All the member entities and fixed-income platform traders:

According to the Notice on Implementing Classified Administration of Book-entry Treasury Bonds (Cai Ban Ku [2009] No. 41) issued by the Ministry of Finance, book-entry treasury bonds are classified into book-entry discounted treasury bonds and book-entry interest bearing treasury bonds. We hereby give this Notice on the following matters to facilitate classified administration of treasury bonds:

    根据财政部《对记账式国债实行分类管理的通知》(财办库〔2009〕41号)文件精神,将记账式国债规范分类为记账式贴现国债和记账式附息国债两类。为配合做好国债分类管理有关工作,现将有关事项通知如下。

1. The book-entry discounted treasury bond refers to a book-entry treasury bond with a maturity of less than one year (exclusive of one year), which is issued by the Ministry of Finance at the price lower than its face value and repaid at face value when mature.

       一、记账式贴现国债是指财政部以低于面值的价格贴现发行、到期按面值还本、期限为1年以下(不含1年)的记账式国债。

2. The book-entry interest bearing treasury bond refers to a book-entry treasury bond with a maturity of more than one year (inclusive of one year), which is issued by the Ministry of Finance, and for which interest is paid regularly and principal plus interest is paid off when mature.

       二、记账式附息国债是指财政部发行的定期支付利息、到期还本付息、期限为1年以上(含1年)的记账式国债。

3. Book-entry interest bearing treasury bonds and book-entry discounted treasury bonds shall be separately labeled with their respective issue numbers.

The transaction code of book-entry interest bearing treasury bonds in Shanghai Stock Exchange shall be 019×××, of which the fourth digit represents the issue year while the fifth and sixth digits represent the issue number. The corresponding treasury entry & exit code shall be 090×××. For example, "019903" represents the third issue of book-entry interest bearing treasury bonds in 2009, which is referred to as "09 Treasury Bond 03". The corresponding entry & exit code is "090903".

The transaction code of book-entry discounted treasury bonds in Shanghai Stock Exchange shall be 020×××, which is prepared in sequence. Corresponding treasury entry & exit code shall be "107×××". For example, "020001" represents the first issue of book-entry discounted treasury bonds traded in Shanghai Stock Exchange after the issuance of this Notice, which is referred to as "09 Discounted Bond 01". The corresponding entry & exit code is "107001".

Previously issued book-entry treasury bonds shall remain unchanged.

This Notice is hereby given.

       三、记账式附息国债和记账式贴现式国债的发行期次分别排序。

    记账式附息国债在本所上市交易代码为019×××，其中第4位代表发行年份、5至6位代表发行期次，对应的出入库代码为“090×××”。如:019903代表2009年发行的第三期记账式附息国债，债券简称为“09国债03”，出入库代码“090903”。

    记账式贴现国债在本所上市交易代码为020×××，顺序编制，对应的出入库代码为“107×××”。如:020001代表本通知颁布后在本所上市的第一期记账式贴现国债，债券简称为“09贴债01”，出入库代码为“107001”。

    此前发行的记账式国债不做变更。

    特此通知。
