To the organization departments of the Party Committee, bureaus of retired veteran cadres, finance departments (bureaus) of the governments and the departments (bureaus) of human resources and social security in all the provinces, autonomous regions and municipalities directly under the Central Government, the civil servant department of Fujian Province, all the ministries and commissions of the central government and State organs, the organization (personnel) departments of all the civic organizations, the departments of retired cadres, the organization department of the Party Committee, bureau of retired veteran cadres, finance bureau, personnel bureau and labor protection bureau of Xinjiang Production and Construction Corps, the Party Group (Party Committee) of some of the important State-owned backbone enterprises,  

This year marks the 90th anniversary of the founding of the Communist Party of China. In order to show the love and care of the Party's Central Committee and the State Council towards cadres retired with honor, it is decided upon the consent of the Central Government that the living subsidy standard of cadres retired with honor shall be raised and the scope in which the subsidy is granted shall be expanded and the relevant provisions are hereby notified as follows: 

    各省、自治区、直辖市党委组织部、老干部局,政府财政厅(局)、人力资源社会保障厅(局)、福建省公务员部,中央和国家机关各部委、各人民团体组织(人事)部门、离退休干部工作部门,新疆生产建设兵团党委组织部、老干部局、财务局、人事局、劳动保障局,部分国有重要骨干企业党组(党委):

    今年是中国共产党成立90周年。为体现党中央、国务院对离休干部的关怀和照顾,经中央同意,决定提高离休干部生活补贴标准和扩大发放范围。现将有关规定通知如下:

1. With regard to the living subsidy of the cadres retired with honor taking part in revolution work before July 6, 1937, an extra three months instead of the original extra two months of basic retirement pension will be paid to each cadre each year.

       一、1937年7月6日前参加革命工作的离休干部,生活补贴由原每人每年增发两个月的基本离休费,提高到每人每年增发三个月的基本离休费。

2. With regard to the living subsidy of the cadres retired with honor taking part in revolution work from July 7, 1937 to December 31, 1942, an extra two and a half months instead of the original extra one and a half months of basic retirement pension will be paid to each cadre each year.

       二、1937年7月7日至1942年12月31日参加革命工作的离休干部,生活补贴由原每人每年增发一个半月的基本离休费,提高到每人每年增发两个半月的基本离休费。

3. With regard to the living subsidy of the cadres retired with honor taking part in revolution work from January 1, 1943 to September 2, 1945, an extra two months instead of the original extra one month of basic retirement pension will be paid to each cadre each year.

       三、1943年1月1日至1945年9月2日参加革命工作的离休干部,生活补贴由原每人每年增发一个月的基本离休费,提高到每人每年增发两个月的基本离休费。

4. With regard to the living subsidy of the cadres retired with honor taking part in revolution work from September 3, 1945 to September 30, 1949, one more month of basic retirement pension will be paid to each cadre each year.

       四、对1945年9月3日至1949年9月30日参加革命工作的离休干部,每年增发一个月的基本离休费,作为生活补贴。

5. The required fees shall be paid through the existing expenditure channels.

       五、所需费用按现行开支渠道解决。

6. This Notice shall come into force from 2011.

       六、本通知自2011年起执行。

7. The extra living subsidy for 2011 shall be delivered to each cadre retired with honor while visiting them before July 1.
