"Twelfth Five-Year" National Action Plan for Energy Conservation and Emission Reduction

With a view to implementing the Notice of the State Council on Printing and Distributing the "Twelfth Five-Year" Plan for Comprehensive Work of Energy Conservation and Emission Reduction (Guo Fa [2011] No. 26) and the guiding principles of the speech of Premier Wen Jiabao at the National Teleconference on the Work of Energy Conservation and Emission Reduction, further deepening national actions for energy conservation and emission reduction, and fully arousing the society's enthusiasm on participating in energy conservation and emission reduction, the National Development and Reform Commission, in association with the Propaganda Department of the CPC Central Committee, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Agriculture, the Government Offices Administration of the State Council, All China Federation of Trade Unions, the Central Committee of the Chinese Communist Youth League, All-China Women's Federation, the China Association for Science and Technology, the General Logistics Department of the People's Liberation Army, the General Office of the NPC Standing Committee, the General Office of the CPPCC National Committee, the Ministry of Finance, the Ministry of Environmental Protection, the State-owned Assets Supervision and Administration Commission and the Government Offices Administration Directly under the CPC Central Committee, formulated the national action plan for energy conservation and emission reduction, organized ten special actions for energy conservation and emission reduction, such as family and community, youth, enterprise, school, barracks, countryside, government institution, science and technology, popular science and media, extensively mobilized the society to participate in energy conservation and emission reduction in forms such as model demonstration, special activities, exhibition and display, job creation and rationalized proposals, and advocated civilized, economical, green and low-carbon means of production, consumption patterns and living habits.

1. Family and Community Action for Energy Conservation and Emission Reduction

Families and communities are social foundations and grass-roots organization forms, as well as major forces to promote energy conservation and emission reduction in the society. We shall publicize the concept of energy conservation and environmental protection, advocate green life, form saving habits, change concepts and behaviors incompatible with energy conservation and emission reduction in family life, affect communities through families and drive the society to participate in energy conservation and emission reduction through communities. Major activities include:

(1) Establishing the new concept of green and low-carbon family life and consumption. We shall continue carrying out low-carbon activities in women and families, intensively publicize and popularize the knowledge of energy conservation and emission reduction and low carbon; shall call on families to practice low-energy, low-consumption, low-expenditure, low-price and low-carbon lifestyle; shall advocate thrift, oppose to food consumption, reduce use of plastic shopping bags and disposable goods, and resist excessive commodity packaging; and shall guide family members in starting from themselves, families and details to form the living concept and consumption pattern of conserving resources and protecting ecological environment.

(2) Carrying out thematic activities of energy conservation and emission reduction. We shall continue doing "15 things under the family low-carbon plan" and popularize them in communities and families; shall carry out the campaign of low-carbon green travel activities and call on women and family members to travel on foot, by bicycle and by bus rather than by motor vehicle; shall carry out energy conservation and emission reduction invention competitions in communities and families, and popularize inventions with novel design and prominent effects in families nationwide; shall carry out the thematic activity of "thrifty, civilized and healthy diet" and advocate the concept of saving food and moderate consumption; and shall organize experience exchanges on energy conservation and emission reduction in community residents and guide community residents in garbage sorting and recycling.

(3) Thoroughly carrying out energy conservation and emission reduction publicity and education among families and communities. We shall intensively publicize the family and community action for energy conservation and emission reduction, and extensively publicize advanced models and deeds; shall organize relevant experts for tour lectures on the fashion life of low-carbon families in model cities and communities, and pertinently carry out work such as instruction, demonstration and consultation; shall hold relevant lectures on low-carbon life in the form of modern women lecture to introduce tips on energy conservation and environmental protection; shall construct and perfect energy conservation and emission reduction community platforms, and put up slogans, posters and banners of energy conservation and emission reduction and low-carbon life on carriers such as bulletin boards and blackboards in communities and neighborhoods; shall distribute publicity materials and low-carbon science books to community residents to introduce and publicize the knowledge of daily energy conservation and environmental protection; and shall publicize energy conservation and emission reduction and low-carbon life by virtue of CCTV column "Happy Family".

(4) Selecting and establishing energy conservation and environmental protection families. We shall select and establish families and individuals that make remarkable contributions in the family and community action for energy conservation and emission reduction as "energy conservation and environmental protection families"; shall intensively publicize advanced deeds of such families, give play to their model role and establish a social style. Organizers: All-China Women's Federation, National Development and Reform Commission; supporters: China Women's Press Association, National Energy Conservation Center, China Energy Conservation Association.

2. Youth Action for Energy Conservation and Emission Reduction

Youths are the fresh troops of modernization, the future and hope of the nation, and an integral part of facilities and the society currently. Guiding youths in participating in energy conservation and emission reduction will help youths grow into active advocates and firm practitioner of energy conservation and emission reduction and drive their family members to participate in energy conservation and emission reduction through youths' behavior. We shall give full play to youths' enthusiasm and creativity, promote green concept, pioneer the practice of energy conservation and take part in energy conservation and emission reduction. Major activities include:

(1) Mobilizing youths to take active part in the practice of energy conservation and emission reduction. We shall carry out activities such as youth civilization conservation demonstration action and youth environment-friendly messenger action; shall carry out energy conservation and emission reduction education among juveniles and children, and continue with resource conservation activities focusing on saving a drop of water, a piece of paper, a grain of rice and a kilowatt-hour of electricity; shall continue deepening the action of protecting the mother river; and shall conduct afforestation by donating and planting giving trees and memorial trees (woods) and protect the ecological environment of rivers to build green homes.

(2) Carrying out energy conservation and emission reduction volunteer activities. We shall carry out activities of community demonstration by energy conservation and emission reduction volunteer to publicize the knowledge of energy conservation and emission reduction and teach skills in energy conservation and emission reduction; shall carry out green campus energy conservation volunteer activities, guide young students in initiatively turning off ever-burning lamps in empty classrooms to reduce school energy consumption, and guide young students in starting from little things around and striving to be energy conservation guards.

(3) Intensifying energy conservation and emission reduction publicity and education among youths. We shall set up bulletin boards in fronts of activities of the Communist Youth League and Young Pioneers, and intensively publicize the knowledge of energy conservation and emission reduction by using Newspapers of young people and school children, and the websites of the Communist Youth League and Young Pioneers; shall intensify energy conservation and emission reduction by virtue of elements such as emotion, art and fashion, and by using the means and carriers favored by youths such as Internet, mobile phone, animation & cartoon, short video and mobile media to expand the publicity of energy conservation and emission reduction; shall crate art works such as nursery rhythm, animation & cartoon, story, stage play and Chinese opera, design wall map, posters, stationery and toy favored by juveniles and children, and publicize the knowledge of energy conservation and environmental protection; and shall guide youths in fully realizing the importance and urgency of energy conservation and emission reduction, enhance the concept of energy conservation, establish the awareness of environmental protection, and strengthen the sense of responsibility and consciousness of participating in energy conservation and emission reduction.

