The adoption of international standards and advanced foreign standards is one of China's major policies for promoting economic growth and technological development, and an important measure for facilitating technological progress, improving product quality, expanding the opening-up to the outside world, and accelerate the process of staying in line with international practices.

In order to guide and encourage enterprises to actively adopt international standards and advanced foreign standards (hereinafter referred to as "standards adoption") thus enhance the competitive strength of their products, we hereby issue the following opinions according to the requirement that "the State encourages active adoption of international standards" as provided for in theStandardization Law of the People's Republic of China.

    采用国际标准和国外先进标准是我国的一项重大技术经济政策,是促进技术进步、提高产品质量、扩大对外开放、加快与国际惯例接轨的重要措施。

    为了引导和鼓励企业积极采用国际标准和国外先进标准(以下简称采标),提高产品竞争力,根据《中华人民共和国标准化法》中关于“国家鼓励积极采用国际标准”的要求,提出如下意见。

1. Governments at all levels shall closely combine standards adoption with other relevant technological and economic policies, and incorporate the adoption of standards into the development plans and annual plans of their respective departments and regions. Arrangements for technological progress plans of all levels shall give priority to projects of standards adoption.

       一、各级政府要把采标工作与国家其他有关技术经济政策紧密结合起来,反采标工作纳入本部门、本地区发展规划和年度计划。对采标的项目,各级技术进步计划中应尽可能优先安排。

2. Work related to enterprise infrastructure construction, technological innovation, and introduction of new technologies shall be combined with standards adoption. Where the standards adoption regarding key products requires technological innovation, the relevant administrative departments shall, according to relevant provisions of the State concerning technological innovation, give priority to including said standards adoption into the technological innovation plans at all levels. In the case of introduction of technologies, priority shall be given to the introduction of technologies and equipment and the relevant technical documents help ensure that the quality and performance of the relevant products are in line with international standards and advanced foreign standards. The establishment of projects involving major technological innovation and technology introduction shall be subject to assessment of the importance of "standards adoption".

       二、企业的基本建设、技术改造、技术引进要与采标工作结合。对重点产品采标,需要进行技术改造的,有关管理部门应按国家技术改造的有关规定,优先纳入各级技术改造计划。在技术引进中,要优先引进有利于使产品质量和性能达到国际标准和国外先进标准的技术设备及有关技术文件。对重大技术改造和技术引进项目的立项应进行“采标”水平的评审。

3. Institutions shall actively adopt international standards when developing new products. In the event that relevant technical indices of two different new products are identical or similar, the new product that adopts the relevant international standards may have the priority in being included into the technological development of all levels. Development projects involving key products which have adopted international standards shall have the priority in being included in national technology plans, provided that such projects comply with the State's provisions on science and technology plans and the relevant key technical indices thereof are basically the same as those of other products of the same kind.

While actively encouraging standards adoption by entities, the State also encourages entities to focus on the research of technical standards, thus developing technical standards with independent intellectual property rights and eventually formulating international standards. The State will provide relevant support for the research and drafting of international standards and activities in connection therewith.

       三、企事业单位开发新产品应积极采标。在相关技术指标相同或接近的情况下,采标的新产品可优先列入各级科技开发计划。对采标重点产品开发项目,凡符合国家科技计划规定,并且相关重要技术指标与其他同类产品基本相同的,优先列入国家科技计划。

    在积极鼓励企事业单位采标的同时,国家鼓励企事业单位加强对技术标准的研究,并通过对技术标准的研制,最终能够形成拥有自主知识产权的技术标准,进而争取形成国际标准。国家将对承担国际标准的研究、起草工作及相关活动提供配套支持。

4. An enterprise shall combine its quality control with standards adoption, and establish a quality control system pursuant to the requirements provided in the national standards series GB/T19000-ISO9000 Quality Control and Quality Assurance.

       四、企业的质量管理工作,要与采标工作相结合,积极按GB/T19000-ISO9000《质量管理和质量保证》系列国家标准的要求建立质量体系。

5. The State applies a logo system to the products for which international standards are adopted. With respect to an enterprise that has adopted international standards to its products, it may, at its own discretion, apply to use the "logo for products which conform to international standards" (hereinafter referred to as "standards adoption logo") on its products. The procedures for the application for the standards adoption logo and the requirements for the use thereof shall be subject to the Measures for the Administration of the Logo for Products Which Conform to International Standards issued by the General Administration of Quality Supervision, Inspection and Quarantine.

       五、国家对采标产品实行标志制度。对于采标产品,企业可以自愿申请使用“采用国际标准产品标志”(简称采标标志),采标标志的申请程序和使用要求按国家质量监督检验检疫总局颁发的《采用国际标准产品标志管理办法》的规定执行。

6. In the process of assessing and determining nationwide and province-wide famous products and products exempted from inspection, under the same conditions, priority shall be given to products that have adopted international standards.

       六、评定国家和省级名牌产品和审定免检产品时,对采标产品,在同等条件下要给予优先考虑。

7. With respect to the State's key projects and government procurements, when ordering equipment, or purchasing raw materials or spare equipment and parts, priority shall be given to products that have adopted international standards.

       七、对于国家重点工程项目和政府采购,在设备定购、原材料、备品备件采购时,要优先采购采标的产品。

8. Administrative departments for standardization at all levels shall actively support and encourage enterprise participation in international standardization, and encourage enterprises to undertake the drafting of international standards. They shall, in light of the procedures specified by relevant international standardization organizations, recommend the drafts of China's standards for prioritized industries as international standards and endeavor to issue the same as international standards.

       八、各级标准化管理部门要积极支持和鼓励企业参与国际标准化活动,鼓励承担国际标准的起草工作。要把我国优势产业的标准按有关国际标准化组织规定的程序,推荐作为国际标准的草案,争取发布为国际标准。

9. Administrative departments for standardization shall actively organize the analysis of the development trend of international standards and advanced foreign standards, and actively adopt international standards commensurate with China's national conditions when formulating national standards or industrial standards. We encourage the adoption of advanced foreign standards when formulating enterprise standards.

       九、标准化管理部门要积极组织分析国际标准和国外先进标准的发展动态,对于适合我国国情的国际标准,在制定国家标准或行业标准时要积极采用。鼓励企业标准采用国外先进标准。

10. Administrative departments for standardization at all levels and technical service entities shall provide materials related to standards and consultation services for enterprises' adoption of international standards in a timely manner. Technological and standards information authorities at all levels shall actively collect, research and translate international standards as well as advanced foreign standards, and all information related thereto so as to provide enterprises with up-to-date information concerning such standards.

       十、各级标准化管理部门和技术服务单位要及时为企业采标提供标准资料和咨询服务。各级科技和标准情报部门都要积极搜集、研究和翻译国际标准和国外先进标准和情报资料,为企业提供最新的标准信息。

11. Standards adoption projects that have achieved prominent economic and social benefits may apply for the National Prize for Progress in Science and Technology Progress pursuant to relevant provisions.

       十一、对经济效益和社会效益显著的采标项目,可按有关规定,申报国家科技进步奖。

12. All local authorities and relevant departments under the State Council shall formulate specific incentive policies and measures in accordance with these Opinions.

       十二、各地方和国务院有关部门可根据本《意见》的要求,制定具体的鼓励性政策措施。
