To the Ministry of Land and Resources, the Ministry of Water Resources,the Ministry of Agriculture, the State Forestry Administration, departments (bureaus) of finance and agricultural comprehensive development offices(bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government, and cities specially designated in the State plan, the Bureau of Finance and Agricultural Comprehensive Development Office of Xinjiang Production and Construction Corps:

    国土资源部、水利部、农业部、林业局,各省、自治区、直辖市、计划单列市财政厅(局)、农业综合开发办公室(局),新疆生产建设兵团财务局、农业综合开发办公室:

In order to further improve the manner in which agricultural comprehensive development is supported with the approval of the State Council, the funds of the central finance used to compensate the industrialized operation of comprehensive agricultural development shall be replaced by free input beginning from 2009. Therefore, the Ministry of Finance made amendments to the Provisions on the Investment Proportions in Agricultural Comprehensive Development Fund issued on August 21, 2008,(Cai Fa No. 52 [2008]), which is hereby distributed to you for implementation. You are supposed to report any problem occurring during implementation to the Ministry of Finance (the State Agricultural Comprehensive Development Office) in a timely manner.

   为进一步完善农业综合开发扶持方式，报经国务院领导同意，从2009年起，取消农业综合开发产业化经营项目中央财政有偿资金，改为全部无偿投入。为此，财政部对2008年8月21日印发的《农业综合开发资金若干投入比例的规定》（财发[2008]52号）进行了修订，现印发给你们，请遵照执行。执行中有何问题，请及时向财政部（国家农业综合开发办公室）反馈。