(4) Selecting and establishing young models of energy conservation and emission reduction. We shall incorporate individuals with extraordinary performance in the youth action for energy conservation and emission reduction into the existing commendation system; shall carrying out the activity of selecting and granting "Mother River Protection Award"; and shall give play to the incentive role of "Eagle Medals" to guide young pioneers to vie for "environmental protection medal". 3. Enterprise Action for Energy Conservation and Emission Reduction

Enterprises are the largest subjects of energy consumption and pollution discharge and the main forces of energy conservation and emission reduction, employees are the main strength of energy conservation and emission reduction, and the effects of corporate energy conservation and emission reduction determine the success or failure of the society's energy conservation and emission reduction. We shall mobilize all corporate employees to start from jobs, themselves and details, and actively devote themselves to energy conservation and emission reduction. Major activities include.

(1) Continuing with activities of contributing to energy conservation and emission reduction. We shall extensively carry out activities such as technical innovation, job drill, technical contest and technical training among employees, and constantly improve employees' technical level and capabilities of energy conservation and emission reduction; shall organize employees for energy conservation and emission reduction contests focusing on small innovations, small renovations, small designs, small suggestions and small inventions, and promote the compliance of energy conservation and emission reduction in key industries; shall intensively develop and popularize new technologies, new processes, new materials and new equipment with the theme of energy conservation and emission reduction, select, award and popularize employees' outstanding technical achievements in energy conservation and emission reduction, and actively advance the technical progress of enterprises.

(2) Thoroughly advancing the action of volunteer supervisors for energy conservation and emission reduction. We shall strengthen the building of volunteer employee supervisor teams, propel all enterprises in the country to assign volunteer supervisors and strive to develop one million volunteer supervisors in the "Twelfth Five-Year" period; and shall intensify volunteer supervisor training, create conditions for their work, summarize and exchange the working experience of volunteer supervisors for energy conservation and emission reduction, give full play to the important role of volunteer supervisor in urging enterprises to implement measures for energy conservation and emission reduction, and promote enterprises to achieve objectives of energy conservation and emission reduction.

(3) Actively organizing employees to participate in corporate energy conservation and emission reduction. We shall organize employees to participate in corporate management and supervision, and give full play to the role of democratic management of employees in energy conservation and emission reduction. Corporate labor unions shall take energy conservation and emission reduction as one of the important contents of employee representative congresses, give play to employees' initiative and creativity, and contribute to exploring the capacity of energy conservation and emission reduction.

(4) Carrying out the central enterprise model action in energy conservation and emission reduction. Central enterprises shall take the lead in performing social responsibilities and play a modeling role in energy conservation and emission reduction. We shall thoroughly carry out activities of building conservation-oriented enterprises among central enterprises; shall continue perfecting systems of organization and management, statistics and monitoring, assessment, reward and punishment of energy conservation and emission reduction of central enterprises, improve the level of refined management of production operations of central enterprises, and comprehensively deepen the benchmarking of the energy consumption level and pollutant discharge intensity of central enterprises; and shall intensify the R & D and popularization of new technologies and processes of central enterprises in energy conservation and emission reduction.

(5) Carrying out activities of corporate energy conservation and emission reduction publicity and education. We shall make use of publicity fronts to publicize relevant state laws, regulations and policies on energy conservation and emission reduction, carry out environmental crisis education, and constantly enhance employees' awareness of capacity hazards, crisis and responsibility; shall carry out diverse forms of energy conservation and emission reduction training targeting persons in charge of enterprises, enterprises' energy conservation and environmental protection staff and frontline production staff, improve training quality and ensure training effects. Organizers: All China Federation of Trade Unions, State-owned Assets Supervision and Administration Commission, National Development and Reform Commission, Ministry of Environmental Protection; supporters: Chinese Workers' Technical Association, Chinese Workers Science and Technology Weekly, National Energy Conservation Center, China Energy Conservation Association, Center for Environmental Education & Communications of the Ministry of Environmental Protection of China, etc.

4. School Action for Energy Conservation and Emission Reduction

Schools are the cradle of the society and the most important part of national education, and play an irreplaceable role in establishing students' concept of energy conservation and environmental protection. While advancing campus energy conservation and emission reduction, we shall actively carry out thematic class education and social practice focusing on energy conservation and emission reduction and green life, create the campus culture of energy conservation and emission reduction, guide students in developing the awareness and habit of green life and thrift. Major activities include:

(1) Deepening the basic education of energy conservation and environmental protection. We shall further popularize energy conservation and emission reduction in relevant subjects and courses of elementary and secondary schools and secondary vocational schools; shall advance the professional education of energy conservation and environmental protection, and strengthen energy conservation and emission reduction education among non-environment majors in higher vocational colleges, higher technical schools and regular institutions of higher learning; shall encourage all areas and schools to disseminate knowledge of energy conservation and environmental protection, new energy and sustainable development by opening local courses and school courses with regional features in light of actualities, and to constantly cultivate students' awareness of energy conservation and emission reduction and establish their sense of sustainable development through main class channels; and shall, in accordance with local conditions, carry out activities related to energy conservation and emission reduction, such as special lecture, research learning and skill contest.

(2) Building an array of cyclic economy education demonstration bases. We shall advance the cyclic economy education and scientific knowledge popularization, and extensively carry out activities of cyclic economy education and knowledge popularization among young students; shall build an array of advanced and well-managed cyclic economy education demonstration bases with strong demonstration effects and prominent features of the cyclic economy in the country; and shall work out plans for cyclic use of textbooks throughout the country in accordance with the trial system of free textbooks in rural compulsory education.

(3) Continuing to carry out the youth scientific investigation experience activities. We shall fulfill tasks and requirements of the action for scientific quality of minors; shall continue to carry out the youth scientific investigation experience activities with themes of saving food, cherishing the water of life and my low-carbon life, with the aim of enhancing the scientific quality of youths, with the methods of scientific investigation, scientific experience and scientific research, and based on requirements of scientific courses of elementary and secondary schools and comprehensive practical activities. Activities shall have distinct themes, rich content and diverse forms, and are conducive to developing minors' innovation capability and practice capability and to enhancing minors' comprehensive quality. 5. Barracks Action for Energy Conservation and Emission Reduction

Armies are groups consuming social resources, and army resource conservation is an integral part of social energy conservation and emission reduction. The army and the armed police forces shall focus on advancing the standard development of conservation-oriented modes of supply guarantee, consumption and training, the massive popularization of new energy-saving technologies and products and the in-depth development of conservation activities of the mass, and basically form a conservation-oriented barracks mode that meets the requirements of the times and has the military characteristics.

