To financial departments (bureaus) and commercial authorities of Sichuan Province, Chongqing Municipality, Gansu Province and Shanxi Province:

With a goal of supporting the prompt recovery of commercial network in earthquake-stricken areas, and guaranteeing the basic living needs of earthquake victims, it is specified in Urgent Notce of Ministry of Commerce and Ministry of Commerce concerning the Recovery of Commercial Network in Earthquake-Stricken Areas and the Guarantee of Market Supplies (Shang Yun Fa [2008] No. 216) that the Ministry of Finance shall give subsidies to enterprises that undertake the task of recovering the commercial network and insuring the market supplies in earthquake-stricken areas. In order to implement this policy, it is hereby notified as follows:

    为支持地震灾区迅速恢复商业网点营业,保障灾区群众基本生活需要,《商务部财政部关于恢复地震灾区商业网点和保障市场供应工作的紧急通知》(商运发〔2008〕216号)明确,中央财政对承担地震灾区商业网点恢复和保障市场供应任务的企业给予适当补贴。为落实这项政策,现将有关事项通知如下:

I. Subsidy Beneficiaries

The Ministry of Finance shall support thirty-two (32) of the enterprises that undertake the task of recovering the commercial network and insuring the market supplies in twenty-four (24) counties (cities and districts, hereinafter referred to as “targets areas”) heavily stricken by earthquake in three provinces and one municipality directly under the central government (Sichuan, Chongqing, Gansu, Shanxi) (For more details on every enterprise concerned and its corresponding targeted area, please refer to Annex I).

       一、补贴对象

    中央财政对在地震灾区三省一市(四川、重庆、甘肃、陕西)的24个重点受灾县(市、区,以下简称“任务区域”)承担商业网点恢复和保障市场供应任务的32家企业(以下简称“实施企业”)给予支持(每家实施企业及对应的任务区域详见附件1)。

II. Subsidy Scope and Manner

(I) Transportation subsidies. Subsidies shall be given for the transportation cost borne by those enterprises concerned at a certain rate of the purchasing cost borne by said enterprises that deliver goods to designated countryside selling network of targeted areas within specified time. Purchasing cost shall be calculated in accordance with the amount indicated on invoices.

(II) Loan interest subsidies. Proper subsidies shall be given to liquidity loans newly added by said enterprises for the purpose of recovering the commercial network in earthquake-stricken areas and insuring market supplies.

All the aforesaid financial supports are temporary policies, and the implementing time extends from the printing and distributing date of the Document (Shang Yun Fa [2008] No.216) into three months thereafter, that is, from May 29 to Aug 28, 2008.

       二、补贴范围和方式

    (一)运费补贴。对规定时间内,实施企业将货物运至指定任务区域乡村销售网点的运输费用,按进货成本的一定比例予以补贴。进货成本按发票上注明的金额计算。

    (二)贷款贴息。对实施企业为恢复地震灾区商业网点和保障市场供应而新增的流动资金贷款,给予适当利息补贴。

    上述资金支持均为临时性政策,执行时间从商运发[2008]216号文印发之日起三个月(即2008年5月29日至8月28日)内有效。

III. Application for subsidies, examination and approval

(1) Said enterprises shall make and fill in Sheet Examining and Approving Subsidy Fund for the Recovery of Commercial Network and the Guarantee of Market Supplies in Earthquake-Stricken Areas (For more details on the format, please see Annex II), prepare all the certifying documents (including invoices for purchasing goods, loan agreements, certificates for interest payment, relevant accounts, and opinions presented by commercial authorities at basic level concerning whether said enterprises have completed their tasks in targeted areas within specified time), and submit to the local offices of the supervisory commissioner on finance directly under the Ministry of Finance before September 5, 2008 for immediate examination and approval.

(2) Local offices of the supervisory commissioner on finance directly under the Ministry of Finance shall examine and decide the qualified purchasing cost of every said enterprise, the amount of each loan and the period for these loans before the 25th day of September in accordance with relevant documents submitted by the said enterprises.

(3) The said enterprises shall submit Sheet Examining and Approving Subsidy Fund for the Recovery of Commercial Network and the Guarantee of Market Supplies in Earthquake-Stricken Areas signed by local offices of the supervisory commissioner on finance directly under the Ministry of Finance and relevant documents to the financial departments and commercial departments at provincial level. And the financial departments shall, together with the commercial departments, summarize the documents mentioned above and present formal documents, which shall be submitted to the Ministry of Finance and the Ministry of Commerce before September 30 2008.

(4) The Ministry of Finance shall, together with the Ministry of Commerce, determine specific subsidy standard and amount and distribute subsidy fund in accordance with the subsidy fund scale and the practical task-implementation of the said enterprises.

(5) After receiving the subsidy fund distributed by the Ministry of Finance, financial departments at provincial level shall transfer it to relevant said enterprises.

       三、补贴申报与审核程序

    (一)实施企业于9月5日前,填制《地震灾区商业网点恢复和保障市场供应补贴资金审核表》(格式详见附件2),并备齐相关证明材料(包括进货发票、贷款协议、利息支付凭证、相关会计账目,以及基层商务部门出具的企业是否在任务区域、时间内完成任务的意见等),报送财政部驻当地财政监察专员办事处就地审核。

    (二)财政部驻当地财政监察专员办事处根据企业报送的有关材料,于9月25日前核定每家企业符合条件的进货成本及每笔贷款额度及贷款起止时间。

    (三)实施企业将财政部驻当地财政监察专员办事处签署意见的《地震灾区商业网点恢复和保障市场供应补贴资金审核表》及相关证明材料一并报送省级财政部门、商务部门,由省级财政部门会同商务部门汇总后,出具正式文件,于9月30日前上报财政部、商务部。

    (四)财政部会同商务部根据补贴资金规模及实施企业完成任务的实际情况,确定具体补贴标准及补贴额,下达补贴资金。

    (五)省级财政部门在收到财政部下达的补贴资金后,及时转拨给相关实施企业。

IV. Supervision and Inspection

Financial departments and commercial departments at provincial level shall undertake the responsibility to supervise and inspect the practical use of subsidy fund. And the said enterprises shall keep relevant accounting documents and receipts safe, set up accounts and books, and make records for examination for at least two (2) years.

       四、监督检查

    灾区省级财政、商务部门负责监督检查补贴资金的具体使用情况。实施企业需妥善保管相关会计资料、单据等，建账立册，留档备查不少于二年。
