The public finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, the Finance Bureau of Xinjiang Production and Construction Corps, and the financial supervision commissioner’s offices dispatched by Ministry of Finance People’s Republic of China in all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning,

In order to implement the spirits of State Council of supporting development of dairy products industry, give more policy support to dairy products enterprises and help the dairy products enterprises to solve the fund shortage and protect the benefits of dairy farmers, we hereby notify you of relevant issues concerning extending the term of central financial interest discount policy for raw milk purchase loan as follows:

    各省、自治区、直辖市、计划单列市财政厅(局),新疆生产建设兵团财务局,财政部驻各省、自治区、直辖市、计划单列市财长监察专员办事处:

    为贯彻落实国务院关于扶持乳制品行业发展的有关精神,进一步加大对乳制品企业的政策扶持力度,帮助乳制品企业解决资金短缺问题,切实保护奶农利益,现就延长原料奶收购贷款中央财政贴息政策期限有关问题通知如下:

1. The term of national financial interest discount policy on material milk purchase loan shall be extended till late March of 2009. The loans which are newly added and used for raw milk purchase by the borrower from October 1, 2008 to March 31, 2009 shall enjoy the interest discount in light of the actual loan term within the interest discount period.

       一、国家对原料奶收购贷款财政贴息政策延长至2009年3月底。自2008年10月1日至2009年3月31日,借款人新增的用于原料奶收购的贷款,按贴息期内实际贷款期限据实贴息。

2. The interest discount rate in the extended term shall still be 3.105% as stipulated in Notice of Ministry of Finance People’s Republic of China on Printing and Distributing Administrative Measures on Central Financial Interest Discount for Raw Milk Purchase Loans (Cai Jin [2008] No. 107).

       二、延长期贴息率仍按《财政部关于印发<原料奶收购贷款中央财政贴息管理办法>的通知》(财金〔2008〕107号)规定的3.105%执行。

3. The dairy product enterprises meeting the conditions for interest discount may go to the financial departments at their locality to apply for interest discount on the strength of such materials as interest settlement vouchers confirmed by banks and loan contracts before April 30, 2009.

       三、2009年4月30日前,符合贴息条件的乳制品企业凭经办银行确认的结息凭证,借款合同等材料向所在地财政部门申请贴息。

4. Provincial financial departments, upon receipt of the interest discount application from enterprises, shall summarize the interest discount applications according to the procedures as stipulated in Document of Cai Jin [2008] No.107 and apply for interest discount to Ministry of Finance People’s Republic of China before May 20, 2009 after having been verified by local Financial Supervision Commissioner’s Office of Ministry of Finance People’s Republic of China. The allocation of interest discount fund shall be implemented according to the provisions of Document of Cai Jin [2008] No.107.

       四、各省级财政部门收到企业贴息申请后,应按财金〔2008〕107号文件规定程序,对贴息申请进行汇总,送财政部驻当地财政监察专员办事处审核后,于2009年5月20日前上报财政部申请贴息。贴息资金拨付按财金〔2008〕107号文件规定执行。

5. Provincial financial departments in each region, upon receipt of This Notice, shall report the discount progress of raw milk purchase loans before April 20, 2009, including the supportive interest discount policy promulgated by local finance, the operating situation of the enterprises incorporated into the scope of central financial interest discount policy for raw milk purchase loan, implementation achievements and suggestions of discount policy and so on.

       五、各地省级财政部门收到本通知后，请于2009年4月20日前统计上报原料奶收购贷款贴息工作进展情况，包括地方财政出台的配套贴息政策、纳入原料奶收购贷款中央财政贴息范围的企业经营情况、贴息政策实施效果与建议等。
