To the finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities specially designated in State plan, the finance bureau of Xinjiang Production and Construction Corps., the financial supervisory commissioners' offices dispatched by the Ministry of Finance to all provinces, autonomous regions, municipalities directly under the Central Government and cities specially designated in State plan:

In order to cope with the influences caused by the international financial crisis on China's economic development, Central Party Committee and the State Council betimes have made the significant strategic decision of implementing the positive financial policy as so to promote economic growth in a stable and comparatively fast way. In 2008, the Central Government newly invested 100 billion Yuan for construction of livelihood projects, important infrastructural projects, ecological environment, independent innovation and industrial structure adjustment and other aspects. In order to implement the policies and arrangements of Central Government, bring public finance departments' role into play, make every effort to ensure the new projects invested by the Centre Government to start up and implement smoothly as soon as possible, we hereby notify you of the relevant issues as follows: 

    各省、自治区、直辖市、计划单列市财政厅(局),新疆生产建设兵团财务局,财政部驻各省、自治区、直辖市、计划单列市财政监察专员办事处:为应对国际金融危机对我国经济发展的影响,党中央、国务院及时作出重大战略决策,决定实施积极的财政政策,促进经济平稳较快增长。2008年新增1000亿元中央投资,主要用于民生工程、重大基础设施、生态环境、自主创新和产业结构调整等方面建设。为贯彻落实中央决策部署,积极发挥财政部门的职能作用,全力保证新增中央投资项目尽快启动、落实和顺利实施,现就有关事项紧急通知如下:

1. Unify the understanding and awareness, and strengthen the organization and leadership. The finance departments at all levels shall, from the overall situation and the strategic height, be fully aware of the significance and urgency of expanding the domestic demand to promote economic growth in a stable and comparatively fast way, focus on the macro aspect, increase the sense of responsibility and sense of mission, further unify ideas and acts to the analysis and assessment put forward by the Central Government and to the policies and arrangements of Central Government, strengthen confidence and work steadily. In accordance with the arrangements and requirements of local Party committee and government, a leading work mechanism for policy implementation and capital supervision shall be established to provide organizational safeguard for implementing the decisions and arrangements, put forward by Central Government, of expanding the domestic demand to promote economic growth in a stable and comparatively fast way. 

In accordance with the arrangements and requirements of Central Government and State Council, a leading Panel, composed of the General Office, the Economic Construction Department, the Supervision and Inspection Bureau, the director of the Supervision Bureau stationed in the Ministry, shall be established to supervise and inspect the implementation of the policy of expanding the domestic demand to stimulate the economy. In this leading Panel, the secretaries of the Party Committee of ministerial level, vice minister of Ministry of Finance, Liao Xiaojun shall be the group leader, and the member of the Party Committee of ministerial level, discipline inspection chief, He Bangjing and another member of the Party Committee of ministerial level, vice minister of Ministry of Finance, Ding Xuedong, shall be vice group leaders. The Office of this leading Panel shall be embedded in the Bureau of Supervision and Investigation, responsible for the daily work.

       一、统一思想认识,加强组织领导。各级财政部门要从全局和战略的高度,充分认识扩大内需促进经济平稳较快发展的重要性、紧迫性,从宏观着眼,高位思考,增强责任感和使命感,进一步把思想和行动统一到中央对经济形势的分析判断上来,统一到中央的决策部署上来,坚定信心,扎实工作。要按照当地党委、政府的部署要求,建立政策落实和资金监管领导机制,为贯彻落实中央提出的扩大内需促进经济平稳较快增长决策部署提供有力的组织保障。

    按照党中央、国务院部署要求,财政部成立由部党组副书记、副部长廖晓军任组长,部党组成员、纪检组长贺邦靖,部党组成员、副部长丁学东任副组长,办公厅、经济建设司、监督检查局、驻部监察局参加的扩大内需促进经济增长政策落实监督检查工作领导小组,领导小组办公室设在监督检查局,负责日常工作。