(1) Innovatively developing the conservation-oriented modes of supply guarantee, consumption and training. We shall advance base training, carry out the training ground resources survey and construct 100 large training grounds for unified construction and sharing; shall optimize fund guarantee and management and vigorously compress administrative consumable expenses; shall practice conservation of military supplies and oil, intensify compulsory purchase of energy-conserving and environment-friendly products, forbid purchasing and using high-consumption, low-efficiency and non-environment-friendly products explicitly forbidden by the State, and recover obsolete military uniforms; shall perfect the sharing and administration of medical and health resources; shall intensify the coordinated use of military and local transport capacity, improve transport efficiency and strengthen the administration of use and maintenance of vehicles and ships; and shall deepen the administration of construction of modern barracks, utilize military land resources in a coordinated and planned manner, steadily advance the integration of real estate resources, and progressively establish platforms for statistics, monitoring and supervision of barracks energy consumption.

(2) Vigorously conducting key energy conservation projects. We shall organize to conduct an array of key energy conservation projects such as military building energy conservation projects, office, production and life energy conservation projects, military oil energy conservation projects, renewable energy utilization projects, simulation technology projects, IT projects and equipment energy conservation projects, and improve the army' capabilities of energy conservation and emission reduction; and shall vigorously carry out energy management contracting and organize the implementation of demonstration projects in energy management contracting.

(3) Deepening and perfecting relevant systems. We shall strengthen system building, formulate policies and regulations on military energy conservation and perfect the legal system of military resource conservation; and shall strengthen the building of the statistical and assessment system, establish the complete and auxiliary statistical indicator and statistical evaluation mechanism for resource conservation that links headquarters, large entities and troops, and perfect the system of statistics, assessment and notification.

(4) Carrying out thematic activities. We shall thoroughly carry out various conservation activities among the mass and various energy conservation skill contests such as "eight conservations and one compression", "anti-food waste" and "famous keepers, good managers, small experts", establish the normalized mechanism of assessing fuel conservation demonstration entities, fuel conservation pacesetters and "red flag car squads and red flag car drivers".

(5) Thoroughly carrying out publicity and education. We shall intensify the daily publicity of resource conservation, incorporate resource conservation publicity into the army's regular education and regular management, as well as the annual major thematic publicity activities, and establish the normalized publicity and education mechanism; shall make full use of various channels and media, extensively, deeply and persistently publicize the principles, policies, decisions and arrangements of the CPC Central Committee, the State Council and the Military Commission of the CPC Central Committee, and publicize the achievements, experiences and practices of military resource conservation; shall build military resource conservation work nets, and organize internet user topics on www.chinamil.com.cn and army websites to create strong publicity momentum. 6. Rural Action for Energy Conservation and Emission Reduction

China is a large agricultural country, so advancing agricultural and rural energy conservation and emission reduction is conducive to optimizing the energy structure and alleviating the pressure on the national energy; to reducing agricultural non-point source pollution and alleviating environmental pressure; and to transforming the mode of agricultural development and accelerating the development of modern agriculture. We shall actively guide farmers to participate in energy conservation and emission reduction, and advocate low-carbon production and life styles. Major activities include:

(1) Carrying out rural activities of energy conservation and emission reduction. We shall focus on popularizing the Ten Technologies in Agricultural and Rural Energy Conservation and Emission Reduction, provide technical consultation, publicity training and production guidance among village residents, implement national policies for energy conservation and emission reduction, popularize technologies and products applicable to agricultural and rural energy conservation and emission reduction, and help farmers establish the new concept of energy conservation and emission reduction to make farmers become real subjects of energy conservation and emission reduction.

(2) Spreading clean agricultural production technologies. We shall promote the transformation of rural livestock and poultry waste, crop straw, production waste and sewage into fertilizer, feed or fuel to accomplish the unity of economy, ecology and social benefit; shall integrate and popularize practical technologies and engineering measures for water conservation, fertilizer conservation and energy conservation to purify water sources, farmlands and courtyards, accomplish production development, wealthy life and good ecology, progressively change actualities of dirtiness, chaos and poorness in the countryside, and promote the building of a new energy-conserving and environment-friendly countryside.

(3) Developing the low-carbon rural lifestyle. We shall popularize technologies for rural renewable energy development and utilization such as biogas, biomass, solar energy and wind energy to upgrade firewood-conserving and coal-conserving stoves, popularize high-efficiency low-emission energy-conserving stoves, improve interior air quality in the countryside and improve farmers' living standards.

(4) Thoroughly carrying out publicity and training on energy conservation and emission reduction. We shall further intensify publicity and training on energy conservation and emission reduction, and incorporate it into the key agricultural and rural economic work in the "Twelfth Five-Year" period; make full use of various media to intensify publicity and hold diverse forms of training to strengthen farmers' consciousness of conserving resources and protecting environment, and create favorable social atmosphere for agricultural and rural energy conservation and emission reduction. 7. Government Action for Energy Conservation and Emission Reduction

Government institutions are models of social behavior and public morality, their behavior draws extensive social attention, and degree of government institutions' attention to energy conservation and emission reduction will have significant impact on public concepts. Government institutions at all levels shall fully realize the importance of energy conservation and emission reduction, reduce energy and resource consumption of government offices by thoroughly advancing the building of conservation-oriented government offices, and practically give play to the model role of government institutions to guide and drive the society to make great efforts in energy conservation and emission reduction. Major activities include:

(1) Carrying out green office activities. We shall advocate using air-conditioners for an hour less in peak hours of power consumption every day, and close doors and windows while using air-conditioners; shall use natural light in daily work, and turn off lights when leaving office areas including meeting rooms; shall popularize green office supplies including energy-conserving and environment-friendly pencils and recycled paper in government institutions in the country; shall carry out the activity of zero standby power consumption, and popularize new technologies and products for reducing standby power consumption such as energy-conserving sockets; shall solicit energy conservation experiences and ideas in daily work, and popularize excellent experiences and ideas in government institutions throughout the country; and shall advocate the elevators in high-rise buildings operate by section or stop every two floors, and elevator users walk up or down between neighboring floors, to try to reduce unreasonable use of elevators.

(2) Carrying out green travel activities. We shall duly update vehicle purchase plans based on equipment standards and quotas of official vehicles, and forbid any purchase of official vehicles that exceed the above standards or quotas; and shall increase the proportion of vehicles with small & medium displacement and clean energy vehicles among new official vehicles. Official vehicles of government institutions in the country shall run a day less every week based on last plate numbers, and pilot activities of official bicycles shall be carried out. Staff of government offices shall drive cars a day less every month, and the "135" travel plan (walking on foot within a radius of a kilometer, riding bicycles within a radius of three kilometers and taking public means of transport within a radius of five kilometers) shall be advocated. Efforts shall be stepped up to advance the reform of the official vehicle system.

