

       四、各地各级财政、商务、环境保护主管部门要继续按照《汽车以旧换新实施办法》(财建[2009]333号)等文件要求,做好报废汽车回收拆解监督管理等有关后续工作,防止报废汽车流向社会,保护消费者合法权益。

5. The application for, release and liquidation of the subsidy for the scraping of old automobiles and purchasing new automobiles as stipulated in the announcement No. 20 of the Ministry of Finance and the Ministry of Commerce in 2009 shall be conducted in accordance with the relevant provisions of this Notice.
