To the People's Government of all provinces, autonomous regions, and municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps: 

    各省、自治区、直辖市人民政府,新疆生产建设兵团:

The State Council has approved that the basic pensions for retirees who have undertaken the procedures for retirement before 31 December 2007 shall be increased from 1 January 2008. 

    经国务院批准,从2008年1月1日起,为2007年12月31日前已按规定办理退休手续的企业退休人员提高基本养老金水平。

The basic pensions shall be adjusted by combining general adjustment with special adjustment for this time. The level of increase shall be about 10% of the average basic pensions of retirees in 2007. Adjustment of basic pensions shall be linked with the number of years of retiree's payment of endowment insurance premium, amount of payment, age, etc. Based on the general adjustment, basic pensions of those who retired early and whose basic pensions were relatively low, including retired technicians with a senior professional title, long-employed workers retired before the founding of P.R.C., persons who began to work before the end of 1953, and former industrialists and merchants, shall be further increased. According to the Notice of the General Office of CPC Central Committee and the General Office of the State Council on Forwarding the "Opinions Regarding Further Implementing the Spirit of Document Numbered Ren Fa [2002] No. 82 and Conscientiously Resolving the Living Problems of Demobilized Cadres in Partial Enterprises" promulgated by the Ministry of Personnel and Other Ministries (Zhong Ban Fa [2003] No. 29), a special preferential treatment shall continue to apply to demobilized cadres who retired from enterprises and have relatively low basic pensions. 

    此次调整企业退休人员基本养老金,采取普遍调整和特殊调整相结合的办法。调整水平按照2007年企业退休人员月人均基本养老金的10%左右确定,调整时要与退休人员的缴费年限、缴费水平和年龄等挂钩。在普遍调整的基础上,对具有高级职称的企业退休科技人员、建国前老工人、1953年年底以前参加工作的人员、原工商业者等退休早、基本养老金相对偏低的人员再适当提高调整水平。对基本养老金偏低的企业退休军转干部,继续按照《中共中央办公厅国务院办公厅转发人事部等部门〈关于进一步贯彻落实人发〔2002〕82号文件精神,切实解决部分企业军转干部生活困难问题的意见〉的通知》(中办发〔2003〕29号)规定予以倾斜。

Funds needed for the adjustment of basic pensions for those who cover basic endowment insurance shall come from the endowment insurance funds. For retirees in central and western China, old industrial bases, and the Xinjiang Production and Construction Corps, appropriate allowances shall be provided by finance of Central Government by way of special transfer payment. Funds needed for the adjustment of basic pensions for those who are not covered by the basic endowment insurance shall come from original channels. 

    调整基本养老金所需资金,参加企业职工基本养老保险的,从基本养老保险基金中列支。对中西部地区、老工业基地及新疆生产建设兵团,中央财政通过专项转移支付方式予以适当补助。未参加企业职工基本养老保险的,调整所需资金由原渠道解决。

The specific level of increase and adjustment methods shall be determined reasonably by the people's government of provinces, autonomous regions, municipalities directly under the Central Government taking into account the local actualities and bearing capability of basic endowment insurance funds. A specific implementation plan shall be submitted to the Ministry of Labor & Social Security and the Ministry of Finance before 25 December2008 and put into practice after approval. 

    各地区的具体调整水平和办法,由各省、自治区、直辖市人民政府根据当地实际情况和企业职工基本养老保险基金承受能力合理确定。各地的具体实施方案于12月25日前报送劳动保障部、财政部,经审批后认真组织实施。

The increase of basic pensions shows the CPC Central Committee's and State Council's deep concern for retirees. All places of the country shall pay great attention to it, carry out measures for it sincerely, and formulate adjustment methods. Paying ability of basic endowment insurance funds must be improved by such measures as expanding coverage of endowment insurance, strengthening collection of funds, enhancing the level of overall planning, adjusting fiscal expenditure structure, and putting more allowances to endowment insurance, etc., so that the increased basic pensions can be paid to retirees before the Spring Festival of 2008 and no further default occurs. 

    调整企业退休人员基本养老金水平,体现了党中央、国务院对广大退休人员的亲切关怀。各地区要高度重视,认真测算,研究制定调整办法。要通过扩大养老保险覆盖面、加强基金征缴、提高统筹层次、调整财政支出结构增加对养老保险的补助力度等措施,提高企业职工基本养老保险基金的支付能力,确保在2008年春节前将增加的基本养老金发放到企业退休人员手中,不得发生新的拖欠。