(3) Carrying out resource recycling activities. We shall practice official vehicle recovery and replacement by manufacturers; shall carry out recycling of obsolete computers, printers, batteries, lamp tubes, newspapers and packages; shall organize entities whose conditions permit to recycle kitchen waste; and shall perfect channels of resource recycling and establish the long-acting mechanism of resource recycling.

(4) Carrying out publicity and education activities on energy conservation in government institutions. We shall organize and carry out activities such as "energy shortage experience", "economization" and "anti-food waste"; shall publicize and popularize the knowledge of energy conservation and environmental protection in diverse forms such as knowledge contest, essay solicitation and special lecture to raise the energy conservation awareness of staff of government institutions; shall extensively publicize achievements and prominent effects of government institutions in energy conservation and emission reduction, and give full play to the guiding and model role of government institutions; shall carry out pilot release of energy consumption information and energy efficiency level of government institutions, and make public the energy consumption information and energy efficiency level of entities on portal websites, to accept social supervision. 8. Scientific and Technological Action for Energy Conservation and Emission Reduction

Science and technology is the major support to the nationwide action for energy conservation and environmental protection. The work objective of the nationwide scientific and technological action for energy conservation and emission reduction is developing a series of tools for improving the capacity for nationwide energy conservation and environmental protection, popularizing technical achievements applicable to nationwide energy conservation and environmental protection, and carrying out the scientific and technological demonstration of nationwide energy conservation and environmental protection based on common technical requirements for building the capacity for nationwide energy conservation and environmental protection. We shall focus on the transformation and application of scientific and technological achievements, and raise the public's science and technology awareness and capability of energy conservation and environmental protection, thereby creating favorable atmosphere for carrying out energy conservation and environmental protection by science and technology in the society. Major activities include:

(1) Developing scientific and technological toolkits for nationwide energy conservation and environmental protection. We shall, based on the public demand for identifying the energy conservation and environmental protection capacity of each behavior, organize experts to measure and account capacity data of energy conservation and environmental protection of major daily activities of the public, develop the "basic information database for nationwide energy conservation and environmental protection capacity" and establish the "nationwide energy conservation and environmental protection science and technology information net"; shall develop and perfect Internet software "low-carbon life calculator", and publicize and popularize the software to give further play its rile in quantitatively reflecting the capacity data of public energy conservation and environmental protection; shall organize experts to single out domestic and overseas tips for energy conservation and emission reduction, establish the database of "tips for nationwide energy conservation and emission reduction" and shall formulate scientific and technological manuals for nationwide energy conservation and emission reduction.

(2) Popularizing technical achievements applicable to energy conservation and emission reduction. We shall further single out technical achievements in the implementation of scientific and technological plans applicable to nationwide energy conservation and emission reduction, and develop and perfect the database of technical achievements applicable to nationwide energy conservation and emission reduction; and shall hold presentations on technical achievements in energy conservation and emission reduction based on annual "science and technology week" and "science and technology train" to intensify the popularization of technical achievements in energy conservation and emission reduction.

(3) Organizing and carrying out the comprehensive scientific and technological demonstrations of energy conservation and emission reduction. We shall, based on scientific and technological demonstration platforms such as national sustainable development experiment zones, national high-tech development zones and national spark technology concentration zones, select some 20 counties, cities and districts with good foundation to carry out diverse activities of comprehensive scientific and technological demonstration of nationwide energy conservation and emission reduction.

(4) Constructing the energy conservation and emission reduction technology service system. We shall strengthen the building of energy conservation and emission reduction expert teams, and advance the construction and development of public service platforms of energy conservation and emission reduction technologies; shall cultivate the energy conservation and emission reduction technology service market, and give full play to the role of productivity promotion centers and technical agencies in energy conservation and emission reduction technology service; and shall encourage and guide private capital to invest in building public technical platforms and scientific and technological cooperation consultation and service platforms, to offer small and medium-sized enterprises with professional technical services such as R & D, test and inspection. 9. Popular Science Action for Energy Conservation and Emission Reduction

Advanced and practical technical achievements and knowledge need to be popularized in the society. We shall publicize scientific and technological ideas and knowledge to the society, introduce advanced and practical technologies of and achievements in energy conservation and emission reduction, and popularize practical experience, advanced models and tips of energy conservation and emission reduction, to improve the public's capacity for public energy conservation and emission reduction. Major activities include:

(1) Developing and integrating popular science resources of energy conservation and emission reduction. We shall organize the development of popular science resources themed "energy conservation and emission reduction" such as exhibition, wall map, book, film and television, brochure, online video and online game; shall implement the support program for popular science creation, and support outstanding popular science creation teams, popular science resource construction bases, and scientific and technological workers; shall develop popular science exhibits themed "energy conservation and emission reduction"; shall advance transformation of achievements in scientific and technological innovation into popular science resources such as popular science materials, popular science films and televisions and popular science books; and shall solicit and promote outstanding popular science resources, integrate, collect and package quality popular science resources, and extensively promote and use them.

(2) Holding exhibitions on popular science of energy conservation and emission reduction. We shall give play to the role of scientific and technological museums, science popular education bases and grass-roots science popular infrastructure, and hold diverse exhibitions and education activities that facilitate the public's participation with the theme of "energy conservation and emission reduction"; shall implement the China mobile science and technology museum project, and carry out popular science exhibition tours on energy conservation and emission reduction in some medium and large-sized cities; and shall set more contents on popular science publicity of energy conservation and emission reduction in mobile popular science such as popular science caravan.

(3) Carrying out activities of popular science of energy conservation and emission reduction. We shall set up areas for activities of energy conservation and emission reduction during the National Popular Science Day or the popular science activities during annual conferences of the China Association for Science and Technology to publicize the relevant knowledge of popular science in building a conservation-oriented and environment-friendly society; shall introduce science and technology museum activities focusing on energy conservation and emission reduction and popular science caravans to campus, and educate youths in popular science of energy conservation and emission reduction; and shall carry out diverse popular science activities close to residents in communities, such as popular science lecture.

(4) Extensively carrying out popular science publicity of energy conservation and emission reduction. We shall open columns of popular science publicity in cooperation with relevant media such as TV stations, radio stations, newspapers and periodicals, and websites to introduce the relevant popular science knowledge of building a conservation-oriented and environment-friendly society; shall add the content of energy conservation and emission reduction to the TV program of "Popular Science Caravan"; shall give play to the role of China Digital Science and Technology Museum, to provide the public with online digital popular science resources and information services of energy conservation and emission reduction; and shall make use of community bulletin boards on popular science to publicize the popular science of energy conservation and emission reduction. 10. Media Action for Energy Conservation and Emission Reduction

Press publicity of energy conservation and emission reduction is an important content of economic publicity that shall be planned and arranged elaborately, the press shall be organized to intensify publicity to fully reflect measures for and effects of energy conservation and emission reduction and provide strong public support in opinions for energy conservation and emission reduction. Major activities include:

(1) Publicizing and reporting laws, regulations and policies on energy conservation and emission reduction. We shall publicize the importance and urgency of energy conservation and emission reduction and guide the cadres and the masses to take active part in energy conservation and emission reduction.

