Recently, the Ministry of Finance (MOF) has printed and distributed the Notice of the Ministry of Finance on Relevant Issues Concerning Confirmation of the Reform of the Administrative System for Take-over of Incomes of the Ministry of Agriculture (Cai Ku [2009] No. 86, see Appendix 1), which Notice is hereby forwarded to you. Relevant issues are hereby notified as follows:

    近日，财政部印发了《财政部关于确认农业部收入收缴管理制度改革有关事宜的通知》（财库〔2009〕86号，见附件1），现转发给你们，并就有关事项通知如下:

1.   Open special accounts of remittal and payment of incomes to the Central Finance as soon as possible

As required by the MOF and in light of the acutual circumstances of this Ministry, this Ministry has selected the Agricultural Bank of China (ABC) and the China CITIC Bank as the agent banks for handing over non-taxable incomes to State Treasury on a centralized basis. Each entity shall select a branch of one of the above two (2) agent banks as the opening bank of the special account of remittal and payment of the incomes thereof to the Central Finance (note: The entity shall only choose a bank, without opening an account in practice). Upon selection, the entity shall fill out the Application Form for Selecting a Bank as the Opening Bank of the Special Account of Remittal and Payment of Incomes to the Central Finance (See Appendix 2), and submit the same to the Finance and Accounting Division of the Department of Finance of this Ministry prior to July 31, 2009.

       一、尽快办理中央财政汇缴专户开设工作

    按照财政部要求,结合我部实际情况,我部选择了中国农业银行和中信银行,作为实施非税收入国库集中收缴的代理银行。请各单位在上述代理银行系统内,选择一家分支机构作为本单位收入收缴中央财政汇缴专户开户行(注:只选择开户行,不实际开设账户)。选定后,请填制《中央财政汇缴专户开户银行申请表》(见附件2),于2009年7月31日前报部财务司财务会计处。

2.   Reasonably estimate and apply for bills dedicated for non-taxable incomes

All entities shall, according to the circumstances of take-over of non-taxable incomes, reasonably estimate the number of bills dedicated for non-taxable incomes as needed by the entities respectively. Specifically, Beijing-based entities shall make the estimation based on the number of bills used for half a year, while those out of Beijing shall make the estimation based on the number of bills used for a whole year. All entities are required to fill out the Application Form for "General Bill of Payment for Non-Taxable Incomes" (See Appendix 3), and submit the same to the Finance and Accounting Division of the Department of Finance of this Ministry prior to July 31, 2009.

       二、合理测算申领非税收入专用票据

    请各单位根据非税收入收缴情况,在京单位按照半年使用量、京外单位按照全年使用量,合理测算本单位非税收入专用票据的需求情况,填报《〈非税收入一般缴款书〉领用申请表》(见附件3),于2009年7月31日前报部财务司财务会计处。

3.   Prepare well for the reform of the administrative system for take-over of non-taxable incomes

With a view to managing well the reform of the administrative system for take-over of non-taxable incomes of the government, this Ministry shall, in conjunction with the MOF, organize the installation of relevant systems for taking over non-taxable incomes and provide training related thereto. Each entity shall be well prepared to ensure the smooth implementation by this Ministry of the reform of the administrative system for take-over of non-taxable incomes of the government.

       三、做好非税收入收缴管理制度改革准备工作

    为做好政府非税收入收缴管理制度改革工作,下一步,部里将会同财政部,组织开展有关非税收入收缴系统的安装和培训工作。请各单位提前做好准备,确保我部政府非税收入收缴管理制度改革工作的顺利进行。
