In accordance with the Regulations on Treasury Bonds of the People's Republic of China, the Ministry of Finance decided to issue the Phase 10 Book-entry Treasury Bonds of 2002 ( hereinafter referred to as the "treasury bonds of this phase") as follows :

    根据《中华人民共和国国库券条例》,财政部决定发行2002年记账式(十期)国债(以下简称“本期国债”),现就有关事项公告如下:

( 1 ) The treasury bonds of this phase to be issued between August 16 and 22, 2002 shall amount to Rmb 200 billion yuans redeemable in 7 years' time. The bonds may be traded after the issue period at the Shanghai and Shenzhen Stock Exchanges in the form of sight stocks or buy backs.

       一、本期国债发行总额200亿元,期限7年,发行期为2002年8月16日至8月22日。发行结束后在上海证券交易所和深圳证券交易所同时以现券和回购的方式上市交易。

( 2 ) The treasury bonds of this phase shall carry a fixed interest at the annual rate of 2.39 % of the par value of the bonds and payable annually. The interest on the treasury bonds of this phase shall be calculated from August 16, 2002 and its payment date shall be August 16 each year ( but shall be automatically postponed to the following day if it falls on a festival or holiday and this will applicable below). On August 16, 2009 the principal together with the last payment of interest for the last year shall be paid.

       二、本期国债为固定利率附息债,票面年利率为2.39%,利息按年支付。本期国债从2002年8月16日开始计息,利息支付日为每年的8月16日(节假日顺延,下同),2009年8月16日偿还本金并支付最后一年利息。

( 3 ) The sale of the treasury bonds of this phase shall be underwritten by the members of the 2002 treasury bonds underwriting consortium in the market of the Exchanges. During the issue period, the members of the underwriting consortium shall sell to the public the bonds by way of listing in the market and subcontracting through the Exchanges within the range of Rmb 99.90 -100.10 yuans. Different investors in society may purchase the bonds through their securities accounts and funds accounts as well as by entrusting the outlets of the network of securities companies to purchase them.

       三、本期国债由证券交易所市场2002年国债承销团成员承购包销,发行期内,承销团成员通过上海证券交易所和深圳证券交易所,以场内挂牌和签定分销合同的方式,在99.90元━100.10元的价格区间内向社会公开销售。社会各类投资者可凭证券账户和基金账户,委托证券公司的营业网点购买。