(2) Publicizing and reporting the progress of energy conservation and emission reduction. We shall report all areas' advanced experiences and practices of focusing on adjusting and optimizing the industry structure to promote energy conservation and emission reduction, and advancing energy conservation and emission reduction through technological innovation and technical progress; shall publicize and report the progress of energy conservation and emission reduction in the "Twelfth Five-Year" period; and shall duly report the achievements of energy conservation and emission reduction work of all areas and departments.

(3) Publicizing and reporting energy conservation and emission reduction in key fields and key energy conservation and emission reduction projects. We shall report the progress of key energy conservation projects, key pollution emission reduction projects and key cyclic economy projects; shall report the reasonable control of total energy consumption in all industries, and the situation of energy conservation and emission reduction in fields such as industry, building, transport, agriculture and countryside, commerce and civil engineering, and public institutions.

(4) Strengthening publicity and education of energy conservation and emission reduction. We shall organize thematic publicity activities such as National Energy Conservation Week and World Environment Day, and strengthen daily publicity and education of energy conservation and emission reduction.

(5) Strengthening and improving public opinion supervision. We shall assist ministries and commissions in carrying out supervision and inspection activities, select typical cases for legal public opinion supervision over phenomena such as initiating projects in violation of regulations and failing to implementing policy measures for energy conservation and emission reduction, advocate civilized, economical, green and low-carbon means of production, consumption patterns and living habits. All areas and departments such as organizers like Propaganda Department of the CPC Central Committee and National Development and Reform Commission and supporters like People's Daily, Xinhua News Agency, Guangming Daily, Economic Daily, China National Radio, China Central Television, National Energy Conservation Center and China Energy Conservation Association, shall fully realize the great importance of mobilizing the nation to participate in energy conservation and emission reduction, and strengthen the sense of urgency and the sense of responsibility. Development and reform commissions and departments of economy and informatization shall strengthen guidance and coordination to the local action for energy conservation and emission reduction in association with relevant departments and entities. Financial departments shall, as appropriate, give appropriate support to the nation action for energy conservation and emission reduction to promote all activities to be carried out in an orderly manner. All departments that organize special activities shall, based on division of respective responsibilities, in combination with departments in charge, refine action plans, deploy annual tasks, give full play to the role of entities that offer technical support, and drive the society to participate in energy conservation and emission reduction to create favorable social atmosphere and contribute to the accomplishment of the objective of energy conservation and emission reduction in the "Twelfth Five-Year" period.

“十二五”节能减排全民行动实施方案

   为贯彻落实《国务院关于印发“十二五”节能减排综合性工作方案的通知》（国发〔2011〕26 号）和温家宝总理在全国节能减排工作电视电话会议上的讲话精神，进一步深化节能减排全民行动，充分调动全社会参与节能减排的积极性，国家发展改革委会同中宣部、教育部、科技部、农业部、国管局、全国总工会、共青团中央、全国妇联、中国科协、解放军总后勤部、全国人大常委会办公厅、全国政协办公厅、财政部、环境保护部、国资委、中直管理局共同制定了节能减排全民行动方案，组织开展家庭社区、青少年、企业、学校、军营、农村、政府机构、科技、科普和媒体等十个节能减排专项行动，通过典型示范、专题活动、展览展示、岗位创建、合理化建议等多种形式，广泛动员全社会参与节能减排，倡导文明、节约、绿色、低碳的生产方式、消费模式和生活习惯。

   一、节能减排家庭社区行动

   家庭、社区是社会的基础和基层组织形态，是推动社会节能减排的重要依靠力量。宣传节能环保理念，倡导绿色生活，形成节约风尚，改变当前家庭生活中与节能减排不相适应的观念、行为。通过家庭影响社区，通过社区带动全社会参与节能减排。主要活动包括：

   （一）树立绿色低碳家庭生活消费新理念。继续在广大妇女和家庭中开展系列低碳活动，大力宣传和普及节能减排和低碳知识。倡导广大家庭践行低能量、低消耗、低开支、低代价的低碳生活方式。在全社会倡导勤俭节约之风，反对食品浪费，减少使用塑料购物袋，减少一次性用品使用，抵制商品过度包装。引导广大家庭成员从自己做起、从家庭做起、从点滴做起，形成节约资源和保护生态环境的生活理念、消费模式。

   （二）开展家庭社区节能减排系列主题活动。继续实施“家庭低碳计划十五件事”，在社区和家庭进行普及推广。开展低碳绿色出行活动，倡导妇女和家庭成员步行、骑车、乘公交等方式代替驾驶机动车出行。在广大社区和家庭中开展节能减排小发明竞赛活动，并将设计新颖、效果明显的小发明向全国家庭推广。开展“勤俭节约、文明健康饮食”主题活动，倡导节约粮食、适度消费理念。组织社区居民节能减排经验交流活动，指导社区居民做好垃圾分类回收。

   （三）深入开展家庭社区节能减排宣传教育。大力宣传节能减排家庭社区行动，对节能减排先进典型和先进事迹进行广泛宣传。组织相关专家在示范城市、示范社区开展低碳家庭时尚生活巡讲，有针对性地进行辅导、展示和咨询等工作。借助现代女性大讲堂开展低碳生活的相关讲座，介绍节能环保的金点子和小常识。建设完善节能减排社区平台，利用社区、街道宣传栏、黑板报等载体，张贴节能减排、低碳生活的标语、口号、宣传画、条幅等。向社区居民发放宣传资料、低碳科普读物，介绍和宣传日常节能环保知识。借助央视《欢乐一家亲》栏目进行节能减排和低碳生活的宣传。

    （四）选树节能环保家庭。把节能减排家庭社区行动中表现突出、作出较大贡献的家庭和个人，选树为“节能环保家庭”。大力宣传节能环保家庭的先进事迹，发挥典型的示范带头作用，树立良好社会风尚。牵头单位：全国妇联、国家发展改革委支撑单位：中国妇女报刊协会、国家节能中心、中国节能协会

   二、节能减排青少年行动

   青少年是现代化建设的生力军，是国家的未来和希望，是当前家庭社会的重要组成。引导青少年参与节能减排，不仅有助于青少年自身成长为节能减排的积极倡导者和坚定践行者，也有助于通过青少年的行为影响其家庭成员共同参与节能减排。要充分发挥青少年的积极性和创造力，宣传绿色理念，引领节约风尚，积极参与到节能减排工作中来。主要活动包括：

