To the Ministry of Human Resources and Social Security, the development and reform commissions, price bureaus, departments (bureaus) of finance of all provinces, autonomous regions and municipalities directly under the Central Government: 

The "Letter on Charging Rates for Applying and Registering for Occupational Proficiency Test for Tenderers" (Hou Ren Bu Han (2007) No.272) issued by the former Ministry of Personnel has been received.  In accordance with the provisions of the "Notice of Ministry of Finance and National Development and Reform Commission on relevant Issues concerning the Charge of Occupational Proficiency Test for Tenderers" (Cai Zong (2009) No.10), upon deliberation, we hereby notify you of the charging rates of Occupational Proficiency Test for Tenderers and the relevant issues as follows:

    人力资源社会保障部,各省、自治区、直辖市发展改革委、物价局、财政厅(局):

    原人事部《关于申报招标师职业水平考试收费标准的函》(国人部函〔2007〕272号)收悉。根据《财政部国家发展改革委关于招标师职业水平考试收费有关问题的通知》(财综〔2009〕10号)的规定,经研究,现将招标师职业水平考试的收费标准及有关问题通知如下:

1. When a personnel test authority under the Ministry of Human Resources and Social Security organizes the Occupational Proficiency Test for Tenderers, the fee charged to personnel departments of all provinces, autonomous regions and municipalities directly under the Central Government (hereinafter refer to as provincial personnel departments) shall be: RMB 25 per person for each subject of objective questions (two subjects in total); RMB 30 per person for each subject of subjective questions (two subjects in total). 

       一、人力资源和社会保障部所属人事考试中心在组织招标师职业水平考试时,向各省、自治区、直辖市人事部门(以下简称“省级人事部门”)收取的考务费标准为:客观题考试(共2科)每人每科25元,主观题考试(共2科)每人每科30元。

2. The fee charged to candidates of the Occupational Proficiency Test for Tenderers by each provincial personnel department shall be determined by the price and financial departments of each province, autonomous region and municipality directly under the Central Government based on the above charging standard plus the expenses for organization, renting venues and employing invigilators. 

       二、省级人事部门向考生收取的招标师职业水平考试费标准,由各省、自治区、直辖市价格、财政部门在考务费标准基础上加组织报名、租用考试场地和聘请监考人员的费用核定。

3. The charging department shall obtain charging license from designated price authority and use the invoice printed uniformly by the Ministry of Finance and provincial financial departments. 

       三、收费单位应到指定的价格主管部门办理收费许可证,并按财务隶属关系分别使用财政部和省级财政部门统一印制的票据。

4. The charging department shall carry out the approved charging items and standards strictly and shall not add any charging items nor increase the charging rate without approval. In addition, the charging department shall be subject to the supervision and examination of price, financial and auditing departments on voluntary basis.

       四、收费单位应严格执行批准的收费项目和收费标准,不得自行增设收费项目和提高收费标准,并自觉接受价格、财政、审计部门的监督检查。

5. The above provisions shall be valid for a term of two years commencing from June 1, 2009. You are required to apply to the National Development and Reform Commission and the Ministry of Finance for re-approval according to the prescribed procedures 60 working days prior to the expiry of such term of validity.

       五、上述规定自2009年6月1日起执行，有效期两年。有效期满60个工作日前，按规定程序由你部报国家发展改革委、财政部重新审批。
