The Propaganda Department of the Central Committee of the Communist Party of China (CPC), the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Environmental Protection, the Ministry of Transport, the State Administration for Industry and Commerce, and the General Administration of Quality Supervision, Inspection and Quarantine, 

The implementation of the program of automobile and household electrical appliances trade-in is an important strategic decision aimed at boosting consumption and stimulating domestic demand, maintaining steady and rapid economic development, raising the resource utilization rate, reducing environmental pollution, and promoting energy conservation and emission reduction. In accordance with the spirits of the Notice of the General Office of the State Council on Forwarding the Implementing Plan of the National Development and Reform Commission and Other Departments for Expanding Domestic Demand and Encouraging Trade-in of Automobiles and Household Electrical Appliances (Guo Ban Fa [2009] No. 44), and with a view to managing well the organization and implementation work, upon study, we have formulated the Inter-Ministry Joint Conference System for Trade-in of Automobiles and Household Electrical Appliances that is hereby printed and distributed. Each member entity of the joint conference shall effectively do a good job in the trade-in of automobiles and household electrical appliances in accordance with the Inter-Ministry Joint Conference System for Trade-in of Automobiles and Household Electrical Appliances.

Automobiles and Household Electrical Appliances

Trade-in of automobiles and household electrical appliances is an important measure to stimulate domestic demand, promote energy conservation and emission reduction, efficiently utilize resources, as well as stabilize and increase employment opportunities. The inter-ministry joint conference system for trade-in of automobiles and household electrical appliances is established with a view to strengthening organization and leadership, enhancing inter-ministerial coordination and cooperation, and effectively well performing the trade-in of automobiles and household electrical appliances.

    中宣部，发展改革委，工业和信息化部，公安部，环境保护部，交通运输部，工商总局，质检总局:

    实施汽车、家电以旧换新工作是促进消费拉动内需，保持经济平稳较快发展，提高资源利用率，减少环境污染，促进节能减排的一项重要决策。根据《国务院办公厅关于转发发展改革委等部门促进扩大内需鼓励汽车家电以旧换新实施方案的通知》（国办发[2009]44号）精神，为做好组织实施工作，我们研究制定了《汽车家电以旧换新部际联席会议制度》，现予印发。请各联席会议成员单位按照《汽车家电以旧换新部际联席会议制度》要求，切实把汽车家电以旧换新工作抓实抓好。

汽车家电以旧换新部际联席会议制度

    汽车、家电以旧换新是拉动国内需求，促进节能减排，有效利用资源，稳定和扩大就业的一项重要举措。为加强组织领导，增进部门间的协调配合，切实把汽车、家电以旧换新工作抓紧抓实，建立汽车、家电以旧换新部际联席会议制度。

1. Main duties and functions of the joint conference

(1) to implement the policies and measures of the State Council on encouraging trade-in of automobiles and household electrical appliances, and push forward the same;

(2) to formulate phase objectives for trade-in of automobiles and household electrical appliances, split tasks and clarify work responsibilities;    

(3) to coordinate in resolving major problems arising in the course of organization and implementation of the trade-in of automobiles and household electrical appliances;

(4) to guide, supervise and inspect the trade-in of automobiles and household electrical appliances; and

(5) To, after research, put forward suggestions for improving the policies on trade-in of automobiles and household electrical appliances.

       一、联席会议主要职能

    (一)贯彻落实国务院关于实施鼓励汽车、家电以旧换新的政策措施,推进汽车、家电以旧换新工作。

    (二)制定汽车、家电以旧换新阶段性工作目标,分解工作任务,落实工作责任。

    (三)协调解决汽车、家电以旧换新组织实施过程中的重大问题。

    (四)指导、督促、检查汽车、家电以旧换新工作。

    (五)研究提出完善汽车、家电以旧换新政策建议。

2. Member entities of the joint conference

The joint conference consists of ten (10) departments and institutions, namely, the Ministry of Commerce, the Propaganda Department of the Central Committee of the CPC, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Environmental Protection, the Ministry of Transport, the State Administration for Industry and Commerce, and the General Administration of Quality Supervision, Inspection and Quarantine. The joint conference may, according to specific work requirements, invite relevant organizations to attend the conference as non-voting participants, including but not limited to, the China Association of Automobile Manufacturers, China Automobile Dealers Association, China National Resources Recycling Association, China Resource Recycling Association, and China Household Electrical Appliances Association. The joint conference shall be convened by the Vice Minister of the Ministry of Commerce and the Vice Minister of the Ministry of Finance; relevant persons in charge of the member entities concerned shall act as members of the joint conference .    

The joint conference establishes an office to undertake the day-to-day operation of automobile trade-in and trade-in household electrical appliances, respectively, in the Ministry of Commerce. Relevant persons in charge of the departments and bureaus of member entities of the joint conference shall act as members of the two offices. The two offices may hold meetings from time to time, as may be necessary, to consider and implement issues related to the trade-in of automobiles and household electrical appliances according to the division of responsibilities among various departments; any divergence of views or major issue shall be submitted to the joint conference for discussion.

