To all Chinese-funded banks, and all foreign-funded banks with RMB business that are within the jurisdictions of the Operations Office of the People's Bank of China,

  辖内各中资银行、各已开办人民币业务的外资银行：

With a view to conscientiously enforcing the Notice of the Ministry of Civil Affairs, the Ministry of Finance and the People's Bank of China on Strengthening the Financial Management of the Branches (Representative Offices) of Social Organizations (Min Fa [2014] No. 259, see the website of the Ministry of Civil Affairs at www.mca.gov.cn for details), this Notice is hereby issued as follows for compliance at the same time.

  为认真贯彻《民政部财政部人民银行关于加强社会团体分支（代表）机构财务管理的通知》（民发〔2014〕259号，详见民政部网站www.mca.gov.cn），现提出如下要求，请一并遵照执行。

1. A bank shall sort out the situations on the bank accounts opened with it by the branches (representative offices) of social organizations, and cancel the accounts already opened by the branches (representative offices) of social organizations upon expiry of the validity period of the registration certificates of such branches (representative offices).

    一、各行应对本行社会团体分支（代表）机构银行账户开立情况进行梳理，对已开立银行账户的社会团体分支（代表）机构应在社会团体分支（代表）机构登记证书有效期满后撤销。

2. Where a social organization intends to open a special deposit account under the name in the format of its own name plus the name of a branch (representative office), the social organization shall, in addition to all the supporting documents required for the opening of basic deposit accounts and special deposit accounts by social organizations, submit the Attached Sheet of the Application Form for Opening Special Deposit Accounts under the Name in the Format of the Applicant's Name Plus the Name of an Internal Body (Department) and the registration certificate of its relevant branch (representative office).

    二、社会团体开立专用存款账户的名称为社会团体名称后加社会团体分支（代表）机构名称的，除应提交社会团体基本存款账户和专用存款账户全部开户证明文件外，还应提供《以单位名称后加内设机构（部门）名称开立专用存款账户申请书附页》和社会团体分支（代表）机构登记证书。

Please promptly forward this Notice to all agencies within your respective jurisdictions. Problems, if any, encountered during the implementation hereof shall be reported to the Operations Office of the People's Bank of China in a timely manner.
