To the departments (bureaus) of finance, personnel departments (bureaus) and labor security departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities specially designated in State plan, financial supervision commissioners' offices dispatched by the Ministry of Finance (the MOF) in all provinces, autonomous regions, municipalities directly under the Central Government and cities specially designated in State plan, the Shanghai headquarter, branches (business management departments), and the central branches in all provincial capital cities (metropolises) of the People's Bank of China, all state-owned commercial banks, joint stock commercial banks and Postal Savings Bank of China:

    各省、自治区、直辖市、计划单列市财政厅(局)、人事厅(局)、劳动保障厅(局),财政部驻各省、自治区、直辖市、计划单列市财政监察专员办事处,中国人民银行上海总部、各分行(营业管理部)、各省会(首府)城市中心支行、各副省级城市中心支行,各国有商业银行、股份制商业银行、中国邮政储蓄银行:

For the purpose of promoting employment and improving the administration of small secured loan interest subsidies, the Measures for the Administration of Small Secured Loan Interest Subsidies are hereby issued to you for implementation. From the date of issuance of this Notice, the Notice of the People's Bank of China, the Ministry of Finance and the Ministry of Human Resources and Social Security on Issuing the Measures for the Administration of Interest Subsidies for Small Secured Loans Used for Meager Profit Projects by Laid-off Workers (Cai Jin No.70 [2003]) shall cease to be applicable.

    为做好促进就业工作,加强对小额担保贷款财政贴息资金的管理,现将《小额担保贷款财政贴息资金管理办法》印发给你们,请遵照执行。自本文印发之日起,《财政部中国人民银行劳动保障部关于印发〈下岗失业人员从事微利项目小额担保贷款财政贴息资金管理办法〉的通知》(财金〔2003〕70号)废止。
