To the high technology offices of the development and reform commission, economic construction offices of the department of finance (bureau) and the relevant entrusted administrative agencies at all provinces, autonomous regions, municipalities directly under the central government, and cities specifically designated in the State plan:

The pilot venture capital investment using industrial and technological research and development funds is an institutional innovation in fiscal funds for the support of the development of high-tech industries. It is an important means to nurture and develop strategic emerging industries. In order to serve the high tech enterprises better and drive the development of strategic industries, the relevant work are hereby announced as follows:

    产业技术研究与开发资金试行创业风险投资是财政资金支持高技术产业发展的制度创新,是培育和发展战略性新兴产业的重要手段。为更好服务于高技术企业,推动战略性新兴产业发展,现将有关工作通知如下:

1. Please continue to regard the organization and recommendation of pilot venture capital investment projects using industrial and technological research and development funds as long term work and push forward the work in accordance with the requirements of the Certain Guiding Opinions of the Ministry of Finance and the National Development and Reform Commission Regarding Pilot Venture Capital Investment Using Industrial and Technological Research and Development Funds (Cai Jian [2007] No. 8), Notice of the General Office of the National Development and Reform Commission and the General Office of the Ministry of Finance regarding the Work Related to the Reporting and the Administration of Pilot Venture Capital Investment Projects Using Industrial and Technological Research and Development Funds (Fa Gai Ban Gao Ji [2007] No. 1955), Notice of the Ministry of Finance and the National Development and Reform Commission Regarding the Printing and Distribution of the "Working Rules for the Administration of Pilot Venture Capital Investment Using Industrial and Technological Research and Development Funds (Pilot)" (Cai Jian [2007] No. 953).

       一、请继续按照《财政部、国家发展改革委关于产业技术研究与开发资金试行创业风险投资的若干指导意见》(财建[2007]8号)、《国家发展改革委办公厅、财政部办公厅关于产业技术研发资金试行创业风险投资项目申报和管理相关工作的通知》(发改办高技[2007]1955号)、《财政部、国家发展改革委关于印发<产业技术研究与开发资金试行创业风险投资管理工作规程(试行)>的通知》(财建[2007]953号)要求,将组织推荐产业技术研发资金试行创业风险投资项目作为长期工作,持续开展。

2. In year 2011, please continue to organize the work on project recommendation according to the specific requirements related to investment focus and reporting procedures as stated in the Notice of the General Office of the National Development and Reform Commission and the General Office of the Ministry of Finance regarding the Organization and Recommendation of Alternative Enterprises for Venture Capital Investment in Year 2010 (Fa Gai Ban Gao Ji [2010] No. 484).

       二、2011年请继续按照《国家发展改革委办公厅、财政部办公厅关于请组织推荐2010年创业风险投资备选企业的通知》(发改办高技[2010]484号)关于投资重点、申报程序的具体要求,组织项目推荐工作。

3. In order to raise the work efficiency and simplify the working procedures, except when the reporting of investment and the administration procedures are required to be adjusted and the National Development and Reform Commission and the Ministry of Finance issue notices separately, yearly announcement of the projects will not be issued in future years. All the development and reform commission and department of finance (bureau) at provincial level shall organize and recommend projects that satisfy the conditions to the National Development and Reform Commission and the Ministry of Finance at any time.

       三、为提高工作效率，简化工作程序，除投资申报和管理程序确需调整时，国家发展改革委和财政部另行通知以外，以后年度不再发布年度项目公告，由各省级发展改革委、财政厅（局）随时向国家发展改革委、财政部组织推荐符合条件的项目。
