To development and reform commissions (commissions of economy and informatization, economic and trade commissions) and financial departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan and Xinjiang Production and Construction Corps,

Parks are a major support for China’s economic development as well as a key field for the development of the circular economy in China. With a view to implementing the Circular Economy Promotion Law of the People's Republic of China, the outline of the national “Twelfth Five-Year Plan” and the essence of the central economic work conference, accelerating the transformation of the mode of economic development, advancing the green, low-carbon and recycling development in industrial parks, and improving the comprehensive competitiveness and sustainability of industrial parks, we hereby offer the following opinions on advancing the recycling reconstruction of industrial parks.

    各省、自治区、直辖市及计划单列市、新疆生产建设兵团发展改革委(经信委、经贸委)、财政厅(局):

    园区是我国经济发展的重要支撑,也是我国发展循环经济的重点领域。为贯彻落实《循环经济促进法》、国家“十二五”规划纲要和中央经济工作会议精神,加快转变经济发展方式,推进园区绿色低碳循环发展,提升产业园区综合竞争力和可持续发展能力,现就推进园区循环化改造提出如下意见:

1. Fully Realizing the Great Importance of Recycling Reconstruction of Parks

The Circular Economy Promotion Law stipulates that "All types of industrial parks shall organize enterprises in parks for comprehensive utilization of resources to promote the development of the circular economy"; the outline of the national "Twelfth Five-Year Pan" includes the recycling reconstruction of industrial parks as a key project of the circular economy; the central economic work conference proposed that efforts should be made to accelerate the circular economy reconstruction of key enterprises and various industrial parks. Advancing the recycling reconstruction of industrial parks is propelling various existing industrial parks (including economic and technological development zones, high-tech industrial development zones, free trade zones, export processing zones, various professional parks, etc.) to follow the principles of "reduction, reutilization, recycling and reduction priority", optimize spatial layouts, adjust industrial structures, make breakthroughs in key linking technologies of the circular economy, reasonably extend industry chains and accomplish circular linkage, build infrastructure and public service platforms, renovate organization forms and management mechanisms, accomplish high-efficiency recycling of resources and "zero discharge" of wastes in industrial parks, and constantly enhance park's capacity for sustainable development.

(1) Advancing the recycling reconstruction of parks is the inherent need for transforming the mode of economic development and accomplishing industrial parks' sustainable development.

Industrial parks are agglomeration areas of China's industrial development as well as a major carrier of national and local economic development. However, many parks are restricted by factors such as land, resources and environment, their sustainable development is facing challenges, therefore, it is imperative to transform the mode of economic development, thereby providing an effective support for the continuous and rapid development of the economy. Advancing the recycling reconstruction of parks, reforming the stock and building the increment with the concept of the circular economy, effectively guiding parks in adjusting industrial structures, advancing industrial agglomeration, fostering emerging strategic industries and new economic growth points, and set the industrial park development on track of innovation drive and independent growth can accomplish the organic integration of rapid economic development, high-efficiency utilization of resources and ecological environment improvement.

(2) Advancing the recycling reconstruction of parks is an effective fashion to increase resource output and sharpen parks' comprehensive competitiveness.

Parks are concentrated areas of energy and resource consumption and areas with great conservation potential. Advancing the recycling reconstruction of parks, building circular economy industry chains inside and between enterprises by advancing energy, water, land and material conservation, accomplishing production coupling and poly-generation, making the best of resources and energy, and turning waste into wealth can minimize the consumption of material, water and energy in parks, change extensive methods of energy and resource utilization, practically increase resource output in parks, reduce enterprises' operating costs, and is of great importance to increasing resource output in parks and sharpening parks' comprehensive competitiveness.

(3) Advancing the recycling reconstruction of parks is a major measure to strengthen environmental protection and improve regional ecological environment.

Industrial parks are concentrated areas of production and areas where various pollutants are produced or discharged in a centralized manner. For many reasons, some local industrial parks have become concentrated places for pollutant discharge to exert heavy pressure on the ecological environment of areas where parks are located, and some have even made adverse impact on local ecological environment and the people's health conditions. Advancing the recycling reconstruction of parks, turning end treatment into source reduction and full-process control, and accomplishing "zero discharge" of park wastes can minimize the environmental load of concentrated production of enterprises after their entries into parks, improve the quality of ecological environment, reduce regional environmental risks, reduce environmental disputes between parks and neighboring residents and promote the harmony and stability of local communities.

