Finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the State plan, the Finance Bureau of the Xinjiang Production and Construction Corps, and the financial supervision commissioners' office of the Ministry of Finance in all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the State plan,

With a view to effectively implementing the Opinions of the State Council on Stabilizing Agricultural Development and Increasing Farmers' Income at the Present Stage (Guo Fa [2009] No. 25), stepping up policy support for dairy enterprises, helping the same resolve the shortage of funds, effectively safeguarding the interests of dairy farmers and fostering the stable development of the livestock industry, relevant issues concerning another extension of the term of policy of Central Government interest discount for loans for purchasing raw milk are hereby notified as follows:

    各省、自治区、直辖市、计划单列市财政厅（局），新疆生产建设兵团财务局，财政部驻各省、自治区、直辖市、计划单列市财政监察专员办事处:

   为贯彻落实《国务院关于当前稳定农业发展促进农民增收的意见》（国发[2009]25号）有关精神，进一步加大对乳制品企业的政策扶持力度，帮助乳制品企业解决资金短缺问题，切实保护奶农利益，促进畜牧业稳定发展，现就再次延长原料奶收购贷款中央财政贴息政策期限有关问题通知如下:

1. The State extends the term of the policy of fiscal interest discount for loans for purchasing raw milk to the end of December, 2009. As of October 1, 2008 to December 31, 2009, interest discount shall be granted to new loans of borrowers for purchasing raw milk based on the actual loan term within the term of interest discount in accordance with the facts. In the case where the loan term goes beyond December 31, 2009, interest discount shall be granted for accrued interest ended on December 31, 2009.

      一、国家对原料奶收购贷款财政贴息政策延长至2009年12月底。自2008年10月1日至2009年12月31日，借款人新增的用于原料奶收购的贷款，按贴息期内实际贷款期限据实贴息。借款人贷款期限超过2009年12月31日的，贴息至2009年12月31日。

2. During the extension, the discounted interest rate of 3.105% as prescribed in the Notice of the Ministry of Finance on Printing and Distributing the "Administrative Measures for Central Governmental Interest Discount for Loans for Purchasing Raw Milk" (Cai Jin [2008] No. 107) shall still apply.

       二、延长期贴息率仍按《财政部关于印发<原料奶收购贷款中央财政贴息管理办法>的通知》(财金[2008]107号)规定的3.105%执行。

3. Prior to March 31, 2010, dairy enterprises eligible for government interest discount shall submit applications to the finance department at their respective domiciles for interest discount of the period from April 1, 2009 to December 31, 2009 based on the interest settlement voucher confirmed by the handling bank, the loan contract and other materials. Interest discount prior to April 1, 2009 shall be handled based on the term specified in the Notice of the Ministry of Finance on Extending the Term of the Policy of Central Government Interest Discount for Loans for Purchasing Raw Milk (Cai Jin [2009] No. 22).

       三、2010年3月31日前,符合贴息条件的乳制品企业凭经办银行确认的结息凭证、借款合同等材料,将属于2009年4月1日至2009年12月31日期间的贴息向所在地财政部门提出申请。在此之前的贴息按《财政部关于延长原料奶收购贷款中央财政贴息政策的通知》(财金[2009]22号)规定期限办理。

4. Upon receipt of the applications for interest discount submitted by enterprises, all finance departments at the provincial level shall, in accordance with the procedures specified in the document of Cai Jin [2008] No. 107, collect all the applications, send the same to local financial supervision commissioners' offices of the Ministry of Finance for examination and verification, and thereafter submit the applications to the Ministry of Finance for interest discount prior to April 30, 2010. The procedures for appropriation of interest discount shall be implemented in accordance with the provisions of the document of Cai Jin [2008] No. 107.

       四、各省级财政部门收到企业贴息申请后,应按财金[2008]107号文件规定程序,对贴息申请进行汇总,送财政部驻当地财政监察专员办事处审核后,于2010年4月30日前上报财政部申请贴息。贴息资金拨付程序按财金[2008]107号文件规定执行。

5. Upon receipt of this Notice, all finance departments at the provincial level shall, based on previous examination and approval of the applications, summarize working experience in relation to interest discount for loans for purchasing raw milk, including supporting interest discount policies promulgated by local finance departments, the implementing effect of interest discount policies, suggestions for improvement, etc., and report to the same to (the Department of Finance) the Ministry of Finance prior to September 30, 2009.

       五、各地省级财政部门收到本通知后,请根据此前已审批情况总结原料奶收购贷款贴息工作经验,包括地方财政出台的配套贴息政策、贴息政策实施效果与建议等,于2009年9月30日前上报财政部(金融司)。
