Notice of the Ministry of Finance on Properly Disbursing Fiscal Subsidies under the Reform of Prices of Finished Oil Products

To the finance departments (bureaus) of all provinces (autonomous regions, municipalities directly under the Central Government and cities separately designated in the State plan):

The State has recently raised the prices of domestic finished oil products. To properly disburse fiscal subsidies under the reform of prices of finished oil products, relevant requirements are hereby notified as follows:

    近期,国家上调国内成品油价格,为了做好成品油价格改革财政补贴资金发放工作,现就有关要求通知如下:

1. The publicity and explanation of the subsidy policy for the prices of finished oil products shall be strengthened, focusing on the continuity of the subsidy policies, and making it clear that the amount of subsidies will increase in tandem with oil prices, so that recipients of the subsidies are made aware of the subsidy policy of the State and have reasonable expectations of changes in oil prices.

       一、要加强对成品油价格补贴政策的宣传解释工作,重点宣传补贴政策的延续性,明确补贴标准随油价的上调而提高,让补贴对象了解国家补贴政策并对油价变化有正确的心里预期。

2. Pre-allocated subsidies shall be properly disbursed to such industries as taxi and rural passenger transport as required by the Notice of the Ministry of Finance on Pre-allocation of the Fiscal Subsidies of Year 2011 under the Reform of Prices of Finished Oil Products (Cai Jian [2011] No. 149).

       二、要按照《财政部关于预拨2011年度成品油价格改革财政补贴的通知》(财建〔2011〕149号)的要求,做好出租车、农村客运等行业预拨补贴资金的发放工作。

3. Active cooperation with other departments concerned shall be provided in relevant supporting tasks, such as adjustment to transportation fees and levy of fuel oil surcharges.

       三、要积极配合有关部门做好运价调整、燃油附加等相关配套工作。

4. The finance department of the Central Government shall consult relevant industry authorities as soon as possible to wind up the settlement of subsidies for Year 2011, and shall, at the same time, pre-allocate more subsidies for Year 2012.

       四、中央财政将尽快商有关行业主管部门做好2011年度补贴清算收尾工作。同时，中央财政将进一步加大2012年度补贴资金的预拨力度。