       一、充分认识园区循环化改造的重要意义

    《循环经济促进法》提出,“各类产业园区应当组织区内企业进行资源综合利用,促进循环经济发展”;国家“十二五”规划纲要将园区循环化改造列为循环经济重点工程;中央经济工作会议提出,加快重点企业和各类园区的循环经济改造。推进园区循环化改造,就是推进现有的各类园区(包括经济技术开发区、高新技术产业开发区、保税区、出口加工区以及各类专业园区等)按照循环经济减量化、再利用、资源化,减量化优先原则,优化空间布局,调整产业结构,突破循环经济关键链接技术,合理延伸产业链并循环链接,搭建基础设施和公共服务平台,创新组织形式和管理机制,实现园区资源高效、循环利用和废物“零排放”,不断增强园区可持续发展能力。

    (一)推进园区循环化改造是转变经济发展方式,实现园区可持续发展的内在要求园区是我国产业发展的集聚区,也是国民经济和地区经济发展的重要载体。但目前很多园区受到土地、资源、环境等因素的制约,可持续发展面临挑战,迫切需要加快转变发展方式,为经济持续快速发展提供有效支撑。推进园区循环化改造,用循环经济理念改造存量、构建增量,有效引导园区调整产业结构,推进产业集聚发展,培育战略性新兴产业和新的经济增长点,促进园区迈入创新驱动、自主增长的发展轨道,可实现经济快速发展、资源高效利用、生态环境改善的有机统一。

    (二)推进园区循环化改造是提高资源产出率,提升园区综合竞争力的有效途径园区是能源资源消耗的集中区域,也是节约潜力较大的区域。推进园区循环化改造,通过推进节能、节水、节地、节材,构建企业内部、企业之间的循环经济产业链,实现生产过程耦合和多联产,物尽其用,变废为宝,可以最大限度地降低园区的物耗、水耗和能耗,改变粗放的能源资源利用方式,切实提高园区的资源产出率,降低企业运行成本,对于提高园区资源产出率,提升综合竞争力具有重要意义。

    (三)推进园区循环化改造是加强环境保护,改善区域生态环境的重要措施产业园区是生产的集中区域,也是各类污染物集中产生或排放的区域。由于多方面的原因,目前一些地方的产业园区成为污染物集中排放场所,对所在区域的生态环境造成很大压力,有的甚至已对当地生态环境乃至群众的健康产生不利影响。推进园区循环化改造,变末端治理为源头减量、全过程控制,实现园区废物“零排放”,可以最大限度地减少企业入园后集中生产的环境负荷,改善生态环境质量,降低区域环境风险,减少园区与周边居民的环境纠纷,促进当地社会和谐稳定。

2. Overall Requirements, Principles and Objectives

(1) Overall Requirements

We shall comprehensively implement the scientific outlook on development, take recycling reconstruction as an effective form for various parks to accelerate the transformation of modes of economic development and adjust economic structures, and conduct overall planning of parks’ spatial layouts, adjust industrial structures, optimize resource allocation and advance the intensive utilization of park land with the aim to increase resource output and in accordance with the requirements of “layout optimization, industry chaining, enterprise agglomeration, material recycling, innovative management and intensive development”; shall press ahead with clean production, advance exchanged utilization of wastes between enterprises, gradient utilization of energy and wastewater recycling, share resources, and make common use of infrastructure, thus forming a low-consumption, low-emission, high-efficiency and recyclable modern industrial system, and reconstructing parks into model parks for the circular economy that grow rapidly, utilize resources efficiently, and have beautiful and clean environment and virtuous ecological recycling.

(2) Principles

(a) Adhering to integrating the circular economy with sharpening parks’ competitiveness. We shall, based on parks’ existing industrial structures and resource and environment endowments, give play to various advantages created by industrial agglomeration, carry out reduction, reutilization and recycling throughout recycling reconstruction, increase the efficiency in resource utilization, reduce costs, build distinctive circular economy industry chains, foster new growth points and sharpen parks’ core competitiveness.

(b) Adhering to the principle of integrating overall planning with key breakthroughs. We shall conduct overall planning of the recycling reconstruction of parks and give overall consideration to tasks of recycling construction; shall define phased reconstruction directions, emphases and objectives in regard to prominent problems and weaknesses faced in parks development, focus on designing key projects of increasing parks’ resource output, projects of chain completing and projects of public service platform construction, and strive to achieve remarkable effects within short periods.

