The China International Publishing Group, and development and reform commissions, price bureaus, and finance departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government, 

We hereby acknowledge the receipt of the Letter on Application for Appraising and Determining the Fee-Charging Standards for the China Accreditation Test for Translators and Interpreters (Wai Wen Ren Zi [2009] No. 13) submitted by the China International Publishing Group (CIPG). Upon due deliberation, the adjustment of the fee-charging standards for the China Accreditation Test for Translators and Interpreters (CATTI) and relevant issues are hereby notified as follows:

    中国外文出版发行事业局,各省、自治区、直辖市发展改革委、物价局、财政厅(局):

    中国外文出版发行事业局《关于申请核定翻译专业资格(水平)考试收费标准的函》(外文人字[2009]13号)收悉。经研究,现将调整翻译专业资格(水平)考试收费标准及有关问题通知如下:

1. In organizing the CATTI, the National Translation Test and Appraisal Center under the CIPG shall charge administrative fees from institutes of the CATTI of all regions in accordance with the following standards:

(1) Written Translation Test Level 3: RMB 300 per person,Interpretation Test Level 3: RMB 360 per person

(2) Written Translation Test Level 2: RMB 360 per person,Interpretation Test Level 2 (Consecutive Interpretation): RMB 430 per person

(3) Written Translation Test Level 1: RMB 1, 000 per person,Interpretation Test Level 1 (Consecutive Interpretation): RMB 1, 300 per person

(4) Simultaneous Interpretation: RMB 1, 940 per person

       一、中国外文局翻译专业资格考评中心组织实施全国翻译专业资格(水平)考试时,向各地翻译专业资格(水平)考试机构收取的考务费标准为:

    (一)三级笔译翻译每人300元,三级口译翻译每人360元。

    (二)二级笔译翻译每人360元;二级口译翻译,交替传译每人430元。

    (三)一级笔译翻译每人1000元;一级口译翻译,交替传译每人1300元。

    (四)同声传译每人1940元。

2. With respect to the standards for the examination fee that institutes of the CATTI of regions charge on examination candidates, competent price departments of all provinces, autonomous regions, and municipalities directly under the Central Government shall, in conjunction with the finance departments, reappraise and re-determine the fee-charging standards on the basis of the adjusted administrative fees, plus the expenses of organizing examination registration, renting examination venues and engaging examination supervisors. 

       二、各地翻译专业资格(水平)考试机构向报考人员收取的翻译专业资格(水平)考试费标准,由各省、自治区、直辖市价格主管部门会同财政部门,在调整后的考务费标准基础上,加组织报名、租用考试场地和聘请监考人员的费用重新核定。

3. Fee collecting entities shall go through the formalities for alteration of the licenses for fee collection at the designated competent price departments in accordance with relevant provisions, and shall use vouchers and certificates uniformly printed by the Ministry of Finance or finance departments of all provinces, autonomous regions and municipalities directly under the Central Government, respectively, in accordance with their financial affiliation relationship.

       三、收费单位应按有关规定到指定价格主管部门办理收费许可证变更手续,并按财务隶属关系分别使用财政部或各省、自治区、直辖市财政部门统一印制的票据。

4. In accordance with the Notice of the General Office of the State Council on Forwarding the "Opinions of the Ministry of Finance on Deepening the Reform of Separating Revenue and Expenditure and Further Strengthening Fiscal Administration (Guo Ban Fa [2001] No. 93), the administrative fees charged by the National Translation Test and Appraisal Center under the CIPG from institutes of the CATTI of all regions and the examination fees charged by institutes of the CATTI of all regions from examination candidates shall be included in fiscal budgets and be managed according to the principle of "separating revenue from expenditure". Specific revenue hand-over administration shall be implemented in accordance with relevant provisions of the finance departments, and the expenditure shall be appraised and appropriated based on the needs of performance of responsibilities by finance departments at the corresponding level.  

       四、按照《国务院办公厅转发财政部关于深化收支两条线改革进一步加强财政管理意见的通知》(国办发[2001]93号)规定,中国外文局翻译专业资格考评中心向各地翻译专业资格(水平)考试机构收取考务费,以及各地翻译专业资格(水平)考试机构向报考人员收取考试费,应纳入财政预算,实行“收支两条线”管理。具体收入收缴管理按财政部门有关规定执行,支出由同级财政部门按照履行职能的需要核拨。

5. In collecting the aforementioned fees, the fee collecting entities shall comply with the afore-mentioned provisions, and shall not add new chargeable items, expand fee-charging scope, or/and raise the fee-charging standards without authorization. The fee-collecting entities shall also conscientiously accept the supervision and inspection of price departments and finance departments.

       五、收费单位应严格按照上述规定收费,不得擅自增加收费项目、扩大收费范围、提高收费标准,并自觉接受价格、财政部门的监督检查。

6. The above provisions shall come into effect on the date of promulgation. The fee-charging standards for the CATTI between September, 2008 and the date of promulgation of this Notice shall still be implemented in accordance with the document of Fa Gai Jia Ge [2006] No. 2308.

       六、上述规定自发布之日起执行。2008年9月至本通知发布之日期间的翻译专业资格（水平）考试收费标准仍按发改价格[2006]2308号文执行。
