To the Ministry of Land and Resources, the Ministry of Water Resources, the Ministry of Agriculture , the State Forestry Administration, the National Supply and Marketing Cooperative General Agency, the financial departments (bureaus) and agriculture comprehensive development offices (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, as well as the Financial Bureau and Agriculture Comprehensive Development Office of the Xinjiang Production and Construction Corps:

With a view to further standardizing the administration of the collection and remittance of central financial funds for agriculture comprehensive development, in accordance with the relevant provisions on financial budget administration, we hereby notify the relevant issues concerning the methods of the collection and remittance of central financial funds for agriculture comprehensive development as follows:

    国土资源部、水利部、农业部、林业局、供销总社,各省、自治区、直辖市、计划单列市财政厅(局)、农业综合开发办公室(局),新疆生产建设兵团财务局、农业综合开发办公室:

    为进一步规范中央财政农业综合开发资金收缴管理,根据财政预算管理有关规定,现将中央财政农业综合开发资金收缴方式有关事宜通知如下:

1. Earnings from central financial investments in State-owned equities shall continue to be paid to the central financial collection and remittance account (beneficiary: National Agriculture Comprehensive Development Office, A/C number: 7111010189800002371, sic passim).

       一、中央财政投资参股国有股权收益

    继续缴入中央财政汇缴专户(账户名:国家农业综合开发办公室,账号:7111010189800002371。下同)。

2. Central financial funds collected from terminated projects

(1) For the agriculture comprehensive development projects (including departmental projects, sic passim) that are implemented by provinces (autonomous regions, or municipalities directly under the Central Government), and terminated by the end of 2011, the central financial funds that should be collected shall continue to be paid to the central financial fund collection and remittance account; for the projects terminated after January 1, 2012, the central financial funds that should be collected shall no longer be paid to the central financial fund collection and remittance account, but shall be recovered through deduction.

(2) After the termination of the agriculture comprehensive development projects implemented by the Xinjiang Production and Construction Corps and the Bureau of Agricultural Reclamation under the Ministry of Agriculture, the central financial funds that should be collected shall continue to be paid to the central financial fund collection and remittance account.

       二、终止项目应收缴的中央财政资金

    (一)各省(区、市)实施的农业综合开发项目(含部门项目,下同),在2011年终止的,应收缴的中央财政资金继续缴入中央财政汇缴专户;在2012年1月1日以后终止的,不再缴入中央财政汇缴专户,由财政部每年办理中央与地方财政年终结算时,以扣款的方式收回。

    (二)新疆生产建设兵团和农业部所属农垦总局实施的农业综合开发项目终止后,应收缴的中央财政资金继续缴入中央财政汇缴专户。

3. Central financial fee-based funds that shall be repaid at the maturity of the funds

(1) The central financial fee-based funds that shall be repaid by provinces (autonomous regions or municipalities directly under the Central Government) in 2011 and future years at the maturity of the funds mature shall no longer be paid to the central financial fund collection and remittance account, but shall be recovered through deduction when the Ministry of Finance conducts the year-end central and local financial settlement each year.

(2) The central financial funds that shall be repaid by the Xinjiang Production and Construction Corps and the Bureau of Agricultural Reclamation under the Ministry of Agriculture when the funds mature shall continue to be paid to the central financial fund collection account.

       三、到期应偿还的中央财政有偿资金

    (一)各省(区、市)2011年及以后年度到期应偿还的中央财政有偿资金,不再缴入中央财政汇缴专户,由财政部每年办理中央与地方财政年终结算时,以扣款的方式收回。

    (二)新疆生产建设兵团和农业部所属农垦总局到期应偿还的中央财政有偿资金,继续缴入中央财政汇缴专户。

4. Central financial funds that shall be recovered due to violations of regulations and disciplines

The central financial funds that shall be recovered in 2011 shall continue to be paid to the central financial fund collection and remittance account; the central financial funds that should be recovered after January 1, 2012 shall no longer be paid to the central financial fund collection and remittance account, but shall, in a unified way, be paid to the financial departments (bureaus) of all provinces (autonomous regions or municipalities directly under the Central Government), the Financial Department of the Xinjiang Production and Construction Corps, or the Financial Department of the Bureau of Agricultural Reclamation under the Ministry of Agriculture, so that the agricultural development institutions of all provinces (autonomous regions or municipalities directly under the Central Government), the Xinjiang Production and Construction Corps and the Bureau of Agricultural Reclamation under the Ministry of Agriculture can arrange these funds for agriculture comprehensive development and land management projects. The procedures for project administration shall be subject to the existing regulations, project plans shall be formulated in combination with plans for land management projects involving stock funds or incremental funds, and separate statements shall be made.

       四、因违规违纪问题应追回的中央财政资金

    2011年应追回的中央财政资金，继续缴入中央财政汇缴专户;2012年1月1日以后应追回的中央财政资金，不再缴入中央财政汇缴专户，统一缴入省（区、市）级财政及新疆生产建设兵团、农业部所属农垦总局财务部门，由各省（区、市）及新疆生产建设兵团、农业部所属农垦总局农发机构继续安排用于农业综合开发土地治理项目。项目管理程序按照现行规定执行，项目计划与存量资金或增量资金土地治理项目计划合并编报，并作单独说明。