(c) Adhering to the principle of integrating technical progress with the strengthening of management. We shall rely on progress in science and technology, take high, advanced and practical technologies as a major support for the recycling reconstruction of parks, advance key technical breakthroughs in industrial circular linkage, accomplish the transformation of resources from low-value utilization into high-value utilization and from difficult recycling to easy recycling, renovate mechanisms, strengthen management, raise the level of public management and public services in parks’ circular economy development, and accomplish optimal allocation of resources and sharing of key technologies and information.

(d) Adhering to the principle of integrating industrial development with environmental protection. We shall optimize the existing industrial restructure by adjusting regional environmental capacity, vigorously develop emerging strategic industries such as energy conservation and environmental protection, tighten energy conservation, environmental protection, safety and quality standards, tighten the approval control of new projects, strengthen the total pollutant control, make parks’ industrial development coordinated with their resources environment and parks’ development speech compatible with their environmental capacity, and accomplish the organic integration of economic benefits, social benefits and environmental benefits.

(e) Adhering to the principle of integrating market guidance with government drive. We shall give full play to the fundamental role of market in resource allocation and take enterprises as implementation subjects for recycling reconstruction of parks. Local governments shall formulate plans, perfect policies, improve regulations and standards, strengthen supervision and inspection, form effective incentive and constraint mechanisms, and guide enterprises in consciously participating in recycling reconstruction.

(3) Work Objectives

By 2015, more than 50 percent of national parks and more than 30 percent of provincial parks shall have conducted recycling reconstruction. We shall, through recycling reconstruction, enormously increase the output of major resources and land in parks, and significantly increase recycling rates of solid wastes, recycling rates of water and recycling rates of household wastes, and enormously reduce the discharge of major pollutants to basically accomplish “zero discharge”; shall foster 100 national model parks for recycling reconstruction, demonstrate and popularize an array of patterns and management modes of recycling reconstruction of parks suiting China’s national conditions, and provide models for various parks to accomplish transformation through circular economy development.

       二、总体要求、原则和目标

    (一)总体要求

    全面贯彻落实科学发展观,把循环化改造作为各类园区加快转变经济发展方式、调整经济结构的有效实现形式,以提高资源产出率为目标,按照“布局优化、产业成链、企业集群、物质循环、创新管理、集约发展”的要求,统筹规划园区空间布局,调整产业结构,优化资源配置,推进园区土地集约利用,大力推行清洁生产,推进企业间废物交换利用、能量梯级利用、废水循环利用,共享资源,共同使用基础设施,形成低消耗、低排放、高效率、能循环的现代产业体系,把园区改造成为“经济快速发展、资源高效利用、环境优美清洁、生态良性循环”的循环经济示范园区。

    (二)原则

    1.坚持发展循环经济与提高园区竞争力相结合。依据园区现有产业结构和资源环境禀赋,发挥产业集聚带来的各种优势,把循环经济减量化、再利用、资源化贯穿于循环化改造的全过程,提高资源利用效率,降低成本,构建具有特色的循环经济产业链,培育新的增长点,提高园区的核心竞争力。

    2.坚持总体规划与重点突破相结合。整体规划园区循环化改造,统筹考虑循环化改造的各项任务;同时要针对园区发展中面临的突出问题和薄弱环节,明确阶段性的改造方向、重点和目标,对提高园区资源产出率,关键补链和公共服务平台建设项目进行重点设计,力争短期内取得明显成效。

    3.坚持技术进步与强化管理相结合。依靠科技进步,把高新技术和先进实用技术作为园区循环化改造的重要支撑,推进产业循环链接的关键技术突破,实现资源由低值利用向高值利用转变,由难循环向易循环转变,同时要创新机制,强化管理,提高园区循环经济发展的公共管理和公共服务水平,实现资源优化配置和关键技术、信息的共享。

    4.坚持产业发展与环境保护相结合。基于区域环境容量调整对现有产业结构进行优化,大力发展节能环保等战略性新兴产业,严格节能、环保、安全、质量等标准,严把新上项目准入关,强化污染物总量控制,使园区内的产业发展与资源环境相协调,发展速度与环境容量相适应,实现经济效益、社会效益和环境效益的有机统一。

