To all state-owned commercial banks, joint-stock commercial banks and China Postal Savings Bank:

   各国有商业银行、股份制商业银行、中国邮政储蓄银行：

The Ministry of Finance plans to open the bidding process for the agent banks collecting income. In accordance with the provisions of the Decision of the State Council on Establishing Administrative Licensing for the Administrative Examination and Approval of Items Really Necessary to be Retained (Order No. 412 of the State Council) and the Interim Measures for the Administration of Bidding of Agent Banks for Concentrated Collection of Incomes for State Treasury of the Central Finance (Cai Ku No. 15 [2003]), the People's Bank of China shall, prior to the bidding, carry out the qualification accreditation of the commercial banks (hereinafter referred to as the "applicants") that apply for collecting extra-budgetary fund income from central enterprises. We hereby notify the relevant issues as follows:

   财政部拟于2008年12月对收入收缴代理银行进行招投标。根据《国务院对确需保留的行政审批项目设定行政许可的决定》（国务院令第412号）和《中央财政国库集中收付代理银行招投标管理暂行办法》（财库［2003］15号）规定，在招投标前，中国人民银行将对申请办理中央单位预算外资金收入收缴业务的商业银行（下称申请人）进行资格认定，现将有关事项通知如下：

1. As for the requirements of the applicants and the application materials that shall be submitted, please refer to the Notice of the General Office of the People's Bank of China on Publication of Implementation of Conditions for Administrative Licensing Projects (Yin Fa Ban No. 198 [2004]). 

      一、申请人应当具备的条件和应当提交的申请材料，请详见《中国人民银行办公厅关于公示行政许可项目实施条件的通知》（银办发［2004］198号）。

2. The applicant shall fill in the Application Form for Qualification Accreditation of Agent Banks Applying for Collecting Extra-budgetary Fund Income from Central Enterprises (refer to the Annex for the format), and deliver, together with the application materials, to the State Treasury Bureau of the People's Bank of China before 17: 00 pm, November 7, 2008. 

      二、请申请人填制《中央单位预算外资金收入收缴代理银行资格认定申请表》（格式见附件），连同申请材料于2008年11月7日17：00前送达中国人民银行国库局。
