To the financial departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities separately designated in the state plan:

In accordance with the requirements of promoting scientific and refined financial management, and to ensure the implementation of local supportive funds of investment projects of the Central Government to expand domestic demand and give better play to investment projects of expanding domestic demand in stimulating economic growth, relevant issues are hereby notified as of follows in accordance with relevant provisions of the State Council:

    各省、自治区、直辖市、计划单列市财政厅(局):

    按照推进财政科学化精细化管理的要求,为了确保中央扩大内需投资项目地方配套资金的落实,更好地发挥扩大内需投资对经济增长的拉动作用,根据国务院有关规定,现将有关事项通知如下:

1. Urge relevant departments and entities to expedite the implementation of local supportive funds. Local governments at all levels are the subject of responsibility to implement the supportive funds of investment projects of the Central Government to expand domestic demand within their respective regions. Financial departments at all levels shall conscientiously perform their duties, and take measures to step up efforts to urge relevant departments and entities to expedite the implementation of local supportive funds. Follow-up investment budget distributed by the Central Government to expand domestic demand shall be reduced or suspended correspondingly in regions whose supportive funds are not implemented.

       一、要督促有关部门和单位,加快落实地方配套资金地方各级政府是落实本地区中央扩大内需投资项目地方配套资金的责任主体。各级财政部门要认真履行职责,采取措施,加大力度,督促有关部门和单位,加快落实地方配套资金。对于配套资金不落实的地区,要相应扣减或暂缓下达该地区后续中央扩大内需投资预算。

2. Coordinate local financial resources to ensure the thorough implementation of supportive funds of local governments. Financial departments at all levels shall coordinate the arrangements of financial resources to effectively ensure the timely and thorough implementation of local governmental supportive funds of investment projects of the Central Government to expand domestic demand to promote the realization of the strategic objective of expanding domestic demand and boosting economic growth. Local governmental supportive funds may be raised through the following channels:

Firstly, the general budgetary funds of local governments at all levels; 

Secondly, various governmental funds such as land transfer proceeds of local governments at all levels; 

Thirdly, the funds of the RMB 200 billion agency local government bonds issued by the central fiscal in 2009; 

Fourthly, the funds raised through market mechanisms by use of the governmental financing platform; and

Fifthly, other available financial resources of local governments.

       二、要统筹地方财力,确保地方政府配套资金落实到位地方各级财政部门要统筹安排财力,切实保证中央扩大内需投资项目地方政府配套资金及时落实到位,推动实现扩大内需促进经济增长战略目标。地方政府配套资金可通过以下渠道筹集:

    一是地方各级政府一般预算资金;

    二是地方各级政府土地出让收益等各类政府性基金;

    三是中央财政代理发行的2009年2000亿元地方政府债券资金;

    四是利用政府融资平台通过市场机制筹措的资金;

    五是地方政府其他可用财力。

3. Strictly control the arrangement and use of the funds of local government bonds in accordance with relevant provisions. The Central Government has taken the approach to issue agency local government bonds in 2009 to resolve the problem of inadequate local supportive funds, and has clearly defined the using purposes. Local financial departments at all levels shall strictly follow the using order of the funds of the local government bonds to ensure the implementation of local governmental supportive funds of investment projects of the Central Government to expand domestic demand.

Firstly, the priority of the funds of local government bonds shall be given to local governmental supportive funds of investment projects of the Central Government in the nature of public welfare to expand domestic demand . 

Secondly, where the funds of local government bonds have met the demands of local governmental supportive funds of investment projects of the Central Government in the nature of public welfare to expand domestic demand, the remaining part may be used for other construction programs in the nature of public welfare which have difficulty to attract social investment. 

Thirdly, using the funds of local government bonds in investment projects which may raise financing though market behaviors shall be strictly controlled. Using the funds of local government bonds as recurrent expenditures or in construction projects of buildings, halls, accommodations and other places of the office buildings of party and government organs is strictly prohibited.

The specific arrangements and use of the funds of local government bonds shall be carried out in accordance with the Administrative Measures of the Arrangements of Projects Using the Funds of Local Government Bonds in 2009 (Cai Jian〔2009〕 No. 121) formulated by the Ministry of Finance. Regions which have not used the funds in accordance with the provisions shall take corrective measures within the prescribed time period.

       三、要按照有关规定,严格地方政府债券资金安排使用2009年为解决地方政府配套资金不足问题,中央采取了代理发行地方政府债券的办法,并明确规定了用途。地方各级财政部门要严格遵循地方政府债券资金的使用次序,确保中央扩大内需投资项目地方政府配套资金的落实。

    一是地方政府债券资金要优先用于中央扩大内需投资公益性项目地方政府配套。

    二是地方政府债券资金在满足中央扩大内需投资公益性项目地方政府配套需求后,可用于其他难以吸引社会投资的公益性建设项目。

    三是地方政府债券资金严格控制用于能够通过市场化行为筹资的投资项目,严禁用于经常性支出以及党政机关办公楼等楼堂馆所项目。

    地方政府债券资金具体安排使用请按照财政部制定的《2009年地方政府债券资金项目安排管理办法》(财建〔2009〕121号)执行。对于没有按规定安排使用的地区,要限期整改。

4. Lose no time in carrying out the self-examination of the implementation situation of local supportive funds 

Local financial departments at all levels shall immediately carry out self-examination of the implementation situation of local supportive funds of investment projects of the Central Government to expand domestic demand within their respective regions. The self-examination shall include: the demand situation, the methods of raising supportive funds and the implementation situation of local supportive funds of investment projects of the Central Government to expand domestic demand within the region, the arrangements and the using situations of the funds of local government bonds, the effective implementation reality of local supportive funds, etc. Financial departments of all provinces (autonomous regions, municipalities directly under the Central Government, cities separately designated in the state plan) are advised to truthfully summarize, fill out and list the contents of the self-examination in accordance with contents of the self-examination listed in the attached table (see annexes for details). Where any of the following problems exist, explanations as well as correction and handling proposals shall be provided: 

Firstly, where there are gaps of the sources of local governmental supportive funds of investment projects of the Central Government to expand domestic demand;

Secondly, where the funds of local government bonds have not been used as local governmental supportive funds of investment projects of the Central Government to expand domestic demand and where there are gaps of the sources of local governmental supportive funds;

Thirdly, where the funds of local government bonds have been used in areas where the State Council has called for strict control or prohibition of arrangements;

Fourthly, where the actual implementation rate of local governmental supportive funds is rather low.

Please submit such materials as the self-examination situation (table), explanations as well as the correction and handling proposals to the Ministry of Finance prior to November 5, 2009.

       四、抓紧开展地方配套资金落实情况自查工作

    地方各级财政部门要立即对本地区中央扩大内需投资项目地方配套资金落实情况开展自查。自查内容包括:本地区中央扩大内需投资项目地方配套资金需求情况、配套资金筹措及落实情况、地方政府债券资金安排使用情况、地方配套资金实际到位情况等。请各省（自治区、直辖市、计划单列市）财政部门按附表（详见附件）所列自查内容据实汇总填列。对于存在以下问题的，应说明原因并提出整改处理意见:

    一是中央扩大内需投资项目地方政府配套资金来源有缺口的;

    二是地方政府债券资金未主要用于中央扩大内需投资项目地方政府配套，且地方政府配套资金来源有缺口的;

    三是地方政府债券资金用于国务院要求严格控制或禁止安排领域的;

    四是地方政府配套资金实际到位率偏低的。

    请于2009年11月5日前将自查情况（表格）、说明以及整改处理意见等材料报我部。
