To the finance departments (bureaus), and the departments in charge of commerce, of all provinces, autonomous regions, municipalities directly under the Central Government, specially designated cities in the State plan and relevant central enterprises:

As required by the Opinion of the General Office of the State Council on Invigoration of Commerce and Expansion of Consumption (Guo Ban Fa [2008] No. 134), commencing from 2009, financial input will be increased for supporting the development of services in commercial trade, invigoration of commerce and expansion of consumption. In order to implement the spirit of the said document, after consulting All China Federation of Supply and Marketing Cooperatives, we hereby issue the following notice on the issues concerning the administration of central government finance's fund for supporting invigoration of commerce and expansion of consumption:

    各省、自治区、直辖市、计划单列市财政厅(局)、商务主管部门,新疆生产建设兵团财务局、商务主管部门,有关中央企业:

    《国务院办公厅关于搞活流通扩大消费的意见》(国办发[2008]134号)要求,从2009年起,要加大财政投入,支持商贸流通服务业发展,搞活流通扩大消费。为落实文件精神,经商供销总社,现将中央财政支持搞活流通扩大消费有关资金管理问题通知如下:

1. The central government finance will increase the special fund for the development of the logistics service system in rural areas and the special fund for promoting the development of the service sector in 2009, and intends to continue to annually increase the financial input for the development the said sectors in the future. We intend to motivate local financial input for and social investment in supporting the development of the rural circulation system an urban service system by means of replacing subsidies with awards and interest discount.

(1) The special fund for the development of the logistics service system in rural areas shall mainly provide support for the following projects:

(a) Construction of the "project of encouraging retailers to open stores in more townships and villages". The fund will be used to support the building and renovation of countryside stores and strengthen the construction of commodity distribution centers in rural areas, thus further expanding the coverage of the project, improving the goods distribution and supply capacity in rural areas and enhancing the function of providing comprehensive services.

(b) Construction of the projects in relation to "directly bridging agricultural production and supermarkets". The fund will be used to provide support for bridging large-scale supermarket chains, agricultural product circulation enterprises and special cooperatives of agricultural products and building cold chain logistics system  for fresh agricultural products, rapid inspection system and supply and distribution centers in production bases.

(c) Construction of the "Two-hundred-Market Project". The fund shall be used to support large-scale wholesale markets in upgrading and renovating their cold chain logistics systems, , traceability systems for food quality and safety, waste disposal systems, and their facilities for storage, sorting, packaging, processing, distribution, etc. The fund shall also be used to support the standard-based renovation of the facilities of farmers' markets in counties and villages.

(d) Improvement of the commercial system for agricultural production materials. The fund shall be used to continually promote the commercial chains of agricultural production materials, focus on fostering large-scale commercial enterprises of agricultural production materials, and strengthen the construction of modern logistics facilities for agricultural production materials. We will strengthen the supervision and monitoring of the market of agricultural production materials, guide and encourage commercial enterprises of agricultural production materials to provide farmers diversified services such as provision of technology and lease of agricultural machinery and tools.

(2) Central government's special fund for promoting the development of the service sector shall mainly provide support for the construction of the following projects:

(a) Construction of "Two-Facilitation Project". The fund shall be used to support the construction of home-making service network centers in cities at prefecture-level or above, integration of home-making service resources, cultivation of key demonstration service enterprises and training of practitioners. The fund shall also be used to support standard-based renovation of community food markets in cities at prefecture-level or above and the renovation of the facilities for business operation, storage, inspection, waste disposal, etc.

(b) Construction of the recycling system for renewable resources. The fund will be used to provide support for enterprises that engage in renewable resource recycling in carrying out chain operation and establishing or renovating the stations for recycling renewable resources and professional sorting centers. The fund shall be used to support the construction of renewable resource distribution markets and establishment or renovation of the facilities for drainage, waste treatment, labor protection, etc.; The fund shall also support the construction of the platform for the renewable resource recycling system.