    5.坚持市场引导与政府推动相结合。充分发挥市场配置资源的基础性作用,以企业为园区循环化改造的实施主体。政府通过编制规划,完善政策,健全法规标准,加强监督检查,形成有效的激励和约束机制,引导企业自觉参与循环化改造。

    (三)工作目标

    到2015年,50%以上的国家级园区和30%以上的省级园区实施循环化改造。通过循环化改造,实现园区的主要资源产出率、土地产出率大幅度上升,固体废物资源化利用率、水循环利用率、生活垃圾资源化利用率显著提高,主要污染物排放量大幅度降低,基本实现“零排放”。同时培育百个国家循环化改造示范园区,示范、推广一批适合我国国情的园区循环化改造范式、管理模式,为各类产业园区通过发展循环经济,实现转型发展提供示范。

3. Major Tasks

We shall advance the recycling reconstruction of various parks in terms of spatial layout optimization, industrial restructuring, corporate clean production, public infrastructure construction, environmental protection and organization management innovation.

(1) Spatial layout rationalization

We shall, in accordance with material flow and industry relevancy, conduct overall design of park layouts or optimize park layouts, reconstruct spatial layouts of enterprises, industries and infrastructure in parks, reflect effects of industrial agglomeration and circular linkage, and accomplish the economical, intensive and high-efficiency utilization of land.

(2) Industrial structure optimization

We shall, based on regional comparative advantages in industries and resources, consider parks’ environmental bearing capacity and local development demands, focus on increasing resource output and sharpen parks’ comprehensive competitiveness, intensify the reconstruction and upgrading of traditional industries, foster and develop emerging strategic industries, and constantly adjust and optimize parks’ industrial structures.

(3) Industrial linkage recycling

We shall, under the principles of “horizontal coupling, vertical extension and circular linkage”, promote investment for industry chains and chain completing, construct and introduce key projects of industry linkage or extension, rationally extend industry chains, accomplish the end-to-end interlocking material closed cycling between projects, enterprises and industries, make the best of resources and energy, and promote the reduction, reutilization and recycling of material input and waste discharge and the recycling and harmless treatment of dangerous wastes.

(4) High efficiency in resource utilization

We shall, under the principles of reduction priority in the circular economy, practice clean production and promote source reduction; shall develop technologies of clean and high-efficiency utilization of energy and resources, conduct substitution reform of clean energy and increase the proportion of renewable energy utilization; shall promote the utilization of residual heat and pressure, exchanged utilization of wastes between enterprises and water recycling; and shall advance alternative water resources, appropriately carry out sea water desalination in coastal parks and reduce freshwater use.

(5) Pollution treatment centralization

We shall strengthen the construction, upgrading and reconstruction of centralized treatment facilities of pollution; shall foster professional waste treatment service companies and conduct centralized treatment of pollution in parks; shall strengthen the comprehensive environmental management of parks, carry out the environmental management system certification of enterprises, construct environmental treatment and management systems at different levels for parks, enterprises and products, and minimize the level of pollutant discharge.

(6) Infrastructure greening

We shall conduct the greening and recycling reconstruction of park infrastructure such as transport, water supply, power supply, lighting, communication, building and environmental protection, promote the common construction, sharing, integration and optimization of various infrastructure, reduce costs of infrastructure construction and operations, and increase operation efficiency, so as to build a to beautify parks.

(7) Standardization of operation management

We shall establish the guidance and coordination mechanism for recycling reconstruction of parks; shall construct public service facilities such as waste exchange platforms, circular economy technology R & D centers and incubation centers in parks; shall formulate and implement incentive policies for R & D and applications of circular economy technologies; formulate park access standards for enterprises and projects and investment promotion guidance catalogues, and promote investment for industry chains and chain completing; shall strengthen the law enforcement supervision of resource conservation and environmental protection by enterprises in parks; and shall carry out publicity and education, promote public participation and form a beautiful, clean and harmonious environment and atmosphere.