    （一）动员青少年积极参与节能减排实践。开展青年文明号节约示范行动和青少年环境友好使者行动等活动。在少年儿童中开展节能环保教育活动，继续开展以节约一滴水、一张纸、一粒米、一度电为主要内容的节约资源活动。继续深化保护母亲河行动。以捐植爱心树、纪念树（林）等方式进行植树造林，保护大江大河生态环境，建设绿色家园。

   （二）开展节能减排志愿者活动。开展志愿者节能减排社区示范活动，宣传节能减排知识，传授节能减排技能。开展绿色校园节能志愿活动，指导青年学生主动关闭无人上课和自习教室的长明灯，减少学校能源浪费，引导青年学生从身边的小事做起，人人争做节能卫士。

   （三）加强青少年节能减排宣传教育。在共青团、少先队活动阵地设立宣传栏，并利用青少年报刊、中小学生报和共青团、少先队网站，大力宣传节能环保知识。注重借助情感、艺术、时尚等元素，运用互联网、手机、动漫、短视频、移动媒体等青少年喜爱的手段和载体，扩大节能减排宣传力度。创作儿歌、童谣、动漫、故事、舞台剧、戏曲等艺术作品，设计少年儿童喜爱的挂图、海报、文具、玩具等，宣传节能环保知识。引导青少年充分认识节能减排的重要性和紧迫性，强化节能观念，树立环保意识，增强参与节能减排工作的责任感和自觉性。

   （四）选树青少年节能减排典型。把在节能减排青少年行动中表现特别突出的个人，纳入团队组织已有表彰体系。做好“母亲河奖”评选表彰活动。发挥雏鹰争章活动的激励作用，引导少先队员争获“环保章”。牵头单位：共青团中央、国家发展改革委、环境保护部支撑单位：中国青年报社、中国青年志愿者协会、团中央网络影视中心、中国少年儿童新闻出版总社、环境保护部宣传教育中心

   三、节能减排企业行动

   企业是最大的能源消耗和污染排放的主体，也是节能减排的主力，职工是节能减排的主力军，企业节能减排的成效，决定了全社会节能减排工作的成败。要动员全体企业职工，从岗位做起，从自身做起，从点滴做起，积极投身节能减排工作。主要活动包括：

   （一）继续开展我为节能减排做贡献活动。在职工中广泛开展职工技术创新、岗位练兵、技术比武和技术培训等活动，不断提高职工技术水平和节能减排能力。组织广大职工开展以小革新、小改造、小设计、小建议、小发明等为主要内容的节能减排达标竞赛，促进重点行业的节能减排达标。围绕节能减排主题，大力开发和推广新技术、新工艺、新材料、新设备，开展职工优秀节能减排技术成果评选、表彰和推广，积极推动企业技术进步。

   （二）深入推进节能减排义务监督员行动。加强职工义务监督员队伍建设，推动全国所有企业设立义务监督员，力争“十二五”期间达到100 万人。加大对义务监督员的培训力度，为其开展工作创造条件，总结交流节能减排义务监督员工作经验，充分发挥其督促企业落实节能减排措施的重要作用，促进企业实现节能减排目标。

   （三）积极组织职工参与企业节能减排工作。组织广大职工积极参与企业管理和监督，充分发挥职工民主管理在节能减排中的作用。企业工会要把节能减排作为职代会的重要内容，发挥职工的主动性和创造性，为挖掘节能减排潜力作贡献。

   （四）开展中央企业节能表率行动。中央企业要带头履行社会责任，在节能减排工作中发挥表率作用。在中央企业深入开展创建节约型企业活动。继续完善中央企业节能减排组织管理、统计监测和考核奖惩体系，提升中央企业生产运行精细化管理水平，全面深化中央企业能耗水平和污染物排放强度对标工作。加大中央企业节能减排新技术、新工艺研发和推广应用。

   （五）开展企业节能减排宣传教育活动。利用各种宣传阵地，宣传国家有关节能减排的法律法规和政策，开展环境危机教育，不断增强职工忧患意识、危机意识和责任意识。以不同形式开展面向企业负责人、企业节能环保人员和生产一线人员的节能减排培训，提高培训质量，确保培训效果。牵头单位：全国总工会、国资委、国家发展改革委、环境保护部支撑单位：中国职工技术协会、中国职工科技报、国家节能中心、中国节能协会、环境保护部宣传教育中心等

   四、节能减排学校行动

   学校是社会的摇篮，是国民教育最重要的组成，对学生树立节能环保理念发挥着不可替代的重要作用。在推动校园节能减排的同时，要积极开展以节能减排、绿色生活为主要内容的课堂主题教育和社会实践活动，营造节能减排校园文化，引导学生形成绿色生活、勤俭节约的意识和行为习惯。主要活动包括：

   （一）深化节能环保基础教育。在中小学和中等职业学校相关学科课程中进一步渗透节能环保教育内容。推进节能减排专业教育，加强对高职高专院校、普通本科高校非环境专业学生的节能减排教育。鼓励各地和学校结合实际情况，通过开设富有地域特色的地方课程和学校课程，以及综合实践活动等，传播节能环保、新能源、可持续发展等知识，通过课堂主渠道不断培养学生节能减排意识，树立可持续发展观念。因地制宜开展与节能减排相关的专题讲座、研究性学习、技能竞赛等活动。

   （二）建设一批循环经济教育示范基地。推进循环经济教育和科学知识的普及，广泛开展面向青少年学生的循环经济教育和知识普及活动。在全国建设一批技术先进、管理规范、示范作用强、循环经济特征明显的循环经济教育示范基地。结合农村义务教育试行免费教科书制度，在全国范围内制定分科教科书的循环使用方案。

   （三）继续开展青少年科学调查体验活动。落实未成年人科学素质行动的任务和要求。继续开展以节粮在我身边、珍爱生命之水、我的低碳生活等为主题，以提高青少年科学素质为目标，以科学调查、科学体验、科学研究为主要方式，结合中小学科学课和综合实践活动要求的青少年科学调查体验活动。活动开展要求主题鲜明，内容丰富、形式多样，有利于培养未成年人创新能力、实践能力，有利于提升未成年人综合素质。牵头单位：教育部、中国科协、国家发展改革委支撑单位：清华大学、华中科技大学、江南大学、同济大学、华南理工大学、科协青少年中心、国家节能中心、中国节能协会等

   五、节能减排军营行动

   军队是社会资源的消费集团，军队资源节约是社会节能减排的重要组成部分。全军和武警部队要着力推进节约型供应保障方式、消费方式、训练模式的规范拓展，着力推进节能新技术新产品的规模化推广，着力推进群众性节约活动的深入开展，基本形成符合时代要求、具有军队特色的节约型军营模式。主要内容包括：