(c) Improvement of a public service system for market supervision in the commercial sector and acceleration of building a service system for quality assured meat. The fund shall be used to support the establishment of market supervision centers and service centers for handling complaints in cities at prefecture-level or above. The fund shall be used to provide support in the establishment of traceability systems for information on bio-safety disposal of diseased hogs and meat quality and to provide support for specially designated butcher enterprise that meet the relevant conditions in carrying out demonstrative activities of industrial upgrade and reform.

(d) Improvement of the market information service system for urban and rural areas. The fund shall be used to provide support local governments in the continuous improvement of the market information service system for urban and rural areas, the proper recognition of sample enterprises and the supervision and monitoring of scope of goods, improvement of the market operation analysis and information publishing, and enhancement of the level of market forecast and warning.

(e) Construction of breakfast demonstration project. The fund shall be used to provide support for large-size leading catering enterprises in the construction or renovation of centers for processing and distributing staple food in cities at prefecture-level or above and the construction of chain-operated standardized breakfast network on the basis of the said distribution centers, thereby forming a breakfast supply network.

(f) Construction of a commercial storage system for emergency goods. The fund shall be used to guide and encourage qualified production or commercial enterprises of emergency necessities to keep an appropriate stock of goods, thus enhancing governments' ability to respond to incidents and emergencies.

(g) Upgrading and renovation of markets for second-hand automobiles and automobile scraps recycling enterprises. The fund shall be used to provide support to second-handed automobile market in technological renovation and service function which focus on the construction of a system for information services. The fund shall also be used to provide support to automobile scraps recycling enterprises that meet certain requirements in carrying out technological renovation demonstration.

(3) Factor analysis method is mainly used in the allocation of the special fund for the development of the logistics service system in rural areas and central government finance's special fund for promoting the development of the service sector in different regions. The allocation of the said funds shall be paid by means of transfer through special account. The central government finance shall provide direct support to central enterprises for their project applications and work needs.

(4) According to the above-mentioned principles, the Ministry of Finance shall, in conjunction with the Ministry of Commerce and other departments, revise the measures for the administration of the special funds for the development of the logistics service system in rural areas and the measures for the administration of the central government finance's special fund for promoting the development of the service sector as soon as possible.

       一、2009年中央财政增加农村物流服务体系发展专项资金和促进服务业发展专项资金,以后年度要继续加大投入。采取以奖代补和贴息方式,调动地方和社会投入积极性,支持农村流通体系和城市服务体系发展。

    (一)农村物流服务体系发展专项资金,重点支持以下内容:

    1、"万村千乡市场工程"建设。支持新建和改造农家店,加强农村商品配送中心建设,进一步扩大"万村千乡市场工程"覆盖面,提升商品配送能力,强化综合服务功能。

    2、农产品"农超对接"项目。支持大型连锁超市、农产品流通企业与农产品专业合作社对接,在农产品生产基地建设鲜活农产品冷链系统、快速检测系统、配送中心等项目。

    3、"双百市场工程"建设。支持大型鲜活农产品批发市场对冷链系统、质量安全可追溯系统、废弃物处理系统以及仓储、分拣包装、加工配送等设施升级改造;支持县乡农贸市场对经营设施进行标准化改造。

    4、完善农业生产资料流通体系。继续推进农业生产资料连锁经营,重点培育大型农业生产资料流通企业,加强农业生产资料现代物流设施建设。加强农业生产资料市场监控和监管,引导和鼓励农业生产资料流通企业为农民提供技术、农机具租赁等多样化服务。

    (二)中央财政促进服务业发展专项资金重点支持以下内容:

    1、"双进工程"建设。支持地级以上城市建立家政服务网络中心,整合家政服务资源,培育重点示范服务企业,培训从业人员;支持地级以上城市进行社区菜市场标准化改造示范,改造经营设施、储藏设施、检测设施和废弃物处理设施等。

    2、再生资源回收体系建设。支持再生资源回收企业开展连锁经营,新建或改造标准化社区回收点和专业化分拣中心;支持再生资源集散市场建设,对排污、废弃物处理及劳动保护等设施进行新建或改造;支持再生资源回收体系系统平台建设。

