   有关中央管理企业：

In order to support the post-disaster recovery and reconstruction of centrally administered enterprises and accelerate the implementation of the budgets, we hereby issue the supplementary provisions to the "Measures for the Administration of Subsidized Loan Funds Granted to Centrally Administered Enterprises for Post-Disaster Recovery and Reconstruction" (Cai Qi [2009] No. 154) as follows:

    为支持中央管理企业灾后恢复重建工作,加快预算执行,现就《中央管理企业灾后恢复重建贷款贴息资金管理办法》(财企[2009]154号)做出如下补充规定:

1. The implementation period for policies on loan interest subsidies granted to centrally administered enterprises for post-disaster recovery and reconstruction shall be extended to December 31, 2011. The remaining implementation period for such interest subsidy scheme is scheduled for two phases, i.e. September 21, 2009, to June 20, 2010, and June 21, 2010, to December 31, 2011.

       一、中央管理企业灾后恢复重建贷款贴息政策延长至2011年12月31日。剩余贴息期分为2009年9月21日至2010年6月20日,2010年6月21日至2011年12月31日两个阶段。

2. During September 21, 2009, to June 20, 2010, the interest subsidies shall be allocated based on actual demand, for which the centrally administered enterprises shall file the applications and submit the application materials according to the procedures specified in Articles 8 and 9 of the Measures for the Administration of Subsidized Loan Funds Granted to Centrally Administered Enterprises for Post-Disaster Recovery and Reconstruction. During June 21, 2010, to December 31, 2011, the interest subsidies shall be allocated in advance, for which the centrally administered enterprises shall file the applications and submit the application materials according to the procedures specified herein.

       二、2009年9月21日至2010年6月20日的贴息采取据实拨付方式,按照《中央管理企业灾后恢复重建贷款贴息资金管理办法》第八条、第九条规定程序申报并提交申请材料。2010年6月21日至2011年12月31日的贴息采取预拨方式,按照本补充规定程序申报并提交申请材料。

3. The centrally administered enterprises shall file the applications for interest subsidy allocation respectively based on actual demand and in advance with the Ministry of Finance before July 31, 2010.

       三、中央管理企业应当在2010年7月31日前向财政部提出据实拨付和预拨贴息申请。

4. As for applications for allocation in advance, the borrowers shall provide the approval documents for post-disaster recovery and reconstruction projects (or approval documents of the relevant governmental departments for industrial projects) and the project loan contract, pre-calculate the interests based on the project loan contract, and report the same to the Ministry of Finance after examination, verification, and confirmation.

       四、申请预拨的,借款单位应提供灾后恢复重建项目批准文件(工业项目应提供政府有关部门的批准文件)、项目借款合同,并根据项目借款合同预计利息,经中央管理企业审核确认后上报财政部。

5. The Ministry of Finance shall allocate the interest subsidies in advance according to anticipations of interests reported by the centrally administered enterprises and clear such interest subsidies at the expiration of such interest subsidy scheme. After clearing, the Ministry of Finance shall demand a refund for any overpayment or make a supplementary payment for any deficiencies.

       五、财政部根据中央管理企业申报预计利息情况预拨贴息资金,贴息期满后予以清算,多退少补。

6. The centrally administered enterprises shall file the applications for clearing the interest subsidies allocated in advance with the Ministry of Finance before January 31, 2012. The specific requirements for clearing shall be specified otherwise by the Ministry of Finance.

       六、中央管理企业应当在2012年1月31日前向财政部提出预拨贴息清算申请，清算具体要求由财政部另行发文通知。
