Relevant central and state ministries, commissions and organizations directly under the State Council, development and reform commissions, bureaus of commodity prices, departments and/or bureaus of finance, and departments and/or bureaus of civil affairs of all provinces, autonomous regions and municipals under direct central control:

Pursuant to requirements of the Opinions on the Specification of Formulating Measures for Controlling and Regulating Enterprise-Related Charges of year 2010 of the General Office of the State Council and the Notice of National Development and Reform Commission, Ministry of Finance and Ministry of Civil Affairs on Controlling and Regulating Fees Charged by Social Organizations (NDRC Price (2010) No. 1182), for the purpose of further regulating fee charging activities among social organizations, the fees charged by social organizations under the governance of the central ministries, commissions and departments (hereon referred to as the “social organizations”) have been reviewed and it is decided to announce the cancellation and suspension of certain fees charged by social organizations, which related issues are hereby notified as follows:

    中央和国家机关有关部委、直属机构,各省、自治区、直辖市发展改革委、物价局、财政厅(局)、民政厅(局):

    为进一步规范社会团体收费行为,根据2010年国务院办公厅《关于制定治理和规范涉企收费措施的分工意见》和《国家发展改革委、财政部、民政部关于治理规范社会团体收费的通知》(发改价格[2010]1182号)要求,我们对中央各部门所管理社会团体(以下简称“社团”)的收费情况进行了审核,决定公布取消和停止社团部分收费。现将有关问题通知如下:

I. Starting from January 1, 2010, certain fees charged by social organizations shall be cancelled and suspended uniformly across the country. Specific items of such fees are listed in the Annex. All fees that have been charged by social organizations similar to those announced for cancellation and suspension by this Notice shall also be cancelled or suspended as of January 1, 2011.

       一、自2011年1月1日起,在全国统一取消和停止社团部分收费,具体项目见附件。各社团收取与本通知公布取消和停止相类似费用的,也应于2011年1月1日起一律取消或停止。

II. All relevant departments shall drive for stringent execution of provisions of this Notice among the social organizations under their governance, and shall not provide any ground for delaying or refusing to execute the announced cancellation and suspension of fees. Fees announced for cancellation shall not be charged continuously in disguised forms under other items; relevant reporting and approval procedures shall be completed for those fees announced for suspension that have solid ground for continuous charge under provisions of prevailing policies and shall not be resumed for charging without approval from the Ministry of Finance and the National Development and Reform Commission. The administrative departments of commodity price, finance and civil affairs of all provinces, autonomous regions and municipals under Central Government shall strengthen supervision and administration over fee-charging activities among social organizations in their administrative areas, impose firm punishments on unregulated fee-charging activities, expose typical cases for public scrutiny and investigate on administrative liabilities of responsible persons for offenses.

       二、各有关部门应督促所管社团严格执行本通知规定,对公布取消和停止的收费项目,不得以任何理由拖延或拒绝执行。对公布取消的收费不得以其他名目变相继续收取;对公布停止的收费,按现行政策规定确需继续收取的,应履行相关报批手续,未经财政部、国家发展改革委批准,不得恢复收取。各省、自治区、直辖市价格、财政、民政部门要加强对本行政区域内社团收费的监督管理,坚决查处各种乱收费行为,对典型案件要公开曝光,并追究责任人员的行政责任。

III. Social organizations performing or functioning as proxy government in compliance with provisions of laws and administrative regulations and those providing services of monopoly nature that implement fee charges shall strictly follow the requirements of the Notice of National Development and Reform Commission, Ministry of Finance and Ministry of Civil Affairs on Controlling and Regulating Fees Charged by Social Organizations (NDRC Price (2010) No. 1182) and the provisions of relevant regulations to complete reporting and approval procedures. All administrative fees charged without approval and fees charged for services requiring prerequisite administrative review and approval including testing, inspection, appraisal (or evaluation or review), auditing, identification, accreditation, examination and training etc. shall be punished as improper fee-charging activities.

       三、各社团根据法律、行政法规规定履行或代行政府职能，以及提供垄断性服务，需实施收费的，应严格按照《国家发展改革委、财政部、民政部关于治理规范社会团体收费的通知》（发改价格[2010]1182号）要求和相关制度规定，履行报批程序。各社团未经批准收取行政事业性收费，以及涉及行政审批前置条件的检验、检测、评估（或评价、评审）、审计、鉴定、认证、考试、培训等服务性收费，一律按乱收费查处。

Items of Cancelled and Suspended Fees Charged by Social Organizations

I. Items of Cancelled Fees Charged by Social Organizations

(I) Application fees, evaluation fees, appraisal fees, panel review fees, fees for medal and certificate and other fees charged to public and private enterprises, agencies or enterprises at primary level and individuals in various appraisals, target setting and achievement and awarding activities held by relevant social organizations (including those national or industry-wide appraisals, target setting and achievement and awarding activities).

(II) Evaluation fees and appraisal fees etc. charged to subjects of the evaluation of professional evaluations conducted by relevant social organizations under engagement.

(III) Fees for academic credit certification charged for training activities held by relevant social organizations.

(IV) Appraisal fees for enterprise qualification appraisal charged by the China Safety Prevention Products Association

(V) Qualification accreditation fees charged by the China Arts and Crafts Society

(VI) Service fees for qualification accreditation of advertising enterprises charged by the China Advertising Association

(VII) Enterprise evaluation fees for customer satisfaction of the national communications industry charged by the China Communications Enterprise Association

(VIII) Administration fees for determination and annual inspection of integrated circuit design and production enterprises charged by the China Semiconductor Industry Association

(IX) Annual inspection fees for engineering enterprise qualifications charged by the China Entertainment Equipment Technology Association

(X) Fees of road engineering method evaluation charged by the China Road Construction Industry Association

(XI) Fees of supervision review registration charged by the China Railway Engineering Construction Association

一、取消的社团收费项目

（一）有关社团开展各类评比达标表彰活动（包括经审核保留的全国性或行业性的各种评比达标表彰活动），向企事业和基层单位及个人收取的申报费、评审费、评价费、评比费、奖牌证书费等各种收费。

（二）有关社团接受委托开展职称评审工作，向被评审者收取的评审费、评定费等各种收费。

（三）有关社团开展培训活动收取的学分证书费。
