With a view to meeting the actual needs of enterprises for cross-border Renminbi business and further playing the role of Renminbi settlement in promoting the trade and investment facilitation, the issues related to expanding the regions of cross-border trade Renminbi settlement are hereby notified as follows:

   为满足企业对跨境人民币业务的实际需求，进一步发挥人民币结算对贸易和投资便利化的促进作用，现就扩大跨境贸易人民币结算地区的有关问题通知如下：

1. 11 provinces (autonomous regions), i.e., Hebei, Shanxi, Anhui, Jiangxi, Henan, Hunan, Guizhou, Shaanxi, Gansu, Ningxia, and Qinghai, are included in the regions of cross-border trade Renminbi settlement, thereby making the pilot program expand to the whole country.

       一、跨境贸易人民币结算地区增加河北、山西、安徽、江西、河南、湖南、贵州、陕西、甘肃、宁夏、青海省(自治区),地区范围扩大至全国。

2. The enterprises located in the above-mentioned 11 provinces (autonomous regions) may carry out their import goods trade, cross-border service trade and other settlement under current account with Renminbi in accordance with the provisions of the Measures for the Administration of Pilot Renminbi Settlement of Cross-Border Trade (Announcement No. 10 [2009] of the People's Bank of China, the Ministry of Finance, the Ministry of Commerce, the General Administration of Customs, the State Administration of Taxation and the China Banking Regulatory Commission).

       二、上述新增11个省(自治区)的企业可按照《跨境贸易人民币结算试点管理办法》(中国人民银行财政部商务部海关总署国家税务总局中国银行业监督管理委员会公告[2009]第10号)规定,以人民币进行进口货物贸易、跨境服务贸易和其他经常项目结算。

3. The pilot enterprises in Jilin Province, Heilongjiang Province, Tibet Autonomous Region, and Xinjiang Uyghur Autonomous Region may carry out the Renminbi settlement business for export goods trade with enterprises in foreign countries and regions in accordance with the Measures for the Administration of Pilot Renminbi Settlement of Cross-Border Trade.

       三、吉林省、黑龙江省、西藏自治区、新疆维吾尔自治区的试点企业可按照《跨境贸易人民币结算试点管理办法》与境外国家和地区的企业开展出口货物贸易人民币结算业务。

4. Pursuant to the provisions in Article 4 of the Measures for the Administration of Pilot Renminbi Settlement of Cross-Border Trade, the people's governments of the above-mentioned 11 provinces (autonomous regions) as well as Jilin Province, Heilongjiang Province, Tibet Autonomous Region, and Xinjiang Uyghur Autonomous Region shall coordinate the local relevant departments in recommending the pilot enterprises of Renminbi settlement for export goods trade and report the recommendation to the People's Bank of China, the Ministry of Finance, the Ministry of Commerce, the General Administration of Customs, the State Administration of Taxation and the China Banking Regulatory Commission for examination and approval. The approved pilot enterprises shall go through the export customs declaration formalities for their export goods trade settled in Renminbi according to the relevant provisions and are entitled to the tax rebate (exemption) policy for exported goods.

       四、按照《跨境贸易人民币结算试点管理办法》第四条有关规定,上述新增11个省(自治区)和吉林省、黑龙江省、西藏自治区、新疆维吾尔自治区的人民政府应协调当地有关部门推荐出口货物贸易人民币结算试点企业,并报送人民银行、财政部、商务部、海关总署、税务总局、银监会审核。经审定后的试点企业使用人民币结算的出口货物贸易按照有关规定办理出口报关手续,享受出口货物退(免)税政策。

The relevant departments of the provinces (autonomous regions) carrying out the cross-border trade Renminbi settlement are required to prepare related work according to the requirements of the Measures for the Administration of Pilot Renminbi Settlement of Cross-Border Trade and other relevant documents to ensure the smooth proceeding of cross-border trade Renminbi settlement.

    请开展跨境贸易人民币结算的省(自治区)有关部门,按照《跨境贸易人民币结算试点管理办法》等有关文件要求积极做好相关工作,保证跨境贸易人民币结算工作顺利进行。