       三、主要任务

    要从空间布局优化、产业结构调整、企业清洁生产、公共基础设施建设、环境保护、组织管理创新等方面,推进现有各类园区进行循环化改造。

    (一)空间布局合理化

    根据物质流和产业关联性,开展园区布局总体设计或进行布局优化,改造园区内的企业、产业和基础设施的空间布局,体现产业集聚和循环链接效应,实现土地的节约集约高效利用。

    (二)产业结构最优化

    结合本区域的产业和资源的比较优势,考虑园区环境承载力和地方发展需求,围绕提高资源产出率和提高园区综合竞争力,加大传统产业改造升级力度,培育和发展战略性新兴产业,不断调整和优化园区的产业结构。

    (三)产业链接循环化

    按照“横向耦合、纵向延伸、循环链接”原则,实行产业链招商、补链招商,建设和引进产业链接或延伸的关键项目,合理延伸产业链,实现项目间、企业间、产业间首尾相连、环环相扣、物料闭路循环,物尽其用,促进原料投入和废物排放的减量化、再利用和资源化,以及危险废物的资源化和无害化处理。

    (四)资源利用高效化

    按照循环经济减量化优先的原则,推行清洁生产,促进源头减量;开发能源资源的清洁高效利用技术,开展清洁能源替代改造,提高可再生能源利用比例;推动余热余压利用、企业间废物交换利用和水的循环利用;推进水资源替代,沿海地区的园区适当开展海水淡化,减少淡水的使用。

    (五)污染治理集中化

    加强污染集中治理设施建设及升级改造。培育专业化废弃物处理服务公司,实行园区污染集中治理。强化园区的环境综合管理,开展企业环境管理体系认证,构建园区、企业和产品等不同层次的环境治理和管理体系,最大限度地降低污染物排放水平。

    (六)基础设施绿色化

    对园区内运输、供水、供电、照明、通讯、建筑和环保等基础设施进行绿色化、循环化改造,促进各类基础设施的共建共享、集成优化,降低基础设施建设和运行成本,提高运行效率,使园区生态环境优美。

    (七)运行管理规范化

    建立园区循环化改造指导协调机制;建设园区废物交换平台,以及循环经济技术研发及孵化中心等公共服务设施;制定并实施循环经济相关技术研发和应用的激励政策;制定入园企业、项目的准入标准和招商引资指导目录,实行产业链招商、补链招商;强化对园区内企业资源节约、环境保护的执法监管;开展宣传教育,促进公众参与,形成优美、清洁、和谐的环境和氛围。

4. Organization and Implementation

(1) Strengthening overall planning

All areas shall attach great importance to and take the recycling reconstruction of parks as a major move to transform the mode of development and accomplish the green, low-carbon and recycling development of parks, conduct overall planning and advance the recycling reconstruction of parks in an all-around manner. All local comprehensive administrative departments responsible for the development of the circular economy and financial departments shall strengthen overall planning and coordination, formulate local work plans for advancing the recycling reconstruction of parks in association with relevant departments, fix objectives, key tasks and advancement measures of the reconstruction, and promote and guide various parks to formulate implementation plans for the recycling reconstruction. The National Development and Reform Commission and the Ministry of Finance shall, in association with relevant departments, formulate, print and issue guidelines for the recycling reconstruction of parks.

(2) Perfecting support policies

The Central Government shall intensify financial support for key projects of recycling reconstruction of parks. All areas shall, in accordance with the requirements of the Notice of the National Development and Reform Commission, the People's Bank of China, the China Banking Regulatory Commission and the China Securities Regulatory Commission on Opinions on Investment and Financing Policy Measures for Supporting the Development of the Circular Economy (Fa Gai Huan Zi [2010] No. 801), formulate implementation plans, make full and proper use of relevant policies and intensify investment and financing support for the development of the circular economy. All areas shall study and perfect comprehensive supporting policy measures for promoting the recycling construction of parks.

(3) Renovating reconstruction modes

We shall encourage parks to introduce or foster professional companies to provide "embedded" services for waste management in parks; shall encourage parks to advance the energy conservation renovation of parks and enterprises by means of energy management contracting; shall encourage parks to renovate environmental service modes and press ahead with the specialization and socialization of construction and operations of sewage treatment and garbage disposal infrastructure; shall advance technical innovation, management mode innovation and business mode innovation, promote the organic connection of "minor recycling" inside enterprises, "medium recycling" in parks (among enterprises) and "large recycling" in the society, and give play to the overall benefits of the circular economy. The National Development and Reform Commission shall, in consultation with relevant departments, organize and establish an expert group on the recycling reconstruction of parks to provide technical service guidance for the recycling reconstruction of parks.

