To relevant ministries and commissions under and institutions directly subordinate to the State Council, finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities specially designated in the State plan, the China National Petroleum Corporation, the China Petrochemical Corporation, and China National Offshore Oil Corporation,

    国务院有关部委、有关直属机构,各省、自治区、直辖市、计划单列市财政厅(局),中国石油天然气集团公司、中国石油化工集团公司、中国海洋石油总公司:

Upon approval by the State Council, the Ministry of Finance has decided that with effect from November 1, 2011, the charging threshold for the special oil proceeds shall be raised to USD 55. After the charging threshold is raised, the special oil proceeds shall still be calculated on a monthly basis, and be paid on a quarterly basis according to fixed rates at five excess progressive levels. The specific rates and quick deduction numbers are shown in the table below (see Appendix for the calculation formula):

    经国务院批准,财政部决定从2011年11月1日起,将石油特别收益金起征点提高至55美元。起征点提高后,石油特别收益金征收仍实行5级超额累进从价定率计征,按月计算、按季缴纳。具体征收比率及速算扣除数见下表(计算公式见附表):

After the charging threshold for the special oil proceeds is raised, other issues related to collection and administration shall still be governed by the Notice of the Ministry of Finance on Printing and Distributing the "Measures for the Administration of the Collection of Special Oil Proceeds" (Cai Qi [2006] No. 72).

   石油特别收益金起征点提高后，其他征收管理的有关问题，仍按照《财政部关于印发〈石油特别收益金征收管理办法〉的通知》（财企[2006]72号）的有关规定执行。
