To the Ministry of Agriculture:

This is to acknowledge our receipt of your Letter of Application for Adjusting Charging Standard for Testing and Inspecting Agricultural Machinery Products (Nong Cai Han [2008] No. 1). After discussion, we hereby issue the following notice concerning the standard and related issues:

    农业部:

    你部《关于申请调整农机产品测试检验收费标准的函》(农财函[2008]1号)收悉。经研究,现将农机产品测试检验收费标准及有关问题通知如下:

1. When the general station for agricultural machinery testing and evaluation under the Ministry of Agriculture responsible for testing and evaluation of agricultural machinery at the ministerial-level or any of the professional stations passing the ministerial capacity identification or any of the provincial testing and evaluation stations is authorized by a manufacturer or seller to conduct the testing of the applicability, safety and reliability of the agricultural machinery products sold or manufactured by such manufacturer or seller, it shall collect charges according to the standard as stipulated in the Charging Standard for Testing and Inspecting Ministerial-level Agricultural Machinery Products as attached hereto.

       一、承担部级农业机械试验鉴定工作的农业部农业机械试验鉴定总站及通过部级鉴定能力认定的专业站、省鉴定站,受农业机械生产者或者销售者委托,对其定型生产或者销售的农业机械产品进行适用性、安全性和可靠性检测时,收取的农机产品测试检验费收费标准,按附件《部级农机产品测试检验收费标准》规定执行。

2. The charging unit shall apply for a Charging License with the designated competent pricing department as stipulated, and use separate note, based upon respective financial relationship, printed by the Ministry of Finance and financial sectors at different levels of province, autonomous region, and municipality directly under the Central Government.

       二、收费单位应按规定到指定的价格主管部门申领收费许可证,并按财务隶属关系分别使用财政部和省、自治区、直辖市财政部门统一印制的票据。

3. Charges for testing and inspecting agricultural machinery products collected by the general station for agricultural machinery testing and evaluation shall be handed over to the Central Treasury to be included in the central budget administration according to the measures stipulated in the reformed revenue collection and payment administrative system by the Ministry of Finance. Charges collected by the professional station passing the ministerial capacity identification or by the provincial testing and evaluation station shall go to the provincial Treasury to be included in the provincial budget administration according to measures set forth by the provincial financial department. All these charges shall be recorded in List No. 19 of "Charges from Testing and Inspecting Agricultural Machinery Products" of Item No. 44 of "Agricultural Administrative Charges", Paragraph No. 04 of "Administrative Charges", Category No. 103 of "Non-tax Income" under column of "Classification of Public Income and Expenditure Subject".

       三、农业机械试验鉴定总站收取的农机产品测试检验费缴入中央国库,纳入中央财政预算管理,具体缴库办法按照财政部收入收缴管理制度改革的规定执行。通过部级鉴定能力认定的专业站、省鉴定站收取的农机产品测试检验费缴入省级国库,纳入省级财政预算管理,具体缴库办法按照省级财政部门规定执行。农机产品测试检验费收入在“政府收支分类科目”列第103类“非税收入”04款“行政事业性收费收入”44项“农业行政事业性收费收入”19目“农机产品测试检验费”。

4. This Notice shall come into effect on the date of promulgation. However, during the period between the early of 2008 and the date of the promulgation of this Notice, the charges for testing and inspecting the agricultural machinery products shall be subject to the standard stipulated in document Fa Gai Jia Ge [2006] No. 194.

       四、本通知自发布之日起执行。2008年初至本通知发布之日期间的农机产品测试检验费收费标准仍按发改价格[2006]194号文执行。
