In accordance with the Interim Measures of the Ministry of Commerce on the Selection and Appointment of Accounting Firms (hereinafter referred to as "Measures", and the full text is available on the Ministry of Commerce website), the matters relevant to the review of the qualification of the accounting firms to be selected and appointed by the Ministry of Commence to provide professional services are notified as follows:

  根据《商务部选聘会计师事务所暂行办法》(以下简称办法,文件详见本网站)的规定,现将商务部选聘会计师事务所提供专业服务的资格审查事项通知如下:

1. The accounting firms willing to provide to the Ministry of Commerce (full or part of ) the professional services within the scope stipulated in Article 2 of the Measures, and meanwhile satisfying the requirements stipulated in Article 8 of the Measures may participate in the present qualification review.

    一、凡愿意向商务部提供办法第二条规定范围专业服务(全部或部分),同时符合办法第八条规定的会计师事务所,可参加本次资格审查。

2. The accounting firms passing the present qualification review shall be qualified to participate in the bidding for the relevant professional services invited by the organizations under the Ministry of Commerce in the years 2011-2013.

    二、通过此次资格审查的会计师事务所,有资格参加2011年至2013年度商务部所属各单位相关专业服务的邀请招标。

3. To participate in the qualification review, the accounting firms shall provide the following materials (including but not limited to):

(1) The letter from the accounting firm to the Department of Finance of the Ministry of Commerce, stating that the accounting firm agrees to participate in the qualification review in accordance with the Measures, which shall be signed by its legal representative with its official seal affixed thereto;

(2) Basic information of the accounting firm;

a. to prove it is an independent legal person or partnership registered within the territory of the People's Republic of China, and can independently bear civil liabilities, the accounting firm shall provide its business license (photocopy of the duplicate) with its official seal affixed thereto;

b. to prove it has good business reputation and sound financial accounting system, the accounting firm shall provide the audited financial statements in recent three years;

c. the comprehensive evaluation ranking as announced by Chinese Institute of Certified Public Accountants in 2009 and 2010;

d. the contact person of the present qualification review and the contact information thereof (telephone number, fax number and E-mail address);

(3) The certificates that the accounting firm has qualification appropriate for providing all or part of the services stipulated in Article 2 of the Measures;

(4) Commitment made in accordance with the requirements stipulated in Item (5) of Article 8 of the Measures.

(5) Detailed description of the professional services that have been provided to the State-level government departments (including the Ministry of Commerce) as stipulated in Item (6) of Article 8 of the Measures, including the type of the professional service provided, the time of the provision of the service; the name of government department to which the professional service has been provided, and the relevant content of the professional service provided.

(6) a statement of how the accounting firm is to provide good professional service to the Ministry of Commerce based on the past experience of providing professional services to the State-level government departments with reference to the scope stipulated in Article 2 of the Measures and the review standards stipulated in Article 9 of the Measures, and the service quotation for different professional services.

(7) Other materials useful for the qualification review stipulated in Article 9 of the Measures.

    三、参加资格审查需要提供下列方面资料(包括但不限于):

  (一)会计师事务所致商务部财务司的函,表示同意按办法规定参加资格审查(法定代表人签字并加盖公章)。

  (二)会计师事务所的基本情况。

  1、中华人民共和国境内注册的独立法人或合伙企业,具有独立承担民事责任的能力,须提供营业执照(副本复印件)并加盖公章;

  2、具有良好的商业信誉和健全的财务会计制度,须提供近三年经过审计的财务报表;

  3、在2009年、2010年中国注册会计师协会公布的综合评价排名;

  4、此项事务的联系人,联系方式(电话、传真、电邮);

  (三)会计师事务所全部或部分具备办法第二条提供服务相适应的资质证明。

  (四)按办法第八条第五项要求予以承诺。

  (五)请详细说明办法第八条第六款向中央国家机关(含商务部)提供过专业服务的情况,包括何年向何单位提供了何种专业服务,专业服务的相关内容。

  (六)基于会计师事务所以往为中央国家机关提供过的专业服务,比照办法第二条范围和第九条的评审标准,阐述将如何为商务部提供良好的专业服务,以及不同专业服务情况下的服务报价。

  (七)其他有助于第九条资格审查方面的资料。

4. The above materials shall be sent to the Department of Finance of the Ministry of Commerce before 16:00, Friday, August 19, 2011 upon being bound and sealed.

    四、上述资料装订成册并密封后,于2011年8月19日星期五16时前送达商务部财务司。

5. The qualification review group of the Ministry of Commerce will, in accordance with Article 9 of the Measures, make qualification review of the accounting firms by taking into consideration the various aspects of accounting firms, such as staffing, relevant work experiences, professional ethics records, quality control, charging standards, etc.

    五、根据办法第九条规定,商务部的资格审查小组将综合考虑会计师事务所的人员配备、相关工作经验、职业道德记录和质量控制水平、收费标准等方面,对会计师事务所进行资格审查。

6. The Department of Finance of the Ministry of Commerce will notify the accounting firms of the result of the qualification review via telephone or Eelectronic mail (fax, letter).
