Development and Reform Commissions and Departments of Construction (construction commissions and real estate bureaus) of relevant provinces (autonomous regions and municipalities directly under the Central Government) and the Development and Reform Commission and the Office of Construction of Xinjiang Production and Construction Corps:

According to centralized arrangements made by the Party Central Committee and the State Council, the Plan of New Budgeted Investments of the Central Government for the Construction of New Low-rent Houses in 2008 has been issued to all local governments by the National Development and Reform Commission (NDRC) and the Ministry of Housing and Urban-Rural Development (MHUD). However, it has recently come to the attention of relevant authorities that, instead of investing in the construction of low-rent houses, some local governments spent new budgeted investment funds from the Central Government directly on purchasing completed houses, which is in conflict with the requirements prescribed by the No. 18 Document of the Central Government in terms of expanding investment, stimulating domestic demand and promoting economic growth. To ensure effective utilization of new budgeted investment funds of the Central Government, this Notice is hereby issued with respect to the following issues:

    有关省(自治区、直辖市)发展改革委、建设厅(建委、房地局)、新疆生产建设兵团发展改革委、建设局:

    按照党中央、国务院统一部署,国家发展改革委、住房城乡建设部已将2008年新建廉租住房新增中央预算内投资计划下达给各地。近期,有关部门在检查中发现个别地方将新增中央预算内投资直接用于购买现房,没有用于新建廉租住房项目,这不符合中央18号文件提出的扩大投资、拉动内需、促进经济增长的要求。为确保中央预算内投资有效使用,现就有关事项通知如下:

1. Strengthen the administration of the investment plan. As regards purchases of completed houses made with new budgeted investment funds from the Central Government, you shall adjust the relevant detailed plans as soon as possible and spend such budgeted investment funds on low-rent housing projects to stimulate domestic demand, in accordance with relevant provisions set out in the Measures on Utilizing Central Government Budgeted Investments in Support of Low-rent Housing Projects in Central and Western Areas with Financial Difficulties (Fa Gai Tou Zi [2007] No. 3676) formulated by the NRDC in collaboration with other relevant authorities, and requirements proposed by the NRDC and MHUD upon the issuance of the investment plan.  

       一、加强投资计划管理。请你们针对将新增中央预算内投资用于购买现房的问题,严格按照国家发展改革委会同有关部门制定的《中央预算内投资对中西部财政困难地区新建廉租住房项目的支持办法》(发改投资[2007]3676号)有关规定,以及国家发展改革委、住房城乡建设部下达计划时的要求,尽快调整有关分解计划,切实将中央预算内投资用于新建廉租住房项目,以发挥投资拉动效益。

2. Strictly administer the construction funds. Department and Reform Commissions at all levels shall, jointly with local financial, auditing and housing and urban-rural development authorities, formulate strict fund administration measures to effectively strengthen the administration of construction funds in accordance with relevant regulations of the State. Such funds shall be deposited in special accounts and separately accounted, and special funds shall be used for special purposes. Central Government budgeted investment funds shall not be used to grant house rent subsidies or purchase completed houses as low-rent houses. As for Central Government budgeted investments which are not used for building new low-rent houses, appropriation of funds shall be stopped. Funds which have already been allocated shall be withdrawn in full and then be used for eligible low-rent housing projects.

       二、严格建设资金管理。各级发展改革委要会同财政、审计、住房城乡建设等部门按照国家有关规定,制定严格的资金管理办法,切实加强建设资金管理。要做到专户存储、分帐核算、专款专用,严禁利用中央预算内投资发放租赁补贴、购买现房用作廉租住房。凡中央预算内投资没有用于新建廉租住房的,要一律停止资金拨付,已经拨付的资金,要如数收回,并调整用于符合条件的新建廉租住房项目。

3. Speed up the project construction progress. Local departments of housing and urban-rural development shall faithfully arrange the organization and implementation of the projects and promptly prepare for the commencement of the construction in accordance with the investment plan. They shall speed up the project construction process without compromising on the standards of relevant operations. For Central Government budgeted investment projects arranged in 2008, construction shall be started as soon as possible, with the actual workload completed being recorded in concrete terms.

       三、加快项目建设进度。各地住房城乡建设部门要按照下达的投资计划,认真做好项目组织实施工作,抓紧落实开工建设条件。在保证工程质量的前提下,加快项目实施进度。凡2008年安排下达中央预算内投资的项目,要尽快开工建设,并形成实物工作量。

4. Strengthen supervision and inspection. Development and Reform Commissions and Departments of Housing and Urban-rural Development of all levels shall strengthen the supervision and inspection over the implementation of the investment plan, rectify problems encountered in a timely manner and report the progress of projects on a regular basis.

       四、切实加强监督检查。各级发展改革委、住房城乡建设部门要加强对投资计划执行情况的监督检查，发现问题要及时纠正处理，并定期上报项目实施情况。
