The competent public finance offices or bureaus, departments of commerce of all the provinces, autonomous regions, municipalities directly under the Central Government, as well as Xinjiang Production and Construction Corps., all enterprises directly under the Central Government，

The establishment of the specialized funds for bond risks in overseas project contracting has played an active role in promoting the overseas project contracting in our country. In order to perfect the policy and improve the utilization efficiency of the funds, in response to changes in the international market of project contracting, the Ministry of Finance and the Ministry of Commerce decide to pilot relevant work in the application by the fully-owned subsidiaries of Chinese enterprises for specialized funds for bond risks in overseas project contracting, and hereby notify the relevant issues as follows:

    各省、自治区、直辖市、计划单列市财政厅(局)、商务主管部门,新疆生产建设兵团财务局、商务局,各中央管理企业:

    对外承包工程保函风险专项资金自设立以来,对推动我国对外承包工程业务发展起到了积极作用。为进一步完善政策,提高资金使用效益,根据国际承包工程市场的变化,财政部、商务部决定对我国企业境外全资子公司申请使用对外承包工程保函风险专项资金的相关工作进行试点,有关规定通知如下:

1. For enterprises as legal person which have been approved by the Ministry of Commerce( the Previous Ministry of Foreign Trade and Economic Cooperation) as qualified for foreign trade and economic cooperation and which have registered at administration departments for industry and commerce, in case the fully-owned subsidiaries have contracted projects in the United Arab Emirates, Thailand and Botswana and have provide laws and regulations of the country where the project is located, the fully-owned subsidiaries are entitled to the support of the specialized funds for bond risks in overseas project contracting provided that the parent companies in China apply for the specialized funds and offer collaterals.

       一、对经商务部（原外经贸部）批准、具有对外经济合作经营资格并在工商行政管理部门登记注册的企业法人，其境外全资子公司在阿联酋、泰国、博茨瓦纳开展承包工程业务，并提供项目所在国相关法律规定后，可按照有关办法享受对外承包工程保函风险专项资金的支持，但需由境内母公司提出申请并予以担保。

2. The pilot term is tentatively of 2 years and the pilot work shall be implemented from the promulgation date of the present Notice.

      二、试点期限暂定2年，试点工作自本通知发布之日起实施。

3. All relevant departments shall offer close cooperation to enhance guidance and supervision as well as risk control on the pilot work and conduct strict examination and review to ensure the safety of the financial funds.

      三、各有关部门应密切配合，对试点工作加强指导监督和风险控制，严格审核程序，确保财政资金安全。

4. All relevant departments shall earnestly summarize the experience from the pilot work and may contact promptly the Ministry of Finance and the Ministry of Commerce for any issue arising out of implementation.

      四、各有关部门应认真总结试点经验，执行中遇到问题，可及时与财政部、商务部联系。
