To the development and reform commissions, price bureaus, high people's courts, people's procuratorates, public security departments (bureaus) and finance departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government, the military courts and procuratorates of the People's Liberation Army, the Production and Construction on Corps Branch of the Higher People's Court of Xinjiang Uigur Autonomous Region, and the Development and Reform Commission and the People's Procuratorate of Xinjiang Production and Construction Corps:

   各省、自治区、直辖市发展改革委、物价局、高级人民法院、人民检查院、公安厅（局）、财政厅（局），解放军军事法院、军事检察院，新疆自治区高级人民法院生产建设兵团分院、新疆生产建设兵团发展改革委、人民检查院：

For purposes of further regulating the administration of value appraisal of properties detained, recovered, confiscated and seized, we hereby give the Supplementary Notice as follows regarding relevant matters:

   为了进一步规范扣押、追缴、没收及收缴财物价格鉴定管理工作，现就相关事项补充通知如下：

1. The appraisal agencies set up by the price departments of the governments at all levels refer to the State organ's designated organizations for the value appraisal of properties involved in cases, which are uniformly named as "Price Certification Center". The "Price Office" covered in the Measures for Administration of the Value Appraisal of Properties Detained, Recovered and Confiscated (Ji Ban No. 808[1997]) formulated by the former State Planning Commission, Supreme People's Court, Supreme People's Procuratorate and the Ministry of Public Security shall be changed into the "Price Certification Center" accordingly.

      一、各级政府价格部门设立的价格鉴证机构为国家机关指定的涉案财物价格鉴定的机构，名称统一为“价格认证中心”。原国家计委、最高人民法院、最高人民检察院、公安部制定的《扣押、追缴、没收物品估价管理办法》（计办［1997］808号）中涉及的“价格事务所”相应更改为“价格认证中心”。

2. When the judicial or administrative enforcement organs deal with a criminal case within their respective jurisdictions, and it is necessary to appraise the value of the properties or subject matters involved in the case because the price is unknown or is disputed, the organs handling the case shall authorize the appraisal agencies set up by the price department of the government at the same level to make an appraisal.

The appraisal agencies set up by the price departments of the government may accept the authorization of the organs that handle the case and make the appraisal of the properties or subject matters involved in the non-criminal case.

      二、各司法、行政执法机关在办理各自管辖刑事案件中，涉及价格不明或者价格有争议、需要对涉案财物或标的进行价格鉴定的，办案机关应委托同级政府价格部门设立的价格鉴定机构进行价格鉴定。

   政府价格部门设立的价格鉴定机构可以接受办案机关的委托，对非刑事案件中涉案财物或标的进行价格鉴定。

3. None of the appraisal agencies set up by the price departments of the government at all levels may charge fee for the appraisal of the properties involved in the criminal case authorized by the State organs. The finance department at the same level shall assess and decide a special fund or subsidy for such appraisal expenses in accordance with the business volume of the price certification center.

      三、各级政府价格主管部门设立的价格鉴证机构从事国家机关委托的刑事案件涉案财物价格鉴定不收费，该项鉴定费用由同级财政部门根据价格认证中心业务量大小，核定专项经费拨款或补贴。