(4) Implementing model projects

The National Development and Reform Commission and the Ministry of Finance shall organize model projects for the recycling reconstruction of parks, select some parks with good basic conditions and great reconstruction potential for model and pilot recycling reconstruction and give them necessary financial support. All local comprehensive administrative departments responsible for the development of the circular economy and financial departments shall, in light of local actualities, support an array of key parks in model recycling reconstruction.

(5) Strengthening supervision and inspection

All local comprehensive administrative departments responsible for the development of the circular economy shall, in accordance with the Circular Economy Promotion Law, urge various parks to organize enterprises for recycling to promote the development of the circular economy. The National Development and Reform Commission and the Ministry of Finance shall, in consultation with relevant departments, supervise the recycling reconstruction of parks in all areas and evaluate effects of recycling reconstruction of parks; shall give priority to areas that work effectively in arranging model projects for recycling reconstruction of parks and key projects; and shall preferentially determine parks that achieve remarkable effects in recycling reconstruction as "national model parks for the circular economy" and strengthen publicity and promotion.

Accelerating the recycling reconstruction of parks plays an important role in the development of the circular economy, and efforts should be made to produce practical effects. All local comprehensive administrative departments responsible for the development of the circular economy and financial departments shall strengthen surveys, carefully summarize the experience in the recycling reconstruction of parks, popularize good practices, carefully study and solve new arising situations and problems, and duly offer opinions and suggestions to the Department of Resource Conservation and Environment Protection of the National Development and the Department of Economic Construction Reform Commission and the Ministry of Finance.

       四、组织实施

    (一)加强统筹规划

    各地要高度重视,把园区循环化改造作为转变发展方式、实现园区绿色低碳循环发展的重要抓手,统筹规划,全面推进。各地方循环经济发展综合管理部门、财政部门要加强统筹协调,会同有关部门制定本地区园区循环化改造的推进工作方案,确定改造的目标、重点任务和推进措施,并推动、指导各类园区制定循环化改造实施方案。国家发展改革委、财政部将会同有关部门编制印发园区循环化改造指导指南。

    (二)完善支持政策

    中央财政资金将加大对园区循环化改造重点项目的支持力度。各地要按照国家发展改革委、人民银行、银监会、证监会《关于支持循环经济发展的投融资政策措施意见的通知》(发改环资[2010]801号)要求,制定实施方案,用足用好有关政策,加大对循环经济发展的投融资支持力度。各地要研究完善促进园区循环化改造的综合配套政策措施。

    (三)创新改造模式

    鼓励园区引进或培育专业化公司为园区废物管理提供“嵌入式”服务。鼓励园区采取合同能源管理方式推进园区及企业节能改造。鼓励园区创新环境服务模式,积极推进污水、垃圾处理等基础设施建设和运行的专业化、社会化。推动技术创新、管理模式和商业模式创新,促进企业内部“小循环”、园区(企业间)“中循环”与社会“大循环”的有机衔接,发挥循环经济整体效益。国家发展改革委将会同有关部门组织成立园区循环化改造专家组,对各园区开展循环化改造提供技术服务指导。

    (四)实施示范工程

    国家发展改革委、财政部将组织开展园区循环化改造示范工程,选择一些基础条件好、改造潜力大的园区进行循环化改造示范试点,并给予必要的资金支持。各地方循环经济发展综合管理部门、财政部门要结合本地区实际,支持推动一批重点园区进行循环化改造示范。

    (五)强化监督检查

    各地循环经济发展综合管理部门要依据《循环经济促进法》,督促各类园区组织区内企业进行资源化利用,促进循环经济发展。国家发展改革委、财政部将会同有关部门对各地推进园区循环化改造工作进行督导,对园区循环化改造成效开展评估。对工作开展较好的地区在园区循环化改造示范工程、重点项目安排等方面优先考虑,对循环化改造成效明显的园区,国家发展改革委、财政部将其优先确定为“国家循环经济示范园区”,并加强宣传推广。

    加快园区循环化改造,是发展循环经济的重要阵地,要抓紧抓好,切实抓出成效。各地循环经济发展综合管理部门、财政部门要加强调研,认真总结园区循环化改造的经验,推广好的做法,对出现的新情况、新问题要认真研究解决,并及时向国家发展改革委(环资司)、财政部(经建司)提出意见和建议。