2. Intensify responsibility for administration and inspect the flow direction strictly. The finance departments at all levels shall, in accordance with the requirements of the "Notice of National Development and Reform Commission and the Ministry of Finance on the Issues Concerning Doing a Good Job in the Implementation of Newly 100 billion Yuan Investment Policy of the Centre Government" (Fa Gai Tou Zi No. 3127 [2008]), correctly grasp the direction of investment, adhere to the investment arrangements for projects, fulfill the responsibility of the management and supervision, arrange the funds to the scope permitted by the Centre Government and the projects urgently needed by the local government, especially to the projects which have been planning or are under construction. The process of screening the local small-scale projects to get the Central Government's subsidies shall be actively participated in; in the meantime administrative inspection and quarantine of participation in the government investment shall be made at earlier stages. It need not only ensure that the funds financed by the central government actually be put in place in accordance with the planned investment direction, but also prevent funds from being invested into high-polluting, high-energy-consuming industries, low-level redundant construction and overcapacity industry projects, as well as office buildings of party and government organs, such as projects of constructing Office Building, Large Halls and Guesthouse.

       二、强化管理责任,严把资金投向。各级财政部门要按照《国家发展改革委财政部关于印发紧急落实新增1000亿元中央投资工作方案的通知》(发改投资[2008]3127号)要求,正确把握资金投入方向,坚持投资项目安排原则,切实履行管理和督导责任,把资金安排到中央规定的范围和当地最急需的项目上去,特别是已有规划项目和在建项目。积极参与中央补助地方小型项目筛选把关,将参与政府投资管理关口前移。既要保证中央投资资金按既定的投资方向落实到位,又要防止资金投向“两高”行业、低水平重复建设和产能过剩行业项目以及党政机关办公楼等楼堂馆所项目。

3. Promote multi-investment and ensuring the sources of funds. In the early phase of the projects, the work of strengthening the supervision of the source of funds shall be put in a prominent position, to ensure that funds of the projects are not misapplied. The financial departments shall actively raise funds from various channels, such as special arrangements of the incomes in excess in this year, the land assignment proceeds and expenses for maintenance of the urban construction. The finance funds shall be used to lead the credit funds and social funds to pump into the projects, ensuring that the supporting funds of the project are raised enough. Where the sources of the supporting funds cannot be ensured or the demand of supporting funds exceeds the bearing capability, the number of the projects shall relatively be reduced and the scale of the investment shall be compressed in order to prevent the "beard project".  

       三、带动多方投资,保障资金来源。在项目建设前期阶段就将加强资金源头监管放在突出位置,确保项目建设资金不留缺口。财政部门可从当年超收收入特例安排、土地出让收益安排和城市建设维护费安排等多渠道,积极筹措资金。通过财政资金带动信贷资金、社会资金的投入,确保项目配套资金到位。地方配套资金来源不能落实或明显超过承受能力的,要相应调减项目,压缩投资规模。防止项目概预算不足、资金来源不落实,形成“胡子”工程。

4. Manage the budget strictly and improve the financial performance. In accordance with scientific and precise management requirements, the rules and regulations on management of funds shall be established and improved. The budget management and control budgetary adjustment shall be strengthened, every checking process for distributing and allocating funds shall be carried out, and the examination and approval of the construction completion based final accounts shall be enhanced. We shall adhere to the principle which combines saving with guaranteeing the quality. When taking up any civil work and purchasing major equipment or materials, it shall strictly follow the relevant provisions on basic construction financial management. It shall urge and direct all the departments and construction companies to implement the relevant rules on financial management of capital construction, improve the internal control rules, ensure that funds are used for the designated purposes only, actually improve the utilization efficiency of the funds and prevent any losses and wastage of the funds.

