Notice of the Ministry of Finance on Relevant Issues concerning Candidate Projects, Changed Projects and Cancelled Projects for the Seventh Batch of Foreign Government Loans in 2010

Pursuant to the Administrative Measures for Loans and Grants of International Financial Organizations and Foreign Governments (Order of the Ministry of Finance No. 38), the Administrative Provisions on Foreign Government Loans (Cai Jin [2008] No. 176) and relevant other administrative provisions on foreign government loans, relevant issues are hereby notified as follows concerning candidate projects, changed projects and cancelled projects for the seventh batch of foreign government loans in 2010:

    根据《国际金融组织和外国政府贷款赠款管理办法》(财政部令第38号)、《外国政府贷款管理规定》(财金[2008]176号)及有关外国政府贷款管理规定,现将2010年度第七批外国政府贷款备选项目、变更项目和予以取消项目的有关事项通知如下:

1. Upon examination and verification, it has been approved that seven (7) projects, including the purchase of teaching equipment by Shenyang Aerospace University in Liaoning province, shall be listed as candidate projects for foreign government loans (see Appendix 1 for details). 

Relevant departments and organizations of the aforesaid projects shall, in accordance with relevant provisions, organize and complete the bidding for procurement companies, and shall lose no time in handling project examination and approval, verification and approval or record-filing formalities, as well as submitting the fund application report for approval. Banks as sub-lenders shall conduct assessment and related sub-lending in a timely manner. This Ministry shall make requests to foreign parties in due course according to the early preparation work of the projects.

       一、经审核,同意辽宁沈阳航空航天大学购置教学设备等7个项目列为外国政府贷款备选项目(详见附件1)。

    上述项目有关部门和单位应按照相关规定组织完成采购公司的招标工作,尽快办理项目审批、核准或备案及资金申请报告的报批手续;转贷银行及时办理评估和转贷相关工作。我部将根据项目前期准备工作情况,适时对外提出。

2. Applications for changes of five (5) projects, including the small eco-irrigation and monitoring construction project of Linfen city in Shanxi province, have been approved (see Appendix 2 for details). Relevant departments and entities shall proceed with relevant tasks accordingly.

       二、同意山西临汾市建设小型生态灌溉与监测工程等5个项目变更申请(详见附件2)。有关部门和单位应据此开展相关工作。

3. The cancellation of the sewage treatment project of Guangde county in Anhui province (see Appendix 3 for details) has been approved. The sub-lending banks and the procurement companies concerned shall cease relevant work accordingly.

       三、同意取消安徽广德县污水处理项目（详见附件3），有关转贷银行和采购公司的相应工作同时终止。
