Ministry of Housing and Urban-Rural Development, development and reform commissions, bureaus of price and departments (bureaus) of finance in all the provinces, autonomous regions and municipalities directly under the Central Government, and the Development and Reform Commission and Bureau of Finance of the Xinjiang Production and Construction Corps

The Letter of Application for the Approval of the Qualification Examination and Registration Fees of Certified Property Manager (Jian Zong Han [2007] No. 160) from the former Ministry of Construction is received. After consideration, the charging standards and relevant issues for the qualification examination of certified property manager are, in accordance with the provisions of the Notice of the Ministry of Finance and the National Development and Reform Commission on the Charging Standards and Relevant Issues for the Qualification Examination of Certified Property Manager (Cai Zong [2009] No. 7), hereby notified as below: 

    住房城乡建设部,各省、自治区、直辖市发展改革委、物价局、财政厅(局),新疆生产建设兵团发展改革委、财务局:

    原建设部报来《关于申请批准物业管理师资格考试与注册收费的函》(建综函[2007]160号)收悉。根据《财政部国家发展改革委关于物业管理师资格考试收费等问题的通知》(财综[2009]7号)规定,经研究,现将物业管理师资格考试的收费标准及有关问题通知如下:

1.   In organizing the qualification examination of certified property manager, the Practice Qualification Registration Center under the Ministry of Housing and Urban-Rural Development shall collect, from the competent construction administration authorities in all provinces, autonomous regions, and municipalities directly under the Central Government (hereinafter referred to as the "Provincial Construction Authorities"), RMB 25 per capita for each subject of the basic examination (two subjects) and RMB 30 per capita for each subject of the professional examination (two subjects).

       一、住房城乡建设部所属执业资格注册中心在组织物业管理师资格考试时,向各省、自治区、直辖市建设行政主管部门(以下简称“省级建设部门”)收取的基础考试(2科)考务费标准为每人每科25元,专业考试(2科)考务费标准为每人每科30元。

2.   The standards for Provincial Construction Authorities to charge examinees on the qualification examination of certified property manager shall be verified by the price and finance authorities in all provinces, autonomous regions, and municipalities directly under the Central Government on the basis of the standards for examination fees and by taking into account the expenditures for organizing the examination registration, renting examination halls and engaging examination supervisors. 

       二、省级建设部门向考生收取的物业管理师资格考试费标准,由各省、自治区、直辖市价格、财政部门在考务费标准基础上加组织报名、租用考试场地和聘请监考人员的费用核定。

3.   The fee-charging entities shall apply for charging permit with designated price authorities and shall, according to the relationship of financial administration, use the bills printed by the Ministry of Finance or financial authorities in all provinces, autonomous regions and municipalities directly under the Central Government.

       三、收费单位应到指定的价格主管部门办理收费许可证,并按财务隶属关系使用财政部或各省、自治区、直辖市财政部门统一印制的票据。

4.   The fee-charging entities shall strictly adhere to the approved charging items and standards, shall not add to charging items or raise charging standards unless approved, and shall be consciously subject to the supervision and inspection of competent price and finance authorities. 

       四、收费单位应严格执行批准的收费项目和收费标准,不得自行增设收费项目和提高收费标准,并自觉接受价格、财政部门的监督检查。

5.   The aforesaid provisions shall become effective from the promulgation date of this Notice.