   （一）创新发展节约型供应保障方式、消费方式和训练模式。推进基地化训练，开展训练场地资源普查，规范建设100 个可用于统建共享的大型训练场地。优化经费保障和管理，大力压缩行政消耗性开支。推行军需物资油料节约，加大节能环保产品强制采购力度，严禁采购使用国家明令禁止的高耗低效和非环保产品，开展废旧军服回收。完善医疗卫生资源共享与管理。加大军地运力统筹使用，提高运输效益，加强车辆、船舶使用维护管理等。深化现代营房建设管理，统筹规划利用军用土地资源，稳步推进房地产资源整合，逐步建立营区能源消耗统计、监测监管平台。

   （二）大力实施重点节能工程。组织开展军队建筑节能工程、办公及生产生活节能工程、军油节能工程、可再生能源利用工程、模拟技术工程、信息技术工程、装备节能工程等一批重点节能工程，提升军队节能减排能力。大力推行合同能源管理，组织实施合同能源管理示范项目。

   （三）深化完善相关制度体系。加强制度建设，制定出台军队有关节能配套政策法规，完善军队资源节约法规体系。加强统计考评制度建设，建立总部—大单位—部队互相衔接、齐全配套的资源节约统计指标和统计考评机制，完善统计、考评、通报制度。

   （四）开展系列主题活动。深入开展“八节一压”、“反食品浪费”、“红管家、好当家、小行家”等群众性节约活动和各类节约技能竞赛，建立争创节油示范单位、节油标兵和“红旗车分队、红旗车驾驶员”评定活动常态化机制。

   （五）深入抓好宣传教育。加强资源节约日常宣传，将资源节约宣传纳入部队经常性教育和经常性管理之中，纳入每年的重大主题宣传活动，建立常态化宣传教育机制。充分利用各种渠道和媒体，广泛深入持久地宣传党中央、国务院和中央军委关于资源节约的方针政策和决策部署，宣传军队资源节约工作取得的成就、经验和做法。建设军队资源节约工作网，并在中国军网和军内网站积极组织网民话题，营造强大舆论宣传声势。牵头单位：解放军总后勤部、国家发展改革委支撑单位：解放军后勤学院、后勤科学研究所、解放军报、中国军网、解放军第三二〇九工厂

   六、节能减排农村行动

   我国是农业大国，推动农业和农村节能减排工作，有利于优化能源结构，缓解国家能源压力；有利于降低农业面源污染，缓解环境压力；有利于转变农业发展方式，加快发展现代农业。要积极引导农民参与节能减排，倡导低碳生产生活方式。主要活动包括：

   （一）开展节能减排农村行活动。以普及推广《农业和农村节能减排十大技术》为重点，进村入户，开展技术咨询、宣传培训和生产指导，贯彻落实国家节能减排政策，推广农业和农村节能减排适用技术和产品，帮助农民树立节能减排新理念，使农民真正成为节能减排的主体。

   （二）传播农业清洁生产技术。通过促进农村畜禽粪便、农作物秸秆、生产垃圾和污水向肥料、饲料、燃料转化，实现经济、生态和社会效益的统一；通过集成配套推广节水、节肥、节能等实用技术和工程措施，净化水源、净化农田和净化庭院，实现生产发展、生活富裕和生态良好，逐步改变农村脏、乱、差的现状，推动资源节约型和环境友好型新农村建设。

   （三）构建农村低碳生活方式。通过推广沼气、生物质能、太阳能、风能等农村可再生能源开发利用技术，开展省柴节煤炉灶炕升级换代，推广高效低排放节能炉灶炕，改善农村室内空气质量，提高农民生活水平。

   （四）深入抓好节能减排宣传培训工作。进一步强化节能减排宣传和培训工作，将其纳入“十二五”农业和农村经济重点工作之中。充分利用各种媒体，加大宣传力度，采取多种形式，举办培训班，增强广大农民群众节约资源、保护环境的自觉性，为农业和农村节能减排工作营造良好的社会氛围。牵头单位：农业部、国家发展改革委、环境保护部支撑单位：中国农村能源行业协会、中国农业出版社、中央农业广播电视学校、中国农业电影电视中心、环境保护部华南环境科学研究所、国家节能中心等

   七、节能减排政府机构行动

   政府机构是社会行为和公共道德的示范和标杆，政府机构的行为受到社会广泛关注，政府机构为对节能减排的重视程度将对公众观念产生重要影响。各级政府机构要充分认识节能减排工作的重要意义，通过深入推进节约型机关建设，降低机关能源资源消耗，切实发挥政府机构的表率示范作用，引导和带动全社会做好节能减排工作。主要活动包括：

   （一）开展绿色办公活动。倡导用电高峰时段每天少开一小时空调，使用空调时关好门窗。日常办公尽量采用自然光，离开会议室等办公区时随手关灯。在全国政府机构推广使用节能环保铅笔、再生纸等绿色办公用品。开展零待机能耗活动，推广使用节能插座等降低待机能耗的新技术和新产品。征集日常办公中的节能经验、点子，并择优在全国政府机构推广。提倡高层建筑电梯分段运行或隔层停开，上下两层楼不乘电梯，尽量减少电梯不合理使用等。

   （二）开展绿色出行活动。根据公务用车的配备标准和编制数量及时更新购车计划，严禁超标准、超编制采购公务用车。提高新增公务车中小排量和清洁能源汽车比例。全国政府机构公务用车按牌号尾数每周少开一天，开展公务自行车试点。机关工作人员每月少开一天车，倡导“135”出行方案，即1 公里以内步行，3 公里以内骑自行车，5 公里乘坐公共交通工具。加快推进公务用车制度改革。

   （三）开展资源循环利用活动。推行公务用车厂家回收置换。开展废旧电脑、打印机、电池、灯管、报纸和包装物等回收利用。组织有条件的单位实施餐厨垃圾资源化处理。完善资源循环利用渠道，建立资源循环利用长效机制。

   （四）开展政府机构节能宣传教育活动。围绕节约型机关建设，组织开展“能源紧缺体验”、“厉行节约”、“反对食品浪费”等活动。举办知识竞赛、征文、专题讲座等形式多样的宣传和普及节能环保知识，提高政府机构工作人员的节能意识。通过广播、电视、报刊、网络等媒体，广泛宣传政府机构节能减排工作建设和突出成效，充分发挥政府机构的引导和示范作用。开展政府机构能耗信息和能效水平公开试点，在门户网站上公示单位能耗信息和能效水平，并接受社会监督。牵头单位：国管局、中直管理局、国家发展改革委、全国人大机关事务管理局、全国政协机关事务管理局、解放军总后勤部支撑单位：中国建筑科学研究院、清华大学建筑节能研究中心、中国节能协会公共机构节能专业委员会、国家节能中心等