       二、联席会议成员单位

    联席会议由商务部、财政部会同中宣部、发展改革委、工业和信息化部、公安部、环境保护部、交通运输部、工商总局、质检总局等10个部门组成。联席会议可根据工作需要,邀请中国汽车工业协会、中国汽车流通协会、中国物资再生协会、中国再生资源回收利用协会、中国家用电器协会等相关单位列席会议。联席会议召集人由商务部副部长、财政部副部长共同担任,各成员单位有关负责同志为联席会议成员。

    联席会议在商务部分别设立汽车以旧换新工作办公室和家电以旧换新工作办公室,负责日常工作。办公室成员由联席会议成员单位有关司局负责同志担任。办公室会议根据需要不定期召开,磋商并按部门分工落实汽车、家电以旧换新有关事宜,如有分歧或遇重大事项提交联席会议讨论。

3. Working rules of the joint conference

(1) Proposed by the meetings of the said offices, the joint conference may convene a plenary session or a session attended by some of member entities on an ad hoc basis. 

(2) The joint conference shall, in meeting minutes, specify the matters decided, and print and distribute the same to relevant entities; each member entity shall perform its own duties according to specific division of responsibilities and well implement such matters. 

(3) The joint conference shall establish a supervision and inspection mechanism for the trade-in of automobiles and household electrical appliances. Each member entity may make suggestions on carrying out supervision and inspection of the scraping, recycling, trade-in and grant of subsidies in respect of the trade-in of automobiles and household electrical appliances; the suggestions will be put into practice upon discussion in the meetings of the said offices.

(4) The joint conference shall establish an information reporting system. Each member entity shall, according to its duties and functions, provide information on the scraping, recycling, trade-in and grant of subsidies in respect of the trade-in of automobiles and household electrical appliances to the meetings of the said offices on a regular basis; upon examination, the same will be submitted to relevant leaders of the State Council, and be copied to each member entity of the joint conference.

       三、联席会议工作规则

    (一)联席会议根据办公室会议提议不定期召开全体会议或部分成员单位会议。

    (二)联席会议以会议纪要形式明确会议议定事项,印发有关单位,各成员单位按照部门职责分工负责,抓好贯彻落实。

    (三)联席会议建立汽车、家电以旧换新监督检查机制,各成员单位可按职责提出对汽车、家电以旧换新报废、回收、换购、补贴发放开展监督检查的建议,经办公室会议讨论后组织实施。

    (四)联席会议建立信息通报制度。各成员单位按职责定期提供汽车、家电以旧换新的报废、回收、换购、补贴等情况,经办公室会议审定后报送国务院领导,同时抄送联席会议成员单位。

4. Duties of member entities of the joint conference 

The Ministry of Finance shall, in conjunction with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Environmental Protection, the Ministry of Transport, etc. formulate the implementing measures for the trade-in of automobiles and household electrical appliances; the Ministry of Commerce shall, in conjunction with relevant authorities, organize and implement the trade-in of automobiles and household electrical appliances; the Ministry of Environmental Protection shall arrange for the organization and implementation of the disassembly of used and/or scrapped household electrical appliances, and conduct supervision and administration thereof; the Ministry of Public Security, the State Administration for Industry and Commerce and the General Administration of Quality Supervision, Inspection and Quarantine shall, according their respective duties, strengthen supervision and administration; the Propaganda Department of the Central Committee of the CPC shall organize news media to publicize the policies related to the trade-in of automobiles and household electrical appliances as well as supervision by public opinions; and each member entity shall, according to its duties, organize and participate in the joint inspection over the trade-in of automobiles and household electrical appliances.

       四、联席会议成员单位职责

    财政部会同商务部、发展改革委、工业和信息化部、公安部、环境保护部、交通运输部等部门制定汽车、家电以旧换新实施办法,商务部会同有关部门组织实施汽车、家电以旧换新工作,环境保护部负责废旧家电拆解处理的组织实施和监督管理,公安、工商、质检等部门在各自职责范围内加强监督管理,中央宣传部组织新闻媒体做好汽车、家电以旧换新政策宣传和舆论监督工作,各成员单位依据各自职责组织和参与汽车、家电以旧换新联合督查工作。

5. Work requirements 

Each member entity shall, according to its duties, faithfully organize and carry out the trade-in of automobiles and household electrical appliances, and fully implement the matters as decided by the joint conference. The role of the joint conference shall be given full play in terms of information exchange, mutual cooperation and mutual support.

       五、工作要求

    各成员单位应按照职责分工，认真组织实施汽车、家电以旧换新有关工作，全面落实联席会议议定的事项。充分发挥联席会议互通信息、相互配合、相互支持的作用。