       四、严格预算管理,提高资金效能。要按照科学化、精细化管理的要求,建立健全资金管理的规章制度。加强预算编制管理,严格预算调整,认真履行资金分配、拨付的各项审核程序,加强竣工财务决算审核审批。坚持厉行节约和保证质量相结合的原则,对土建工程和主要设备、物资采购,严格按照国家有关规定实行招标投标和政府采购。要督促和指导各部门、各建设单位认真执行基本建设财务管理的各项规定,健全内控制度,确保专款专用,切实提高资金使用效能,防止资金损失浪费。

5. Improve the supervision mechanism and intensify greater investigation efforts. It shall establish a linkage supervision mechanism in which all the supervision units make joint efforts, necessitate supervision and inspection throughout the entire process of raising, allocating, appropriating, using and managing funds. In particular, it shall enhance the supervision on the funds arrangement for important projects, on the allocation of large amount of funds, and on the procurement of the bulk materials and other important issues involved in livelihood. It shall combine the inspection with research and pay great attention to the implementation effect of the policies of Centre Government. It shall combine the daily supervision with the special inspection so as to improve the pertinence and the timeliness of inspection. It shall also combine the cooperation with the work of centre joint inspection team with the inspection conducted by the local team, in order to enlarge the scale of inspection and improve the efficiency of inspection. When the act of retaining, encroaching upon, illegally withholding, embezzling, fraud drawing, making extravagance and waste of national construction funds or any other act violating the relevant rules and bylaws is found, the relevant persons liable shall be imposed sanctions or punishments or penalties in accordance with the Regulation on the Penalties and Sanctions against Illegal Fiscal Acts (Order No. 427 of the State Council.), and be subject to liabilities. If it involves a crime, the case shall be transferred to the judicial authority.

       五、健全监督机制,加大查处力度。建立纵横联动监督机制,把监督检查贯穿于资金筹集、分配、拨付、使用、管理的全过程。尤其要加强对重要项目安排、大额度资金调拨、大宗物资采购以及涉及民生等重点事项的监督。要将检查与调研相结合,高度关注中央政策的执行效果。要将日常监管与专项检查相结合,增强检查的针对性和时效性。要将积极配合中央联合检查组工作与各地自行开展检查相结合,扩大检查规模,提高检查效能。对滞留、挤占、截留、挪用以及虚报冒领、铺张浪费国家建设资金等违规违纪问题,要严格按照《财政违法行为处罚处分条例》(国务院第427号令)进行处理、处罚、处分,并严肃追纠责任人责任,涉嫌犯罪的,移交司法机关处理。

6. Intensifying cooperation based on the division of functions and exert the concerted forces of supervision. It shall establish the fast and efficient feedback mechanism so as to ensure that the higher levels know about the conditions or feelings of the lower levels and the lower levels know about the instructions and requirements of the higher levels, then provide reference for the Centre Government and relevant department for the decision-making on improving the policy and management. The local finance department at any level and the financial supervisory commissioners' offices dispatched by the Ministry of Finance to the local government (hereafter referred to as the Financial Supervision Commissioner's Office) shall intensify the communication and cooperation, coordinate inspection plans, enhance the discussion of situation, share the results of inspection and exert the concerted forces of supervision with the auditing and disciplinary inspection department, the development and reform department and auditing department. The internal organs of finance department shall divide work, assume responsibilities and perform their respective function. The finance department at the grassroot level shall have the advantage of being close to the front-line and being familiar with the situation, bring into play and form a supervision net for making a joint effort. Each Financial Supervision Commissioner's Office shall give top priority to the current work of implementing the policy of expanding the domestic demand when it conducts supervision on income, expenses, finances and accounts and other daily supervision. It shall bring the certificated public accountant (CPA) into play. It shall also actively bring the initiative of social supervision into play by making public the tip-off telephone number and information about supervision, and rely on all sectors of the society to supervise.

       六、加强分工协作，发挥监管合力。要建立快捷有效的信息反馈机制，做好上情下达、下情上报工作，为中央和有关部门完善政策和规范管理提供决策参考。地方各级财政部门和财政部驻各地财政监察专员办事处（以下称专员办）要与纪检监察、发展改革、审计等部门加强沟通协作，协调检查计划，加强情况会商，共享检查成果，发挥监管合力。财政部门内部要明确分工，落实责任，各司其职。要发挥基层财政部门贴近一线，熟悉情况的优势，形成上下联动监管网络。各专员办在收入、支出、金融、会计等日常监管中，要把落实扩大内需政策作为当前工作的重中之重。要注意发挥注册会计师的力量和作用。要积极发挥社会监督的能动性，通过公布举报电话、向社会及时发布监管信息等方式，依靠全社会的力量实施监管。