    3、完善流通领域市场监管公共服务体系,加快"放心肉"服务体系建设。支持地级以上城市建立市场监管和举报投诉服务中心。支持建设病害猪无害化处理和肉品质量信息可追溯体系,支持符合条件的定点屠宰企业进行升级示范性改造。

    4、完善城乡市场信息服务体系。支持地方继续完善城乡市场信息服务体系,合理确定样本企业和监测商品范围,加强市场运行分析和信息发布,提高市场预测预警水平。

    5、早餐示范工程建设。支持大型龙头餐饮企业在地级以上城市建设或改造主食加工配送中心,依托配送中心以连锁经营方式建设标准化早餐网点,形成早餐供应网络。

    6、应急商品商业代储体系建设。引导和鼓励符合条件的应急必需品生产、流通企业保持适当库存水平,增强政府应对突发事件调控能力。

    7、二手车市场和报废汽车回收企业升级改造。支持二手车市场进行以信息服务系统建设为重点的技术改造和服务功能升级;支持有条件的报废汽车回收拆解企业进行技术改造示范。

    (三)农村物流服务体系和中央财政促进服务业发展专项资金,对地方主要采取因素法方式切块分配,通过专项转移支付方式拨付;对中央企业根据项目申报及工作情况,由中央财政直接予以支持。

    (四)根据上述原则,财政部将会同商务部等部门尽快修订农村物流服务体系发展专项资金管理办法和中央财政促进服务业发展专项资金管理办法。

2. The central government finance shall set up the special funds for the development of small and medium-sized commercial and trade enterprises and support the development of small and medium-sized commercial and trade enterprises. Specific administrative measures shall be formulated by the Ministry of Finance in conjunction with the Ministry of Commerce and other departments through discussion.

       二、中央财政设立中小商贸企业发展专项资金,支持符合条件的中小商贸企业发展。具体管理办法由财政部会同商务部等部门另行研究制定。

3. Financial support for the scrap and renewal of automobiles shall be increased, which includes increasing subsidy rates and extending the subsidy scope, thus promoting the upgrading of the automobile industry. Specific measures shall be separately formulated.

       三、加大对汽车报废更新的资金扶持,提高补贴标准,增加补贴范围,促进汽车更新换代。具体办法另行制定。

4. All local finance departments shall diligently study the spirits of the Document (Guo Ban Fa [2008] No. 134), increase support in the commercial service sector according to their respective financial capacity and the needs of the work of the commercial service sector, and successfully accomplish all aspects of their implementation work together with the commerce departments at the same level.

       四、各地财政部门要认真学习国办发[2008]134号文件精神,根据本地财力情况和流通服务业的工作需要,加大对流通服务业的支持力度,并会同同级商务部门做好各项落实工作。

5. All provincial departments in charge of finance and commerce shall, based on their local conditions, formulate work plans in accordance with the formulated or revised measures for the administration of funds and the guidance documents for business activities formulated by the Ministry of Commerce in conjunction with the Ministry of Finance, and shall submit the same to the Ministry of Finance and the Ministry of Commerce for record filing. Meanwhile, all the relevant departments are required to launch the relevant work in a timely manner.

       五、各省级财政、商务主管部门要根据制(修)订的资金管理办法,以及商务部会同财政部制定的业务指导文件,结合本地情况,制订工作方案,并报财政部、商务部备案。同时抓紧启动相关工作。

6. The Ministry of Finance and the Ministry of Commerce shall, based on the actual needs, arrange a special inspection on local governments' use of the funds relating to invigoration of commerce and expansion of consumption.

       六、财政部、商务部将根据工作需要组织对各地搞活流通扩大消费有关资金使用情况的专项检查。

7. All local departments in charge of finance and commerce shall pay close attention to the administration of the funds relating to invigoration of commerce and expansion of consumption, strengthen cooperation, act in close coordination, make a thorough arrangement, diligently implement the relevant policies and properly administer and use the relevant funds, thus utilizing the benefit of the funds to its maximum capacity. Any problem encountered during the implementation shall be reported to the Economy and Construction Department of the Ministry of Finance or the Finance Department of the Ministry of Commerce in a timely manner.