   八、节能减排科技行动

   科学技术是开展节能减排全民行动的重要支撑。节能减排全民科技行动的工作目标，是针对全民节能减排能力建设的共性技术需求，研发全民节能减排能力提升系列工具，推广全民节能减排适用技术成果，开展全民节能减排科技示范。要以科技成果的转化和应用为主线，提高公众的节能减排科技意识和能力，形成全社会依靠科技开展节能减排的良好氛围。主要活动包括：

   （一）开发全民节能减排科技工具包。针对公众辨识各项行为节能减排潜力的需求，组织专家测量和核算涵盖公众日常生活主要活动的节能减排潜力数据，开发“全民节能减排潜力基础信息数据库”，建设“全民节能减排科技信息网”。拓展和完善基于互联网的“低碳生活计算器”软件，通过宣传和推广，进一步发挥该软件在定量反映公众节能减排潜力数据；组织专家筛选国内外节能减排的小窍门和小技巧，建立“全民节能减排金点子”数据库；编制全民节能减排科技系列手册。

   （二）推广应用节能减排适用技术成果。进一步筛选各类科技计划取得的适用于全民节能减排的技术成果，拓展和完善全民节能减排适用技术成果库；结合一年一度的“科技周”活动和“科技列车行”活动，举办节能减排技术成果推介会，加大对节能减排科技成果的推广力度。

   （三）组织开展节能减排综合科技示范。依托国家可持续发展实验区、国家高新技术开发区、国家星火密集区等科技示范平台，选择20 个左右的具备良好基础的县、市、区，开展多种形式的全民节能减排综合科技示范活动。

   （四）建设节能减排技术服务体系。加强节能减排专家队伍建设，推动节能减排技术公共服务平台的建设与发展；培育节能减排技术服务市场，充分发挥生产能力促进中心、技术中介服务机构等在开展节能减排技术服务方面的作用；鼓励和引导民营资本投资建设公共技术平台和科技合作咨询服务平台，为中小企业提供研发、测试和检测等专业技术服务。牵头单位：科技部、国家发展改革委、环境保护部、中国科协支撑单位：中国21 世纪议程管理中心、中国可持续发展研究会、中国科学院地理科学与资源研究所、中国科学出版社、中国社会科学文献出版社、中国科普研究所、中国科协科普活动中心、国家节能中心等

   九、节能减排科普行动

   先进实用的技术成果和知识需要普及到全社会才能真正发挥作用。要面向全社会宣传科技思想、科技知识，介绍节能减排先进实用技术、成果，普及节能减排实践经验、先进典型和节能窍门，提高公众节能减排能力。主要活动包括：

   （一）开发集成节能减排科普资源。组织开发以节能减排为主题的展览、挂图、图书、影视、宣传册、网络视频、网络游戏等科普资源。实施繁荣科普创作资助计划，资助优秀的科普创作团队、科普资源建设基地和科技工作者。开发以节能减排为主题的科普展品。推进科技创新成果转化为科普素材、科普影视、科普图书等科普资源。开展优秀科普资源征集推介，集成、整理社会优质科普资源形成科普资源包，向社会广泛推介使用。

   （二）举办节能减排科普展览。发挥科技类博物馆、科普教育基地和各类基层科普基础设施的作用，围绕节能减排主题举办形式多样、便于公众参与的展览和教育活动。实施中国流动科技馆项目，在部分大中城市开展节能减排主题内容的科普巡回展览。增强科普大篷车等流动科普中节能减排科普宣传内容设置。

   （三）开展系列节能减排科普活动。在全国科普日活动、中国科协年会科普活动中，设立以节能减排为主线的活动区域，向公众宣传建设节约型、环境友好型社会的有关科普知识。组织以节能减排为主线的科技馆活动进校园、科普大篷车进校园等活动，面向青少年开展节能减排科普教育。在社区开展科普大讲堂等形式多样、贴近居民的科普活动。

   （四）广泛开展节能减排科普宣传。与电视台、广播电台、报刊、网站等相关媒体合作，开设科普宣传专栏，介绍建设节约型、环境友好型社会的有关科普知识。增加“科普大篷车”电视栏目的节能减排内容。发挥中国数字科技馆的作用，利用互联网向公众提供节能减排数字化科普资源及信息服务。利用社区科普宣传栏，进行节能减排科普宣传。牵头单位：中国科协、国家发展改革委支撑单位：中国科协信息中心、中国科普研究所、中国科协科普活动中心、中国科技馆、中国科协农村专业技术服务中心、科学普及出版社、中国互联网协会网络科普联盟、中国节能协会等

   十、节能减排媒体行动

   节能减排新闻宣传是经济宣传的一项重要内容，要精心谋划，周密部署，组织新闻媒体加大宣传力度，充分反映节能减排工作的措施和成效，为节能减排工作提供有力舆论支持。主要活动包括：

   （一）做好节能减排相关法律法规和政策的宣传报道。宣传节能减排的重要性和紧迫性，引导广大干部群众积极参与节能减排工作。

   （二）做好节能减排各项工作进展的宣传报道。报道各地着力调整优化产业结构促进节能减排，以科技创新和技术进步推动节能减排的先进经验和做法。宣传报道“十二五”节能减排工作进展情况。及时报道各地各部门节能减排工作成效。

   （三）做好重点领域节能减排和节能减排重点工程的宣传报道。报道节能重点工程、污染减排重点工程、循环经济重点工程的实施进展情况。报道各行业合理控制能源消耗总量，工业、建筑、交通运输、农业和农村、商业和民用、公共机构等领域的节能减排情况。

   （四）加强节能减排宣传教育。组织好全国节能宣传周、世界环境日等主题宣传活动，加强日常性节能减排宣传教育。

   （五）加强和改进舆论监督。配合各部委的监督检查行动，对违规乱上项目、落实节能减排政策措施不力等现象，选取典型案例依法开展舆论监督，倡导文明、节约、绿色、低碳的生产方式、消费模式和生活习惯。牵头单位：中宣部、国家发展改革委支撑单位：人民日报、新华社、光明日报、经济日报、中央人民广播电台、中央电视台、国家节能中心、中国节能协会等各地区、各部门要充分认识动员全民参与节能减排的重大意义，增强紧迫感和责任感。各级发展改革、经信部门要会同有关部门和单位加强对本地区全民行动的指导和协调。财政部门要视情况对节能减排全民行动给予适当支持，推动各项活动有序开展。各专项活动牵头部门要根据各自责任分工，会同联合主办部门细化行动计划，做好年度任务部署，充分发挥技术支撑单位作用，带动全社会共同参与节能减排工作，营造良好社会氛围，为确保实现“十二五”节能减排目标做出贡献。
